Does China's digital economy contribute to low-carbon transition?

The digital economy,as a new emerging economic form,has become an important power for realizing Chinese-style modernization and promoting green development in China.This paper measures the digital economy and low-carbon transition index based on the data of 30 provinces in China from 2013 to 2020 and analyzes the mechanism and path of the digital economy affecting low-carbon transition using the fixed effect panel data model and the threshold effect model.It is found that,(1)The digital economy and low-carbon transition in China are various in different regions,with characteristics of being unbalanced and insufficient.(2)The digital economy significantly promotes low-carbon transition,with the greatest influence in the Central region,followed by the Eastern region and the Western region.Under different dimensions,the development of informatization and digital transactions promote low-carbon transition,but the development of the internet plays an inhibiting role.(3)The higher the degree of urbanization and environmental regulation,the greater the influence of the digital economy on low-carbon transition.

The low-carbon transition of Energy Systems:A Bibliometric Review from an Engineering Management Perspective

As a major solution to climate change,the low-carbon transition of energy systems has received growing attention in the past decade.This paper presents a bibliometric review of the literature on the low-carbon transition of energy systems from an engineering management perspective.First,the definition and boundaries of the energy system transition are clarified,covering transformation of the energy structure,decarbonization of fossil fuel utilization,and improvement in energy efficiency.Second,a systematic search of the related literature and a bibliometric analysis are conducted to reveal the research trends.It is found that the number of related publications has been growing exponentially during the past decade,with researchers from China,the United Kingdom,the United States,Germany,and the Netherlands comprising the majority of authors.Related studies with interdisciplinary characteristics appear in journals focusing on energy engineering,environmental science,and social science related to energy issues.Four major research themes are identified by clustering the existing literature:(1)low-carbon transition pathways with different spatiotemporal scales and transition constraints;(2)low-carbon technology diffusion with a focus on renewable energy technologies,pollution control technologies,and other technologies facilitating the energy transition;(3)infrastructure network planning for energy systems covering various sectors and regions;and(4)transition-driving mechanisms from the political,economic,social,and natural perspectives.These four topics play distinct but mutually supportive roles in facilitating the low-carbon transition of energy systems,and require more in-depth research on designing resilient low-carbon transition pathways with coordinated goals,promoting low-carbon technologies with cost-effective and reliable infrastructure network deployment,and balancing multi-level risks in various systems.Finally,business models,nongovernment actors,energy justice,deep decarbonization,and zero-energy building

Pathway Planning of Nuclear Power Development Incorporating Assessment of Nuclear Event Risk

The nuclear event risk(NER)is an important and disputed factor that should be reasonably considered when planning the pathway of nuclear power development(NPD)to assess the benefits and risks of developing nuclear power more objectively.This paper aims to explore the impact of nuclear events on NPD pathway planning.The influence of nuclear events is quantified as a monetary risk component,and an optimization model that incorporates the NER in the objective function is proposed.To optimize the pathway of NPD in the lowcarbon transition course of power supply structure evolution,a simulation model is built to deduce alternative NPD pathways and corresponding power supply evolution scenarios under the constraint of an exogenously assigned carbon emission pathway(CEP);moreover,a method is proposed to describe the CEP by superimposing the maximum carbon emission space and each carbon emission reduction(CER)component,and various CER components are clustered considering the emission reduction characteristics and resource endowments of different power generation technologies.A case study is conducted to explore the impact of NER and its risk valuation uncertainty on NPD pathway planning.The method presented in this paper allows the impact of nuclear events on NPD pathway planning to be quantified and improves the level of coordinated optimization of benefits and risks.

Peak C0_(2)emission in the region dominated by coal use and heavy chemical industries:a case study of Dezhou city in China

This paper studies the pathways of peakingCO_(2) emissions of Dezhou city in China, by employing abottom-up sector analysis model and considering futureeconomic growth, the adjustment of the industrialstructure, and the trend of energy intensity. Two scenarios(a business-as-usual (BAU) scenario and a CO_(2) mitigationscenario (CMS)) are set up. The results show that in theBAU scenario, the final energy consumption will peak at25.93 million tons of coal equivalent (Mtce) (16% growthversus 2014) in 2030. In the CMS scenario, the finalenergy will peak in 2020 at 23.47 Mtce (9% lower versuspeak in the BAU scenario). The total primary energyconsumption will increase by 12% (BAU scenario) anddecrease by 3% (CMS scenario) in 2030, respectively,compared to that in 2014. In the BAU scenario, CO_(2)emission will peak in 2025 at 70 million tons of carbondioxide (MtCO_(2)), and subsequently decrease gradually in2030. In the CMS scenario, the peak has occurred in 2014,and 60 MtCO_(2) will be emitted in 2030. Active policiesincluding restructuring the economy, improving energyefficiency, capping coal consumption, and using more low・carbon /carbon free fuel are recommended in Dezhou citypeaked CO_(2) emission as early as possible.

Tackling climate change and promoting the energy revolution

Following the Paris Agreement, green and low-carbon development has entered into a new stage. China＇s international responsibility to combat climate change is consistent with the inherent sustainable devel- opment needs of the country. In this paper, the reason- ability of China＇s Intended Nationally Determined Contributions （INDC） is examined and the fact that low- carbon development can lead to modernization is demon- strated based on data analysis of energy economics from developed countries. Considering the fact that such an energy revolution forms the basis for China＇s low-carbon transition, a roadmap of the China＇s energy utilization is presented. Based on research results from the Chinese Academy of Engineering, the three historical stages of China＇s energy structure reform are analyzed. Promoting a low-carbon transition through an energy revolution is a long-term and arduous process that requires a genuine transformation of development outlook and patterns. By empirically analyzing situations at home and abroad, a conclusion is made that economic development and a low- carbon transition can be achieved simultaneously; speci- fically, low-carbon development fosters new points of economic growth and gives rise to different development paths.

The Impacts and Implications of the COVID-19 Pandemic on the Global Response to Climate Change

The coronavirus disease(COVlD-19) pandemic has posed the most severe impact on the global economy and society since World War Ⅱ.The pandemic has brought into focus how climate change is related with virus transmission and health,and has made the global transition toward low-carbon development more difficult and challenged the implementation of the Paris Agreement.Although the pandemic has significantly reduced carbon emissions and improved the environmental quality in the short term,it is still an unwanted event in the process of pursuing sustainable development;although objectively the pandemic has weakened countries ’ efforts in terms of policies and actions to address climate change,the restructuring of global value chains in the post-COVlD era has also brought new opportunities for a transition toward green and low-carbon development;although the pandemic has warned people of how important resilient governance and international cooperation is to addressing the crisis,the global climate governance process has come to a complete standstill since the outbreak of COVID-19,attenuating the mutual trust among countries and disabling the leadership in climate governance.The pandemic is a preview of the climate crisis,and it is important to learn from it for a better response.China quickly contained the pandemic within the country,actively resumed work and production,and gained a first-mover advantage in economic recovery.China should maintain strategic focus when pursuing ecological development,enhance the resilience of the socio-economic system,seize the opportunity of transitioning toward low-carbon development by turning the crisis into opportunities,and promote high-quality development within the country while fully engaging in global climate governance to seek ecological progress with other countries.
