The Equipment Industry Development Center of the ministry of Industry and Information Technology(MIIT)issued the Notice on Carrying out Identification of Safety Risks of New Energy Vehicles.According to the Notice,manufacturers of new energy vehicles and power battery suppliers are required to complete the identification of potential safety hazards of new energy vehicles produced by the end of October this year,focusing on the waterproof protection,high-voltage wiring harness,vehicle collision,on-board power battery,on-board charging device,battery box,mechanical parts and wearing parts,and take effective technical measures to reduce the risk of vehicle fire according to the actual conditions of vehicles.

In order to implement the Implementation Plan for Prohibition of Foreign Refuse Entry and Promoting the Reform of the Management System for the Import of Solid Waste,and to further strength the import management of solid wastes that can be used as raw materials,the ministry of Environmental Protection issued the Regulations on Environmental Protection of Imported Waste Paper(hereinafter referred to as the Regulations)on December 15th,2017,according to the Law of the People’s Republic of China on the Prevention and Control of Solid Waste Causing Environmental Pollution and Management Measures for the Import of Solid Waste.The Regulations lowered the capacity threshold of enterprises which import waste paper from 300 thousand t/a to 50 thousand t/a.

Central government agencies play key roles in making and implementing public policies in China,but the empirical studies on these organisations are disproportionally scarce.Scholars in political science and public administration predominantly focus their researches on local governments at various levels,while paying little,if any,attention to the central counterparts.This article discusses the phenomenon of strong local but weak central government research pattern(the so called‘central-local research divide’),and identifies the driving forces behind this research gap.It also introduces the lessons and implications from the US and European research projects for developing,replicating,and extending central agency databases.The research further elaborates the existing variables and data sources on central agencies and develops the China Central Agency Database(CCAD)to advance the quantitative research of central agencies in China.Finally,a conclusion is drawn with a research agenda to encourage researchers to coproduce the CCAD and embrace the study of central agencies.

On January 10th,2018,the ministry of Environmental Protection formally issued the Measures for the Administration of Pollutant Discharge Permits(Trial)(hereinafter referred to as the Administrative Measures).The Administrative Measures shall be implemented as of the date of promulgation.As an important basic document for the implementation of the Notice of the General Office of the State Council on Issuing the Implementation Plan for the Control of Pollutant Discharge Permit System(the General Office of the State Council issued[2016]No.81),the Administrative Measures clarified the responsibilities of the pollutant dischargers,emphasized on law-abiding incentives,illegal punishment.
