Based on an in-depth study of one city district and four new investment projects in South China,this article analyses the implementation practice of innovation policy by Chinese local *** is found that at the regional level,innovation policy as practice is a highly mixed-up and integrated process composed of steps from targeting emerging industries,to constructing platforms,and to developing new clusters,during which the most important policy concept of“innovation platform”is used in a distinctive way by local governments to effectively foster regional innovation-oriented *** general,the local government intervenes heavily in or even“manages”every step of the implementation process with specific policy approach and *** regional development as a whole process of innovation,the entrepreneurial Chinese local government indeed plays a role of meso-level organizer equivalent to the innovation project manager in business *** new practical approaches of regional innovation development with Chinese characteristics can inspire other emerging and catch-up economies for their policy making in five aspects.

This paper analyzes the links among Europeanization, multilevel governance, and international activities of local governments. To do so, a revision of the literature on these three areas is provided, with a special emphasis on the effects that the Europeanization process （hierarchical and horizontal） and multilevel governance （type I and type II） have had over the internationalization of local governments. Thus, local governments＇ international activities have evolved and adapted to a complex system of governance. Furthermore, the paper offers a reflection on current trends such as European Union （EU） and national programmes aimed at fostering International initiatives of local governments, and the impact of the economic crisis on these activities.

Chinese local governments play an important role in the local economic development because of the formation of China’s regional economic model after the Reform and Opening Policy in 1978. Based on the curiosity on what are the Chinese local governments’ roles on the local economic development, I came up the research questions on local governments’ role on macro regulation, participation and cooperation. In this paper I will talk about each question in detail.

With the rapid improvement of urbanization and industrialization in countries around the world,how to effectively solve the rapid demise of traditional villages is a social dilemma faced by all countries,which is why a series of relevant protection regulations have been promulgated in different historical ***,the formulation of relevant policies is still not scientific,universal,and *** this study,we constructed an evolutionary game model of local governments and residents based on the evolutionary game theory(EGT),which is used to explore the evolutionary stability strategy(ESS)and stability conditions of stakeholders under the premise of mutual influence and ***,the study also included the analysis about the impacts of different influence factors on the evolution tendency of the game *** the same time,numerical simulation examples were used to verify the theoretical results and three crucial conclusions have been ***,the strategic evolution of stakeholders is a dynamic process of continuous adjustment and optimization,and its results and speed show consistent ***,the decision-making of stakeholders mainly depends on the basic cost,and the high cost of investment is not conducive to the protection of traditional ***,the dynamic evolutionary mechanism composed of different influence factors will have an impact on the direction and speed of decision-making of stakeholders,which provides the basis for them to effectively restrict the decision-making of each *** study eliminates the weaknesses of existing research approaches and provides scientific and novel ideas for the protection of traditional villages,which can contribute to the formulation and improvement of the relevant laws and regulations.

As the Kyoto Protocol enters its second commitment phase,local states are adapting to the new *** analysis of the responses of three provincial authorities(Guangdong,Zhejiang and Shanghai)demonstrates that local authorities of China have sought project development that offers capital and technological transfers from Annexe 1 parties made possible by the Clean Development Mechanism(CDM),one of the flexibility mechanisms of the global climate *** from offering technical advisory and assistance to interested firms,extending fiscal incentives and regulatory supports and leveraging their connections with central counterparts and international partners to facilitate the local market development,Guangdong and Shanghai have also been proactively responding to the changing market and policy outlook of the CDM framework,piloting carbon emissions reduction strategies at the local level to foster their *** affirm the relevance of local interests and help complete our understanding of the subnational dynamics underlying the global climate regime.

Assessment of local Public Finance Performance in China When Undesirable Fiscal Phenomena are Taken into Account

Making use of the data envelopment analysis （DEA） technique and taking undesirable fiscal phenomena into account, this paper comprehensively quantifies the public fnance performance of local governments in China during the course of fiscal decentralization reform. The introduction of undesirable fiscal outcomes into this assessment makes it possible to identify meaningful and informative characteristics of local public finance performance in China. When reforms are first implemented, local pubIic financial performance improves because undesirable fiscal phenomena have not yet become too serious. The tax sharing system reform did not work well in its early stages, and negatively impacted public expenditure e3ficiency. The reform started to play a substantial role between 2001 and 2005, when local governments experienced better public finance performance. Corresponding to the deterioration of the financial sector in recent years, local public financial performance worsened after 2007. Further reform of the current fiscal and taxation system is necessary in China, to ensure a brighter future for the nation.

Using a sample of China’s A-share listed companies for the period 2001-2004,this paper investigates the influence of institutional environment variables,including the process of marketization,level of local government intervention,and local legal environment,on blockholder characteristics and ownership concentration,and the relation between the endogeneity of ownership structure and institutional *** results indicate that the effects of these variables on ownership concentration are(1)positive for listed companies controlled by state asset management bureaus affiliated with local governments,(2)negative for listed companies controlled by state-owned enterprises affiliated with local governments and(3)unclear for listed private *** variables also positively affect the degree of privatization of listed companies in China.

As few studies have been conducted on the roles of governments at different levels in cross-boundary cooperation process,this paper,drawing on the multi-level governance theory,explores the roles of local governments in cross-boundary cooperation in China through in-depth interviews and document analysis in the Guangzhou-Foshan metropolitan *** paper finds that China has seen a significant advance in cross-boundary cooperation in terms of institutional building and a remarkable change in municipal and provincial government *** new forms of regional cooperation have enhanced horizontal ties,but political directives from the central government cannot simply be ignored as existing administrative hierarchy is stll a pervasive *** power devolution is essentially the transfer of power from the central government to pro-vincial-and municipal-level governments(or prefecture city governments)but overlooks the district and county ***,citizens and non-government institutions have no access to the decision-making process and channels for airing their *** a real sense,the regional cooperation systemhas not yet been well established.
