The evaluation of network operation and maintenance quality is an important reference for carriers to improve their service.However,the traditional evaluation methods involve so much human participation that it cannot cope with the explosive amount of data.Therefore,both the major carriers and researchers are trying to find solutions to evaluate the quality of network operation and maintenance more objectively and accurately.In this paper,we analyze the general process of quality evaluation models for network operation and maintenance.The process has four steps:1)selection of evaluation indicators;2)data process for chosen indicators;3)determination of indicator weights;4)establishment of evaluation models.We further describe the working principle of each step,especially the methods for indicator selection and weight determination.Finally,we review the recently proposed evaluation models and the international stan dards of network operation and maintenance quality evaluation.

In this paper, we obtain optimum allocation of replaceable and repairable components in a system design. When repair and replace time are considered as random in the constraints. We convert probabilistic constraint into an equivalent deterministic constraint by using chance constrained programming. We have used the selective maintenance policy to determine how many components to be replaced & repaired within the limited maintenance time interval and cost. A Numerical example is presented to illustrate the computational procedure and problem is solved by using LINGO Software.

The amalgamation procedure is actual when using structural methods of reliability.This may apply as the case of the action of a complex of damaging processes on a structural element and the case of the action of a certain damaging process on a system of elements.Classical methods of reliability are poorly adapted for powertrain mechanical systems with a series structural scheme of elements subjected to the gradual influence of several degradation processes.The problem of amalgamation of individual indicators is exacerbated at the stage of operation when diagnosing the technical state of the mechanical system.The application of the classical rule of amalgamation by multiplying the probabilities of survival leads to the effect of over-maintenance.New rules of amalgamation have been developed,which deprive the assessment of the reliability of excessive conservatism.The complex index of the technical condition is offered—the resource safety index(RSI).Its use determines the remaining lifetime.The algorithm for searching the RSI contains an assessment of the criticality of the failure.The search of RSI under the influence of the complex of damaging processes on the element of the powertrain system is demonstrated.The efficiency of the RSI method is shown by the example of the reliability assessment of aircraft bolts.Application of the RSI method increases the guaranteed lifetime by 4-10 times compared with traditional methods.

After sixteen years of civil war the Mozambican government led by the Mozambique Liberation Front (FRELIMO) and the Mozambican National Resistance (RENAMO) have signed the General Peace Agreement (GPA) in Rome, Italy, on 4th October 1992. The agreement that ended the war resulted from a negotiation process initiated following the hurting stalemate situation between the two conflicting parties. In the context of the implementation of such agreement the country experienced, successfully, the first multiparty elections in 1994 with the participation of FRELIMO and RENAMO - former military enemies as well as other political parties without any case of war resumption. This article seeks to identify the determinants factors for peace maintenance in Mozambique from the General Peace Agreement (GPA) to the first multiparty elections. Besides the important support provided by the international community, this article argues that the implementation of power sharing arrangements established in the context of GPA, namely,(1) military power sharing,(2) administrative and territorial power sharing, and (3) power sharing within the electoral institutions played an important role for peace maintenance in Mozambique during the period mentioned above.

Preventive maintenance Programme consists of actions that improve the condition of system elements for performance optimization and aversion of unintended system failure or collapse. It involves inspection, servicing, repairing or replacing physical components of machineries, plant and equipment by following the prescribed schedule. It is commonly agreed nowadays that preventive maintenance programme can be very successful in improving equipment reliability while minimizing maintenance related costs. The availability of a complex system, such as steam turbine power plant is strongly associated with its parts reliability and maintenance policy. That policy not only has influence on the parts’ repair time but also on the parts’ reliability affecting the system integrity, degradation and availability. The objective of this paper is to study the effects of Preventive maintenance Programme (PMP) implementation on the performance of the Egbin 1320 MW thermal power plant in Nigeria. This paper considers the reliability and availability of the 6 x 220 MW steam turbine units installed in the power station. The reliability and availability of the turbines are computed based on a five-year failure database. The availability analysis of available data from 2005 to 2009 shows different results for each unit and variation in availability for different year: availability of unit1 varies between 59.11 to 91.76%;unit 2, 64.02 to 94.53%;unit 3, 28.79 to 91.57%;unit 4, 80.31 to 92.76% and unit 5, 73.38 to 87.76%. Unit 6 was out of service for the past 2 to 3 years. This indicates differences in their systems installation maintenance and operation.

Defect recognition based on picture analysis is one of the most important means to detect key failure points or damages. However, the recognition rate is low due to the limited number of pictures collected on site, so the computer training set is limited, which leads to a lack of studying and training. Meanwhile, the internet provides a large number of related pictures which can be used as an important data source for training picture analyzing engines. By using an internet spider under certain rules, one can freely collect information on the internet. The internet spider described in this paper can automatically collect related images from the internet as well as search for similar images by leveraging on a local seed picture. This spider also has a parallel version, which can give significant performance boost when run.

Company experts and academicianshave paid significant attention to issues of new product/service development. However, few studies have been carried outtodiscuss innovative product/service development mindful of the competitive positions between competitors. This study introduces a hybrid method of positioning analysis, conjoint analysis and rough set theory to understand the competition positions and facilitate innovative product/service development from the customers’ perspective. The hybrid method is also supported by in-depth interviewing, factor analysis, preference regression, ideas simulation, ideas selection, and specific weight valuation methods. We choose the automobile maintenance industry in Taiwan, whose objective is to improve product/service qualities and enhance customers’ satisfaction and loyalty.This is also the subject of our empirical study. The results show that the proposed hybrid method is effective for innovative product/service development. Moreover, the empirical findings provide useful information for automobile maintenance providers so that they may be better able to pay attention to their competitive positions and their customers’ preferences, and better able to facilitate their innovative automobile maintenance service development, in order to achieve sustainable competitive advantages.

Predictors of Successful Weight Loss maintenance: A Qualitative Comparative Analysis

Individuals successful at weight loss maintenance (WTLM) utilize similar behaviors but in varying amounts and combinations. Research identifying characteristics which predict WTLM success could be used to develop effective WTLM treatment programs. The purpose of this retrospective analysis was to determine behavioral (e.g., self monitoring of dietary intake) and biological factors (e.g., sex) which may influence WTLM success. Methods: In a previously conducted 12-month WTLM study, weight-reduced middle-aged and older men and women (n = 39) were assigned behavioral goals and asked to daily self-monitor body weight, fruit and vegetable intake, water consumption, and physical activity. This investigation utilized a crisp set qualitative comparative analysis (QCA) to characterize individuals’ weight changes and behaviors. Sex difference in clinically significant weight loss (WL) (≥5% WL) at 12 months was investigated, and growth curve models estimated interaction effects between sex and WTLM predictors. Results: QCA findings suggest patterns of weight change during the initial three months of WTLM treatment may dictate 12-month weight outcomes. No sex difference was found in clinically significant WL or in the interaction of sex and behaviors on weight change. Conclusions: WTLM treatments should provide more intensive support during transition from WL to WTLM, particularly during the first three months.
