This paper underscores a critique of Nigeria's choice of a federal option,the current state of which has led to the incessant clamour,across the nation for restructuring.Federalism in Nigeria since 1960 was adopted to accommodate the nation^heterogeneous culture with the sole aim of maintaining unity in diversity.The dysfunctional system has been observed to be the main bane of Nigeria underdevelopment,instability,and absence of good governance all of which can negatively affect the achievement of a sustainable national development plan like the Vision 2030.This paper argues that Nigeria is yet to evolve a truly federal system capable of taking care of its numerous challenges.Writing from a historical perspective,the paper uncovers that there are logical inconsistencies in Nigeria’s practice of federalism.What gets here is a hidden unitary framework.The call for restructuring is in a general sense borne out of some apparent degrees of foul play and disparity presently perceived by the part units emerging from defective federalism.Understood in the above is that the necessary ingredients of sustainable democracy and governance are completely lacking in Nigeria.Thus,if the proposed Vision 2030 or any other national development plan is to be accomplished,there has to be a restructuring of the dysfunctional political system;a restructuring that devolves power to the federating units leaving the federal government with vital aspects like defence,foreign affairs among others;a return to the regional arrangement of the past.

This paper focuses on the temporal and spatial change of industrial structure in Guangdong Province since the 1990s. The attention is initially paid to the change of industrial structure through analyzing the structure change of the three sectors, and the change of internal structures of agriculture, industry and tertiary sector respectively. Then the spatial differences of industrial restructuring are analyzed based on the four economic regions which have been agreed in the academic field: the Zhujiang(Pearl) River Delta, northern mountain region, east and west wings. Thirdly, the reasons for the spatial differences of industrial restructuring are examined. Finally a short conclusion is drawn and some suggestions for the regional integration are put forward.

This paper aims to make it clear that syntactic analysis should be based on the lexical information given in the lexicon.For this purpose,lexical information of the syntactic argument is to be taken the form like[VP NKP,_,DKP,AKP]for the ditransitive verb give in English.The argument structure projects to syntactic structure.The NKP in this structure becomes VP-subject,but there is another subject called S-subject(Sentence-Subject)below S node.This amounts to Two-Subject Hypothesis for English.Between these two subjects,there intervene Conjugation-Like Elements,enriched by close examination of English verbal conjugation.Two-Subject Hypothesis perfectly accounts for peculiarities of the Expletive There(ET)construction.restructuring can also explain the so-called Long Distance Wh-interrogative without introducing Wh-movement,and it can also explain why the imperative verbs are taking the base forms.It can also explain the characteristics of adjective imperatives by the same principles as applied to verbal imperatives.We try to deal with the other subtle problems,to get fruitful results.restructuring approach,we think,provides more convincing explanations than the movement one.

Since the 1980 s, Nd–Fe–B with largest energy product(BH)max approaching the theoretical limit has become the landmark of permanent magnetic material.The application spectrum for Nd–Fe–B continues to expand over time both in the industrial and commercial sectors, which leads to growing research interests for solving the long-standing drawbacks of Nd–Fe–B, i.e., poor corrosion resistance, low coercivity, high Dy/Tb and low La/Ce/Y consumption.Concerning the above obstacles, we aim to present the novel grain boundary restructuring(GBR) approach, from GB design, processing, to structure evolution and property evaluation with a focus on the corrosion and coercivity mechanism of the restructured 2:14:1-typed magnets.Starting with an introduction to the fundamental of GBR, two representative examples,high-electrode-potential(Pr, Nd)32.5Fe62.0Cu5.5 and low-melting-point Dy71.5Fe28.5, are given with detailed descriptions of the advantages of GBR to enhance the intrinsic anti-corrosion stability and to strengthen the coercivity at low Dy consumption.Microstructure–property correlations are established to understand the critical importance of regulating the restructured GB phase to maximize the all-round performance of the 2:14:1-typed permanent magnets.Aiming at sustainable and balanced development of rare earth(RE) industry, the proceeding section proposes new prototypes of La–Ce and Y–Ce co-substitutions with dual benefits of stabilizing the 2:14:1 tetragonal phase and strengthening the intrinsic hard magnetism.The findings of additional REFe2 intergranular phase delight that the GBR approach also opens up a new horizon of research and application to develop high-performance La/Ce/Y-rich permanent magnets with deliberately tailored GB phase.

