In recent years,the changes in the external environment and domestic development conditions have promoted the transformation of China's economy to one dominated by domestic circulation.In December 2020,the Communist Party of China Central Committee put forward the demand-side reform for the first time in order to prepare China for the new development stage of the 14th Five-Year Plan(2021-2025)and to promote the new strategic deployment of China's high-quality development.Based on the paths and direction of the current 14thFive-YearPlan(2021-2015)tobuild a new development pattern,this paper elaborates on the theoretical connotations of the demand-side reform,points out the bottlenecks such as the unreasonable demand structure in China,the mismatch between the industrial system and the high-level demand,the resulting demand spillovers,the poor demand channels,and puts forward the current approaches to thedemand-sideereform in China.

This paper reviews the basic implications and policy orientation of the new development pattern and the impacts of constructing the new development pattern on the manufacturing transformation and upgrading,based on which the choice of manufacturing transformation and upgrading paths is further discussed under the new development pattern.This paper holds that the paths of manufacturing transformation and upgrading need to be adjusted and expanded under the conditions of constructing the new development pattern.The main ideas are as follows.Restructuring the manufacturing industry chain with the large domestic market as the main guide,creating the good environment conducive to independent innovation,coordinating the regional layout for the overall high-quality manufacturing development,optimizing the business environment and enhancing the vitality and driving force of the manufacturing’s development,relying on the Belt and Road Initiative(BRI)for a higher level of international circulation.The theoretical bases for adjusting and expanding the paths of manufacturing transformation and upgrading are:embracing the new requirements with domestic circulation as the mainstay,the characteristics with the mutual reinforcement of domestic and international circulations,and promoting the manufacturing’s high-quality development and the medium and high-speed growth.

"Three new developments"is the guiding ideology of Chinese-style high-quality development in the new era.Jujube(Zizyphus jujube Mill.)is a plant of Zizyphus of Rhamnaceae,which originated in China and has been listed as one of the"five fruits"since ancient times.Xinjiang is the most important jujube producing area in China,and its yield has accounted for 50%of the national jujube yield.In the five prefectures and cities of southern Xinjiang,as well as the regimental farms of southern and eastern Xinjiang of Xinjiang Production and Construction Corps,the jujube industry is an advantageous characteristic industry in agriculture.This paper studied Xinjiang jujube industry and its agricultural intellectual property resources,analyzed six major issues to be further implemented,such as the"three new developments"thinking and the strategy of building an intellectual property power,and puts forward eight strategies such as coordinating the two markets and two resources to accelerate the construction of a new development pattern and dual circulation of jujube.

General Secretary Xi Jinping’s important exposition on building the new development pattern is an important theoretical viewpoint of socialist political economy with Chinese characteristics.The theory is to understand and reveal the objective law of the development of things,which requires us to use the theoretical method of economics to demonstrate the understanding and grasp of the objective law of the economy.The ideological source of the important exposition on new development pattern can only be explored in Marxist theory.Marx’s surplus value theory is based on an analysis of the economic cycle of capitalist domestic production,distribution,circulation and consumption,and reveals the general law of socialized mass production.The important exposition on the new development pattern is precisely the application,innovation and development of this scientific principle under the condition of socialist economy.Scholars should not examine,understand or explain the objective requirement of“taking the domestic market as the mainstay”from the perspective of“dependence on foreign trade”.An empirical study on the contribution of China’s three major demands to economic growth shows that the important judgment on the new development pattern not only reveals the basic characteristics of China’s economic development,but also points out its future trend.That“domestic and overseas markets reinforce each other”is not only a summary of China’s historical practice in its economic interaction with the rest of the world,but also denies the one-sided theoretical viewpoint in Western mainstream international economics,and reveals the objective law of the dynamic balance between China and the open world economy on the basis of pluralistic balance.The important exposition on the new development pattern also contains the main contents of how to implement the new development philosophy and deepen the reform inevitable in building a modern socialist country in the new development stage.It is the theoretical cornerstone of the guilding ide

The circulation system links production and consumption.It is not only the basis on which the new development pattern is built but also an important guarantee for achieving domestic circulation.During the 14th Five-Year Plan period,improving the modern circulation system is essential for ensuring unimpeded domestic circulation and supporting high-quality economic development.This paper expounds on the new changes of and requirements on the circulation system under new circumstances,summarizes the current situation of the circulation system,analyzes the problems and challenges that the circulation system is faced with according to new requirements,and makes recommendations and puts forward main measures in a targeted way,so as to provide references for promoting coordinated development of the modern circulation system.

