Based on the panel data(2005-2019)of cities(prefectures)in the Chengdu-Chongqing Economic Circle,we have developed an evaluation system for agricultural modernization and new-type urbanization that measures the development level of each city and applies the coupling and coordination model to calculate their coupling and combination levels.The results indicate that the level of comprehensive order parameters of agricultural modernization in various cities(prefectures)in the Chengdu-Chongqing Economic Circle generally displays an upward trend.The areas with high-degree agricultural modernization were mainly distributed in Chengdu from 2005 to 2010,and the center of agricultural modernization was shifted to western areas after 2010,with a stable upward trend in the level of comprehensive order parameters of new-type urbanization.In terms of coupling degree,there was an overall upward trend.Except for Nanchong and Dazhou,other cities(prefectures)progressed from“Undeveloped Coordination”to“Intermediate Coordination.”The imbalanced development of agricultural modernization and new-type urbanization continually improved,with the combination level increasing from“Low-Low”to“Medium-Medium.”

The future development of new-type urbanization has drawn great attention from both the government and public alike. In this context, the present study had three related research aims. Firstly, it sought to predict the urbanization and population dynamics in China at both national and provincial levels for the period of 2015 to 2030. Secondly, on this basis, it sought to examine the spatial variation of urbanization given the predicted national urbaniza- tion rate of 70.12%. Thirdly, it sought to estimate and evaluate the national and provincial demands of investment in the development of new-type urbanization. The main conclusions from this study were as follows：（1） The population size and urbanization rate will reach 1.445 billion and 70.12%, respectively, from 2015 to 2030. （2） The demographic dividend will vanish when the population pressure reaches its maximum. During this period, there will be 70.16 million urban population born. The suburban population that becomes urbanized will be 316.7 million, and thus the net increase in urban population will reach 386 million. （3） Although the urbanization rate of every Chinese province will increase during 2015-2030, it will do so un- equally, while differences in urbanization quality among provinces will also be substantial. In some provinces, moreover, the urbanization quality is not compatible with their eco-social development. （4）A total of 4,105,380 billion yuan is required to fund new-type urbanization and the investment demand for each province varies greatly; for example, Guangdong prov- ince requires the most funding, amounting to approximately 148 times that required by Tibet, the province in least need of funding. In the final part of this study, policy suggestions con- cerning the investment of the new-type urbanization are put forward and discussed.

Although the factors affecting rural-to-urban migration have been discussed and analyzed in detail, few studies have examined the spatiotemporal dynamic characteristics of rural migrants’ employment and working-cities in the post-immigrate era, which is essential for the citizenization and social integration of new-type urbanization in China. This study uses survey data from rural migration laborers across the eastern, central, and western China to construct a comprehensive labor migration stability index, and compares the determinants of the migration stability of rural labor among cities and industries using Geodetector. The results are as follows: 1) Compared with the midwestern cities, eastern cities have attracted younger and more skilled rural labor, and industries with higher technical content have higher migration stability among rural laborers. 2) Rural laborers more often adapt to changes by changing employment instead of changing working-cities. 3) The individual experiences of rural laborers and urban characteristics have significant impacts on the stability of migration, and family and societal guanxi(Chinese interpersonal relationships) enhance migration stability. 4) A unified labor market and convenient transportation have somewhat slowed industrial transfers and labor backflow. This study enhances our understanding of the roles of industrial transfer and new-type urbanization in shaping the labor geography landscape and provides policy implications for the promotion of people-oriented urbanization.

In this paper we design a compensation mechanism for the relocated households in the process of new-type urbanization in China. Based on the theories of dynamic rent spatial separation, bid-rent and non-renewable resource exploitation, we give a theretical look at how the current compensation mechanism shapes the welfare of relocated households. Firstly, land rent growth has a spatial difference and the growth rate of the marginal location rent is much higher than that of the mature site. Secondly, there is a demolition championship contest under the sole static money compensation, which can easily lead to land urbanization faster than population urbanization. Thirdly, in the long run the welfare loss of the household is mainly due to the absence of a dynamic compensation mechanism. Furthermore, we design a dynamic compensation mechanism based on the establishment of an asset securitization capital pool, which could be an alternative scheme in the process of new-type urbanization.

