Since the founding of the People’s Republic of China in 1949,China’s per capita education level has risen from less than two years to 9.91 ***,as the province with the lowest per capita education level in China,Tibet has only reached the level of 6.75 years per *** illustrates the worrying educational inequality that still exists between China’s poorer and more developed *** educational inequality can also be expressed by the Gini coefficient of *** order to eliminate this educational inequality,the Chinese government has made great *** Chinese government has expanded the demand for education through the right incentive system and the nine-year compulsory education *** the other hand,the Chinese government directly or indirectly grants subsidies to education suppliers and demanders to achieve the purpose of increasing education *** on the positive externality of education itself,the Chinese government attaches great importance to the cultivation of human resources for offspring,and hopes to transform China’s quantity-based demographic dividend into quality-based demographic dividend,and finally realize sustained economic *** believe that some education-related policies promulgated by China have indeed reduced educational inequality in poor areas to some extent,but there is still potential for progress in further addressing educational inequality in poor areas by the Chinese government.

At present, Laos is in the stage of gradual transition from "natural, semi natural and planned economy" to "market economy". Despite the rapid changes in the world’s political and economic situation, the Lao government is constantly exploring to promote the cause of poverty alleviation. In the future, Laos must ensure that the design of poverty alleviation system is more reasonable;strengthen the system construction, standardize the government’s responsibility and behavior;improve the government’s anti-poverty operation mechanism;prevent the deviation or variation of poverty alleviation objectives;introduce the construction of poverty alleviation capacity, invest in human capital;diversify the government’s poverty alleviation model and behavior. The purpose of this study is to provide some theoretical and practical references for Laos to make significant progress in poverty alleviation

In the construction of modern public cultural service system with Chinese characteristics, the most arduous and heaviest task is in poverty areas. In this paper, 21 provinces with key counties for poverty alleviation and development are selected as decision reference sets. DEA is used to calculate the comprehensive efficiency, pure technical efficiency and scale efficiency of public cultural services of in above provinces. Insufficient output and input redundancy adjustment also *** results show that the comprehensive efficiency value of public cultural services is low;the output of public cultural services is insufficient and the input redundancy coexist;but the efficiency of providing public cultural services in the less poor counties is lower. It is concluded that promoting poverty alleviation by culture in the densely populated areas will provide more help for precision poverty alleviation.

教师培训是促进教师发展、提高教育质量的重要方式。贫困地区农村中职教师在参与培训机会、选择培训内容以及接受培训方式方面都存在不足。农村中职教师精准培训模式在理念上，体现公平第一，为最需要培训的教师提供服务；在培训过程上，变“课程中心”为“学习者为中心”，提高受训者的获得感；在实施机制上，实现优质培训资源的最大程度扩散。基于H省“送培到校，精准培训”的案例研究发现，突出对象精准、内容精准和方式精准是实践精准培训理念，改进教师培训效率，全方位提升职教师资队伍水平的重要途径。同时，对“精准送培”项目提出了激发教师内在发展动机、推动优质培训内容建设以及实现培训机制可持续发展等方面的进一步思考，以期更好地推进职教师资培训。
