This study creates and combines the general maneuver libraries for fixed-wing aircraft to implement tactical maneuvers.First,the generalized maneuver libraries are established by analyzing the characteristics of tactical maneuvers required in battlefields.The 7th order polynomial is applied to both the creation of the maneuver libraries and the generation of the trajectories or flight paths for modal inputs.To track the desired trajectory,we design the Attitude Command Attitude Hold(ACAH)system and the Rate Command Rate Hold(RCRH)system using Model Following Controller(MFC).Moreover,the Line-of-Sight(LOS)guidance law is designed.In particular,the CONDUIT~?is employed to optimize the gains so that the control systems meet the aircraft Handling Qualities(HQ)criteria.Finally,flight simulations are performed for the longitudinal loop,immelmann-turn,and climb-slalom-descent maneuvers to verify that tactical aggressive maneuvers are realizable via the combination of maneuver libraries.This study can contribute to the development of flight techniques for aircraft tactical maneuvers and to the revision of air force operational manuals.

Purpose: This study examines acknowledgments to libraries in the journal literature, as well as the efficacy of using Web of Science(WoS) to locate general acknowledgment text.Design/methodology/approach: This mixed-methods approach quantifies and characterizes acknowledgments to libraries in the journal literature. Using WoS's Funding Text field, the acknowledgments for six peer universities were identified and then characterized. The efficacy of using WoS to locate library acknowledgments was assessed by comparing the WoS Funding Text search results to the actual acknowledgment text found in the articles.Findings: Acknowledgments to libraries were found in articles at all six peer universities, though the absolute and relative numbers were quite low(< 0.5%). Most of the library acknowledgments were for resources(collections, funding, etc.), and many were concentrated in natural history(e.g. zoology). Examination of Texas A&M University zoology articles found that 91.7% of the funding information came from "acknowledgments" and not specifically a funding acknowledgment section. The WoS Funding Text search found 56% of the library acknowledgments compared to a search of the actual acknowledgment text in the articles.Research limitations: Limiting publications to journals, using a single truncated search term, and including only six research universities in the United States.Practical implications: This study examined library acknowledgments, but the same approach could be applied to searches of other keywords, institutions/organizations, individuals, etc. While not specifically designed to search general acknowledgments, WoS's Funding Text field can be used as an exploratory tool to search acknowledgments beyond funding. Originality/value: There are a few studies that have examined library acknowledgments in the scholarly literature, though to date none of those studies have examined the efficacy of using the WoS Funding Text field to locate those library acknowledgments within the journal literature.

High-density genetic markers are required for genotyping and linkage mapping in identifying genes from crops with complex genomes, such as barley. As the most common variation, single nucleotide polymorphisms(SNPs) are suitable for accurate genotyping by using the next-generation sequencing(NGS) technology. Reduced representation libraries(RRLs) of five barley accessions and one mutant were sequenced using NGS technology for SNP discovery. Twenty million short reads were generated and the proportion of repetitive sequences was reduced by more than 56%. A total of 6061 SNPs were identified, and 451 were mapped to the draft sequence of the barley genome with pairing reads. Eleven SNPs were validated using length polymorphic allele-specific PCR markers.

Since the implementation of the 12 th Five-Year Plan in 2011, public libraries in Central China have been slow-growing in the Central lowland. There are four main manifestations: disproportionate resources to the population served, relatively slow development speed, low level of equalization and rising comparable service costs. To revitalize public libraries in Central China, efforts should be made in the following aspects: macro adjustments of national policy, specifying and strengthening the main responsibilities of local governments, speeding up the construction of the central-branch system of public libraries on the county level, expanding and deepening the application of Library+ and Internet+, improving the guiding function of evaluations and seizing the historic opportunity to promote the construction of the public cultural service system in underprivileged areas.

Taking public libraries as an example,this study inspected and reflected the free admission policy of public cultural venues in China applying the theory of cultural rights and policy process.The results indicate that the free admission policy has achieved many important effects while many problems also exists:constant funding subsidies are difficult to meet the increasing demand for supply and service quantity generated by free admission policy,the funding apportionment mechanism has not been fully implemented,the subsidy standard based on the hierarchical differences is difficult to fulfill the needs of public libraries of different scales,the supervision and evaluation mechanism is lacking,the policy incentives and restraints are insufficient.The causes of these problems are related to the lack of timely adjustment of policy,the indeterminate division of central and regional cultural powers and expenditure responsibilities,the mismatch between expenditure responsibilities and financial resources,the policy costs are higher than benefits.Therefore,this paper suggests some solutions such as completing the classified subsidy standard,designing multiple comprehensive standards,establishing a dynamic adjustment mechanism of funding guarantee,innovating the mode of financial guarantee mechanism,establishing a performance evaluation system,forming an incentive and restraint mechanism.

The construction of central and branch libraries in China since the 21st century

The process of building central and branch libraries since the year 2000 accelerates the equalization of public library services. This process can be divided into three stages. In the first stage(2000-2006), attempts are made to solve problems related to government-led administration, Borrow Anywhere, Return Anywhere(BARA) service, technical support, and centralized management. In the second stage(2007-2010), some central and branch libraries expanded their scale and achieved remarkable progress through professional reform. Theoretical research in this period shed light on the objective laws in building the central and branch libraries. The third stage(2011-present) has witnessed libraries’ active participation in building 'National Demonstration Zones for Public Cultural Services', which is initiated by the Ministry of Culture and the Ministry of Finance. Researchers have been focusing on factors related to the sustainable development of central-branch libraries system. Such research directly promotes the promulgation of Guidance on Promoting the County Central-branch Cultural Center System and Central-branch Library System Development. Centering its discussions on the Guidance, this paper puts forward several issues that require special attention in building central and branch libraries in the new development stage. First, correctly understanding and handling the relationship between local conditions and professional requirements. Building central-branch libraries requires appropriate solutions that avoid conflicts with institutional barriers, so as to meet to the maximum the professional requirements in concept and design. Second, issues in building central-branch libraries at the county level are addressed in this paper. Third, providing universal and equitable services and fulfilling missions of the public library requires the construction of branch libraries in physical form. This article is a case study of an innovative academic health sciences library initiative that describes the planning and events in the inaugural year of a new library research program. In response to emerging trends in health sciences libraries to increase research skills of librarians in order to foster expanded research integration within the health sciences disciplines,the University of Michigan Taubman Health Sciences Library established an EXPERT Research Initiative. This new program is part of the strategic planning for the future of the library and is focused on three primary goals： expanding the library＇s research portfolio,building librarians＇ research skills and competencies,and increasing the library＇s research visibility. The article highlights five library projects that illustrate the different kinds of research collaborations librarians are engaged in with health sciences faculty,researchers,clinicians,and students.