Fog and haze have attacked Beijing many times,while the rise in population is causing overcrowding,high housing price,and the concern about environmental problems occur in Beijing,Shanghai,Guangzhou and other cities.What’s more,the development of small and medium towns becomes weaker,and the "Dual structure" phenomenon in both between urban and rural areas and within the city is intensified.In this situation,people lose confidence and doubt about the "urbanization".This paper discusses the scientific connotation of new-type urbanization and puts forward the basic point of improving the quality of China ’s urbanization through new-type urbanization.This paper is of far-reaching strategic meaning and historical significance for the implementation of new-type urbanization national development planning,as well as the promotion of China’s low-carbon ecological civilization construction.

During the process of new-type urbanization, industrial enterprises, as they move to the vast rural areas, have also brought pollution there. Rural eco-governance tackles not only the damage to natural resources and environment, industrial pollution, agricultural non-point source pollution and pollution caused by poultry and livestock raising, but also the aggravation of rural living environment. At present, governments at all levels usually focus solely on urban environment building and eco-governance in rural areas, as a result, is rarely aware of, insufficient in capital input, weak in technical and institutional support. To improve rural eco-governance substantially, governments at all levels should attach equal importance to rural and new urban ecological development and take effective measures in the following aspects:(1) improving top-level design and reinforce the leading position of the green development concept;(2) increasing capital input and improve rural eco-governance facilities;(3) making technological innovations and integration to support rural eco-governance; and(4) creating new governance mechanisms to enhance rural eco-governance.

This paper uses the fifth and sixth census data and 2018 demographic statistics to analyze the spatiotemporal evolution of the urbanization of county in China and the factors that influence the evolution.The paper reveals that the urbanization level of counties is a weak area in China’s overall urbanization.During the period from 2000 to 2010,the spatial patterns of the urbanization level of counties remained stable.Counties with high-level urbanization were concentrated in the coastal areas of the eastern region,while counties that experienced rapid urbanization were mainly located in the central and western regions.Regression analyses indicate that harsh natural endowments that constrain economic development are the most important factors that hinder the urbanization of county;these factors include marginalized locations far away from center cities,high altitudes,and a population with a low education level.This paper also compares two theoretical modes of new-type urbanization,nearby urbanization and remote urbanization,and argues that the new-type urbanization of county is the main form of nearby urbanization and provides an example of urbanization for developing countries worldwide.

Based on The CPC Central Committee’s Proposals for Formulating the 14 th Five-Year Plan(2021-2025) for National Economic and Social Development and the Long-Range Objectives Through the Year 2035,this paper proposes three paths to improve China’s urbanization strategy.First,the emphasis should be shifted from demographic urbanization to farmers’ citizenization,thus clearing the barriers against free flow of population and productive factors,and advancing equal rights of urban residents so that the city benefits are equally shared.Second,the metropolitanization strategy should be implemented to eliminate scale-and location-related discrimination,promote the efficient agglomeration of population and productive factors at diferent levels of metropolitan areas and develop global cities and world-class urban agglomerations.Third,the strategy of building high-quality livable cities should be implemented,by following the new trend of building green,healthy,resilient,smart,innovative and compact cities,and improving place qualities.

Based on the gains and losses learned from the experience of the world urbanization over the last two centuries,this paper first of all evaluates China's urbanization quality at both the provincial and municipal levels. It then puts forward connotations of the new-type urbanization with Chinese characteristics which concern five aspects: the people-oriented principle,the interactions among industrialization,informatization,urbanization,and agricultural modernization,ecological civilization,rational layout,and culture promotion. It further predicts the economic and urbanization growth rates,the proportions of the primary,secondary,and tertiary industries,and the migrant population in future from the perspectives of the baseline,optimistic,and stable development scenarios,proposing that the Sciences of Human Settlements will play an important role in the process of the new-type urbanization.