The impacts of economic restructuring and technology upgrade on air quality and human health in Beijing-Tianjin-Hebei region in China

In this study, we have analyzed possible policy options to improve the air quality in an industrialized region—Beijing, Tianjin and Hebei (BTH) in China. A comprehensive model framework integrating GAINS-China, GEOS-Chem, and IMED/HEL is established to investigate the impacts of various policies on air pollution and health effects. The model establishes a data interface between economic input/output data and the emission inventory of atmospheric pollutants in the BTH region. Based on in-depth analyses of pollutant emission standards, industrial structure, pollution-intensive industries, and emission intensities in BTH and Pearl River Delta, several scenarios are constructed to explore the effectiveness of policy pathways in improving air quality in the BTH region. These scenarios include two categories: the category of “Industrial Technology Upgrade Policy” scenarios that focuses on reducing the emission intensity of industries vs. that of “Industrial Structure Adjustment Policy” scenarios that focuses on adjusting the proportion of industrial value-added. Our results show that the policy path of industrial technology upgrading can be effective and feasible, while economic structure adjustment shows complex and mixed effectiveness. We also find that the proposed policies and measures will be efficient to reduce pollution of primary pollutants and fine particles, but may not effectively mitigate ambient ozone pollution. Ozone pollution is projected to become increasingly severe in BTH, placing a challenge to pollution mitigation strategies that requires further adjustments to address it.

This paper presents the main findings of the environmental and social impact assessment (ESIA) for the Egyptian national railways restructuring. This paper consists of the two parts: 1) modernizing the signaling system on the Arab El Raml-Alexandria Line and creating a Central Traffic Management Center in Tanta;and 2) renewing 200 km of track in Lower and Upper Egypt. The purpose of this evaluation is to identify and examine the potential socio-cultural, economic, and physical impacts of the railway restructuring, and propose measures to mitigate its adverse impacts, and develop plans for managing and monitoring the environmental aspects of the railway restructuring. This paper describes outlines of the environmental and social sensitivities of the railway restructuring area, potentially significant impacts of the proposed project and plans for their mitigation. Detailed information on the environmental and socio economic settings of the railway restructuring, components and activities of the proposed project and the results of the environmental and social impact assessment studies are presented in the body of the paper.

SOE social responsibility has undergone three stages of evolution.In essence,corporate social responsibility includes social obligations and social expectations.Public attention to SOE social responsibility issues has affected the thinking surrounding SOE restructuring,including the promulgating of objectives and methods.Based on corporate social responsibility,SOE managers must set up a perfect SOE social responsibility system and strengthen supervisory mechanisms;in respect to corporate governance models,SOEs should undertake reform for the corporate citizen governance model.

Background: Cognitive restructuring and imagery modification for posttraumatic stress disorder (CRIM-PTSD) is a new intervention that involves only three sessions and focuses on the self-concept. It combines cognitive restructuring of core trauma-related dysfunctional beliefs and mental imagery. The effectiveness of CRIM-PTSD has recently been demonstrated in a pilot study. Method: This article presents a step-by-step description of the administration of CRIM-PTSD in a female survivor of childhood sexual abuse (CSA) suffering from PTSD and major depressive disorder related to strong self-blame. Results: The intervention showed substantial reductions in PTSD symptoms and depression in the patient comparable to those observed in the pilot study. Conclusions: CRIM-PTSD might provide an economical tool for reducing PTSD symptoms when only a short time is available for intervention. Furthermore, this tool could be included in well-established PTSD treatments. In addition to the pilot study, a randomized controlled trial is needed to further explore the feasibility and effectiveness of this short intervention.

Industrial restructuring and the Selection of Pillar Industries in Qinghai Province, China

Based on the data from the Qinghai Statistical Yearbook 2009, the evolution course of industrial structure and the developmental status of pillar industries is analyzed. The pillar industries in Qinghai Province are analyzed and revaluated from four aspects, which cover demand and income elasticity, location quotient, contribution rate and interrelationship between industries. Through analyzing the problems and causes of the industrial structure of Qinghai Province, we know that the output structure of the three main industries has seriously departed from the employment structure; the pillar industries mainly concentrated on the fields of resource exploitation and primary processing; the interrelationship between the industries is low; and the development between the light and heavy industries are imbalanced. With the globalization and the further implementation of national preferential policies on western development, Qinghai Province follows the following principles in the restructuring of industrial structure in order to carry out the scientific thought of development and the "Ecological province" strategy. Firstly, the restructuring of industrial structure should be guided by market and scientific and technological progress. Secondly, it should fully display the regional advantages. Thirdly, it should attach importance to the developmental status and prospect of relevant accessory industries. Fourthly, the restructuring should be helpful to the labor transfer and reemployment of rural surplus labor forces. Suggestions on the selection of pillar industries and optimization of industrial structure are put forward. Qinghai Province should accelerate the restructuring of industrial structure, strengthen the support on pillar industries and lay stress on the introduction of the capitals, technologies and talents.
