Literature review of the basic medical insurance of urban and rural integration

To set up the nation＇s covering medical insurance syslem and to the realization of the basic medical insurance of urban and rural integration, is the inevitable trend in the development of China＇s medical insurance reform, as well as it is also a key step. In recent years, the state promulgated a series of policies in promoting urban and rural medical insurance and many cities took the lead to reform form the medical insurance pattern with local characteristics. All of these are helpful for our country to realize the integration and providing valuable experience. The target of the article is to maintain the public cause of medical and health, to solve the problem of high cost of urban and rural residents to see a doctor. As well as to realize the objections of disease pro^ection, convenience, cure spends less.

＜正＞The suburbs are the area that exchanges material and energy directly with the compact constructed land in the city. In this paper, the quality of suburban green spaces’ influences on the overall arrangement and the ecological mechanism of urban green space system and the problems in the practice are studied. It is proposed to arrange the suburban green spaces emphatically according to the master plan, utilize and conserve it rationally, and involve it into the ecological construction of the whole city. The urban green space system planning of Akesu, Xinjiang is studied and analyzed to propose to form wider afforestation isolating forest belt around the cities encroached seriously by wind and sand in the northwest, and to plan systematically integrative urban afforestation system, and thus to form the green ecological space of integration of urban and rural areas.

经济建设和社会建设分属不同领域，要按照各自的发展规律办事。城镇化是社会建设的重要内容，但由于中国的城市建设一直以来都被纳入经济建设并按照经济规律实施，因此导致各种城市病的产生。当前中国的城市建设和城市化发展要按照社会建设的原则稳步实施，只有把推进城镇化纳入社会建设总体规划，并积极推进农民工市民化，才能真正破除城乡二元格局，实现城乡一体化。

从1949年初第一代党和国家领导集体提出“工农并举”到党的十九大提出乡村振兴，凸显了中国城乡关系现代化发展道路的科学性和价值性，体现了城乡关系“城乡协调—城乡统筹—城乡融合”三个阶段的全面空间正义的逻辑演进，为构建城乡一体化的体制机制和城乡现代化发展铺平了理论道路，也体现了在城乡关系现代化认识上的不断深化。进入21世纪，中国城乡融合的理论体系日趋成熟，其时代里程碑意义的三大标志分别为：一是实现了有利于城乡融合发展的“一体化分工”关系；二是坚持城乡分配融合的非中心主义；三是系统思维寓于城乡融合发展。其中，中国特色社会主义乡村振兴理论是当代马克思主义城乡理论集大成者，在理论继承的基础上提出了具有时代性和建设性的新思想，形成了中国特色社会主义城乡融合的理论体系，无疑将增强四个自信，不断强化马克思主义在城乡关系、经济发展以及共同富裕等领域的话语权，加速中国现代化进程。