进口品技术属性如何实现跨行业二次溢出？

在加快构建新发展格局背景下，优质产品进口对于促进内外循环畅通具有重要意义。进口品所含来源国技术属性除了影响进口主体生产率，还能够通过创新激励和横向技术启发渠道，对相关部门产生二次溢出。本文将我国工业行业数据与国际贸易标准分类（SITC）三位数代码下分国别进口数据相匹配，实证检验进口品技术属性对水平和技术邻近行业的二次溢出。结果显示：第一，进口品技术属性对水平行业有显著的创新激励效应，但无法起到横向技术启发效应；第二，技术邻近行业可同时获得创新激励与横向技术启发效应，但主要是后者，即借助技术原理相通的进口品得到灵感触发或知识迁移；第三，提高国有资本比重有助于放大进口品技术属性对水平和技术邻近行业的创新激励，但难以通过放大横向技术启发使技术邻近行业实现更快的技术进步。面对外部环境不确定性增大的现实压力，我国应加强利用高质量进口提供的竞争压力、创新激励和学习窗口，促使进口品蕴含的优质创新要素通过国内大循环充分溢出，推动更大范围、更深层次、内外一体的标准对接、人员流动、监管认证，发挥国有资本在开放创新中的引领作用。

在新发展格局下推动产业结构转型升级，需要正确认识国内循环和国际循环各自在其中扮演的角色。本文结合1995-2018年多区域投入产出数据，基于双循环视角构建产业结构变化的结构分解框架，分析了影响中国产业结构转型升级的国内国际因素。研究发现，国内循环变化是中国产业结构转型升级的主要影响因素，国际循环变化有助于产业结构升级，但对产业结构转型的影响不明显。国内循环中，国内价值链结构变化和国内最终需求结构变化使得第一产业占比降低、第三产业占比上升、生产性服务业与实体经济逐渐走向深度融合，推动了产业结构转型和整体升级；但国内价值链结构变化并未带来制造业结构升级，这可能是国内部分高技术领域关键核心技术缺失导致的。国际循环中，国际价值链结构变化在2006年之前和之后分别推动了中国制造业、生产性服务业的相对扩张，带动了整体产业结构升级；国外最终需求结构变化在全球价值链的溢出效应推动下促进了制造业结构升级。因此，本文认为，未来中国的产业结构转型升级应发挥国内循环和国际循环各自作用，统筹发展和安全，从优化需求结构、提升核心技术创新能力、推动高水平开放和加强风险防控等方面发力。

Modernizing the industrial system is an integral and strategic priority within the broader scope of modernizing the economic system.It demands a focus on boosting China's labor productivity and self-sufficiency rate of key technology products,with the aim to advance industrial upgrading and optimize the industrial structure.Hence,China must promote the strategy to expand domestic demand and accelerate the creation of a new development pattern from the supply side,coordinate economic development across regions,establish a national unified market,and create a more open industrial system.Specifically,China should increase funding in scientific research and experimental developmen,t,enhance theinnovation capacity of core technologies in key fields,optimize the digital economy structure,strengthen the modern service industry,raise the labor productivity of the service industry,maximize the market's decisive role and the government's function in resource allocation,and build a talent system tailored to the modern industrial system.

本文将供给侧和需求侧的风险波动纳入一个统一的贸易理论框架，考察了风险厌恶的代表性市场主体在供给侧对投入品来源地组合和在需求侧对出口品目的市场组合的决策机制，测算了供给风险分散指数和需求风险分散指数，探讨了中国“双循环”新发展格局下产业链安全的构建路径。研究发现：中国在参与国际循环中，日本和韩国逐渐取代欧美发达国家，能够较好地分散中国的供给风险；相较于北美市场，亚洲市场和欧洲市场能够更好地分散中国的需求风险；中国整体供给风险分散水平处于长期的波动之中，而需求风险分散水平呈现出持续下降的态势；“一带一路”沿线国家更能够分散中国的供给风险，尤其是农产品行业和矿产品行业的供给风险，但不能很好地分散中国的需求风险。通过构建潜在国内贸易流发现，畅通国内大循环可以提升中国整体需求侧的风险分散水平，但不能有效提升供给侧的风险分散水平。考虑供求风险分散并没有提升中国的福利水平，其中，无法有效分散的供给风险和进口成本的高波动性是导致中国福利变动的最主要因素。本文的研究突破了当前有关产业链安全的理论模型构建和测度瓶颈，系统性评估了中国产业链安全的实现路径，为高水平高质量的开放体系建设提供了新的方向。
