Based on the theory of ecological organization,this paper analyzes the operation mechanism of chemical industry park(CIP)ecosystem by means of dynamic simulation.The research shows that the CIP ecosystem is a complex ecological system whose operation mechanism includes two levels,namely individual enterprises and ecosystem.At the level of individual enterprise,there are competition,symbiosis,invasion and other interactions between enterprises in the CIP ecosystem.Through the pre-determined judgment of the competition effect coefficient and the symbiosis effect coefficient,we calculate how the enterprises influence each other,and then generate their respective operation paths,andfinally realize the long-term balance of the system.At the level of ecosystem,the CIP ecosystem makes self-organizing and self-adaptive adjustments and changes due to the changes of the exter-nal environment in policy,manpower,technology,capital,market,etc.,thus reaching the equilibrium state of coordinated operation and stable symbiosis with the external environment.

This paper studies the operation mechanism of crowdfunding for rural tourism from three aspects:the main body of crowdfunding for rural tourism,driving factors and operating stage.At the same time,this paper analyzes the operation risk of crowdfunding for rural tourism from five aspects:legal risk,information asymmetry risk,capital security risk,interest subject conflict risk and industry development risk.It also puts forward measures and suggestions on the promotion of crowdfunding for rural tourism from four aspects:improving market awareness,providing professional services,issuing relevant laws and regulations and regulating the development of the industry.

私权领域警察权的介入模式与转型

随着我国开放式市场经济的发展，私权领域社会矛盾的集中爆发往往源于私权主体的借贷关系，广泛影响公民人身权与财产权，涉及社会秩序稳定，需要公安机关这类秩序行政主体予以规制。私权领域的公权介入，在民间借贷纠纷体系上展现出跨法域的复合型法律关系以及多阶段纠纷展开的特点，应当以合法型、非法型、犯罪型三种借贷关系来确立警察权介入的法律界限，因借贷关系产生的治安纠纷应当纳入警察权介入调整的范围之内，形成分层次、多阶段的规制路径。现有的介入运行机制属于结果救济模式，在实际运作中面临行政手段介入缺失、案件证据过度依赖、治理路径过度刑法化等困境。介入模式的转型应当以风险防范型警察权理论为基础，通过行政过程论在民间借贷纠纷领域的具体展开以及技术治理手段的精细化运用，实现由结果救济模式向过程规制模式转变。

Qualitative analysis of direction of public hospital reforms in China

Regional innovation system is a big complex system,the sub-systems must develop harmoniously.The weakness of any sub-systems will affect the implementation of the system’s integrated function.Therefore,the construction of regional innovational system must start from a strategic view on the whole condition,go on all-sided planning,and adopt different structure models and operation mechanisms in different development phases.In the construction of regional innovation system,the source of innovation can come from different nodes.When short-chain linear structure model has a certain size,regional innovation network-structure model should be constructed according to the processes and planning,thereby to strengthen regional competitive ability and boost regional economy’s development.

Reforms in public hospitals are among the most important improvements in China＇s health care system over the last two decades. However, the reforms that should be implemented in public hospitals are unclear. Thus, a feasible direction of reforms in Chinese public hospitals is suggested and reliable policy suggestions are provided for the government to reform public hospitals. The data used in this study were mainly derived from a qualitative study. Focus group discussions and in-depth interviews were conducted in Shanghai, Guangdong, and Gansu between May and December 2014. Government funding accounted for approximately eight percent of the total annual revenue of public hospitals in China, and the insufficient government subsidy considerably affects the operation mechanism of public hospitals. However, solely increasing this subsidy cannot address the inappropriate incentives of public hospitals in China. The most crucial step in setting the direction of reforms in public hospitals in China is transforming inappropriate incentives by implementing a new evaluation index system for directors and physicians in public hospitals.

采用专家访谈和实地调研等研究方法就我国大型体育场馆运营机制改革问题进行研究，在分析场馆运营机制改革必要性与主要制约因素的基础上从改革模式、竞标机制、激励机制、合约机制、监管机制等方面提出场馆运营机制改革的主要内容与制度设计。场馆运营机制改革过程中应注意坚持公益性、引入市场机制与政府履行公共服务职能并行、配套政策的衔接、改革模式与年限设计、改革的灵活性、事企不分以及分流人员妥善安置等问题，提出鼓励试点先行，稳步推进机制改革工作；分类编制机制改革实施方案和操作指南，加大机制改革政策支持力度；推广场馆运营管理示范合同，规范各方权利义务关系；健全场馆改革竞标机制，培育场馆运营市场主体；完善场馆运营绩效评价体系，加强履约监管；合理安置分流人员，加强专业人才引进等推进场馆运营机制改革的政策建议。

面对智能技术发展的机遇与挑战，世界一流大学通过建设计算社会科学实验室推动文科知识生产创新。基于扎根理论分析全球26个高校计算社会科学实验室发现，情境驱动、创新网络、知识集群与评估问责组成了数字时代文科知识生产的整体框架，分别承担目标导向、算力支持、数字协作与质量控制功能。四者间的互动共同构建了数字化的文科知识生产运行机制，也促成了文科知识生产创新生态系统，使“大学-政府-行业-公民社会”知识共同体有机联结并具备更大的创新协调能力。为此，大学亟须科学制定文科实验室建设规划方案，建立开放共享的数字协作系统，完善智能设施和技术结构以及健全成果评价体系和伦理标准，从而促进文科知识生产的数字化转型。

体育融入卫生健康治理旨在依托整体性治理原则，通过体育与卫生系统间理念交融、多种形式协作、异质资源共享、技术结合等方式，实现卫生健康治理领域内体育健康治理的理念、机构、人员、技术及服务准入，形成完善慢性非传染性疾病防控体系、辅助突发公共卫生事件应急、优化妇幼保健方案、赋能健康老龄化、助力环境卫生整治以及支援健康贫困治理等战略定位。然而，受制于体育融入卫生健康治理的法制保障滞后、部门间关系薄弱、人才储备欠缺、技术标准有待明确、制度供给不足等困境，亟待借助印象机制(建立体育融入卫生健康治理的“符号”)、互信机制(强化体育与卫生部门的协作治理关系)、筹备机制(建设人才队伍、确立技术标准)、运作机制(建立融入治理的相关制度)、维护机制(以“激励—监督”支撑可持续治理)，实现体育融入卫生健康的长效治理。
