This year marks the 30 th anniversary of this symposium on the international situation and China’s foreign relations. Over the past three decades, the symposium has witnessed the changes in the international landscape and the extraordinary journey of Chinese diplomacy.

2023 will be remembered as a critical juncture in the third decade of the 21st *** changes have been witnessed in the international landscape,underpinned by the law of history that great powers rise and inevitably *** could be deemed a year of coup d'état for Africa,a year of conflict for Eastern Europe,a year of crisis for the Middle East,and a year of diplomacy for major *** around the globe are concerned about how the world and times will evolve as they pursue their security and *** a responsible major country,China has proposed its solutions for enhancing security,development,and civilizations *** applies an approach that removes barriers and increases connectivity,turns shocks into driving forces,accumulates experience from setbacks,and arouses confidence in today's unsettled *** promoting world peace and development,China also needs to pay close heed to the changes that are taking *** by identifying the crux of its problems and stopping the spread of risks can China ensure a dynamic equilibrium between security and development.

19世纪前半期，欧美列强在世界范围内扩张资本主义市场，对华发动两次鸦片战争，冲击传统的东亚封贡体制，另建近代不平等条约体系。特别是第二次鸦片战争，造成东亚国际格局进一步分化与演变。外压激活日本，倒幕维新运动兴起。明治政府推行富国强兵的近代化方针，脱亚入欧，挑战东亚封贡体制。日本奉《万国公法》为圭臬，另有所求地与清政府签订《中日修好条规》，出兵台湾，剑指琉球。通过签订《中日北京专约》，日本窃取对琉球的专属权，又阻断琉球进贡，最终动用武力吞并琉球、置县冲绳，东亚的国际格局骤然变化。明治政府倚重美国，对清政府实施欺诈外交，巩固占据琉球的既成事实，迈出打造殖民帝国的第一步。
