Examining the Spatiotemporal Dynamics and Determinants of land urbanization in Prefecture-level Cities,China

Examining the spatiotemporal dynamics and determinants of land urbanization is critical for promoting healthy urban development and the rational use of land *** on the dataset consisting of land use change data and selected factors in 2010 and2020,this study used visual analysis to reveal the spatiotemporal dynamics of land urbanization across prefecture-level cities in ***,the driving forces underlying land urbanization were examined by using geographical detector *** are the findings:1)we find that there exist notable spatial variances in land urbanization across prefecture-level ***,the differentiation in land urbanization between the northern and southern cities is more pronounced than that between the coastal and inland cities,or between the eastern and western ***-level cities located in central and western China have experienced the most rapid growth in land ***,the growth rate in northeastern China is the lowest,while the velocity in eastern China remains relatively *** using spatial autocorrelation analysis,this study reveals that the land urbanization level in prefecture-level cities has significant spatial agglomeration.2)We further find that land urbanization in China is influenced by factors related to urban land supply and demand,and urban population growth,economic growth,land financial and political incentive have greater impact on land urbanization than other factors.3)We also find that the impacts of determinants on China’s land urbanization vary over time,the explanatory power of economic development increased,while the explanatory power of state forces *** argue that integrating the supply and demand factors of land urbanization can provide a more comprehensive understanding of the driving mechanisms underlying land urbanization in China and other transitional countries,and help decision-makers in these countries formulate more detailed and specif

Spatial differences and driving forces of land urbanization in China

land urbanization plays an important supporting and restriction role in the rapid and sustainable development of urbanization in China, and it shows distinctive spatial heteroge- neity. Applying urban area as the basic research unit and urban construction land area as the core indicator, this paper establishes the conceptual framework and calculation method for the quantity and rate of land urbanization process. The study evaluates the spatial differen- tiation pattern of absolute and relative process of land urbanization in 658 cities in China from 2000 to 2010. The spatial distribution of cities with rapid land urbanization process is dis- cussed, and the contribution rate and its spatial heterogeneity of major land use types are examined with the aid of GIS. The main conclusions are as follows：（1） land urbanization in China shows a clear spatial difference. The greater the city scale, the faster its land urbani- zation. The cities with rapid land urbanization show a significant pattern of central distribution in coastal regions and a scattered distribution in the inland regions. （2） Over the last 10 years, the average quantity of land urbanization in the 656 cities was 3.82 km2, the quantity of land urbanization is differentiated by administrative grade. The average rate of land urbanization was 6.89%, obviously faster than the speed of population urbanization. The rate of land ur- banization reveals a pattern of differentiation between coastal and other cities. （3） In the past 10 years, the two primary land use types associated with land urbanization in China are residential and industrial, with a combined contribution rate of 52.49%. The greater the scale of the city, the more significant the driving effect of industrial land. Comprehensive assessment on the ecological stress of rapid land urbanization per proportion, intensity, and location

当前，我国正处于由土地城镇化向以人为核心的新型城镇化转型的关键阶段，土地改革是推进转型的核心环节，也是政府和社会广泛关注的焦点问题。以周其仁和华生为代表的学者们围绕城镇化进程中土地资源配置的主导力量、增值收益分配格局和小产权房处置等土地城镇化的关键环节展开较为深入的争论。究其实质，土地制度改革的核心，是既定利益格局的合理调整、权力与权利关系的理性均衡。为此，应在坚持现行土地制度基本框架和完善“地衬人转”制度安排基础上，重点从机制完善和制度联动改革着手，高效配置土地资源和维护农民土地财产性收益。

城市用地增长快于城市人口增长是各国城市化进程中的普遍现象。与国际一般水平相比较，中国人均城镇用地水平并不高，土地扩张速度相对人口增长并不快。基于耕地占补平衡原则等保守估算，未来中国城镇工矿用地规模可比2016年增长45%。与此同时，结构性问题突出，土地资源在不同地区、不同规模城市之间严重错配，居住和工业用地等利用结构明显失调，主要根源在于人口在市场机制下向东部地区、大城市集聚，而土地在计划管理下扭曲配置等。未来需要以城乡土地同权化和土地资源配置市场化为方向推进土地制度改革，同时加快贯彻落实以中心城市为引领的城市群都市圈战略。

Empirical Study on Effects of Different Types of urbanization on Consumption Structure of Rural Residents in China

In the process of urbanization,there are problems of decline in rural population,shrinkage of rural area,and constant increase in the per-capita net income of rural residents. These problems have brought about new characteristics and changes to the consumption structure of rural residents. This paper divided the urbanization into population urbanization,industrial urbanization and land urbanization. Using the panel data of 31 provinces in 2004-2013,it established the dynamic panel model and analyzed the effects of different types of urbanization on the consumption structure of rural residents. Results indicated that population urbanization exerts a negative effect on development-oriented consumption expenditure of rural residents,while it exerts a positive effect on enjoyment consumption expenditure; the industrial urbanization exerts a negative effect on the consumption expenditure of rural residents,while it exerts a positive effect on clothing and transportation communication consumption of rural residents; land urbanization exerts a negative effect on medical care expenditure in enjoyment consumption of rural residents. In view of these problems,it came up with recommendations,including stimulating the development of rural consumer market,liberating the consumption potentiality of rural areas,making clear emphasis points of different types of urbanization,avoiding promoting the urbanization in a blind manner,and adjusting the development of different types of urbanization on the basis of the consumption demands of rural residents.

试图从土地和人口两个要素出发，深化关于城市土地集约利用的认识。基于对“人—地”关系研究中增速比较、协调度指数、异速生长模型等三种方法的评析，认为其研判二者协调关系所采用的“标准”在理论与实证层面存在缺陷，提出将“差异”分析置于研究的核心。采用面板数据(Panel Data)模型，以277个建制市1999-2012年的建成区面积和人口数据为基础，发现：2006年以后城市用地的人口增长弹性减弱，即城市更加集约了；然而受政府管理行为如对用地结构的安排等各种因素影响，相似规模的城市差异也很大。为进一步量化城市用地与人口规模增长的共性需求与个性差异，引入“残差分析”的思想，测度了比较视野下城市建成区土地集约利用的更新潜力，发现：珠三角、长三角和福建沿海城市、山东省地级城市的更新潜力较大，此外除了新增建设用地审批受限的特大城市，许多中小城市的建成区城市更新和存量规划也应当给予重视。

基于中国城市层面数据，运用空间计量模型检验城镇化对城市产业结构升级的影响路径和强度。研究结果表明，人口城镇化对城市产业结构升级有正向的促进作用，土地城镇化不利于城市产业结构升级；人口城镇化的城市储蓄总额路径对城市产业结构升级的影响强度最大，城市科技人员数量路径次之，环境约束路径不显著；土地城镇化的城市储蓄总额路径强度最大，且强度方向为负，城市科技人员数量路径次之，环境约束最小。EDA分析结果表明，中小城市城镇化同产业结构升级负相关；东部地区大城市和特大城市人口城镇化对产业结构升级的正向作用最大，其次是中部，西部最弱；土地城镇化对不同区域大城市和特大城市产业结构升级的促进作用均较弱。
