This paper proposes the countermeasures to strengthen the rural social managerial system and model innovation on issues concerning our agriculture,the countryside and the peasants during the social transformation,specifically on the issues such as lack of cooperation among the peasants,the meaningless rural social managerial system,the incapable peasant organization,that is,to build a managerial service network covering the whole countryside and vast peasantry by taking the rural party organizations as core,the peasant congress as platform,the cooperative economic organizations and the organizations to maintain the social order as skeleton and serving the people and coordinating the interests of all parties in rural areas as functions,by which to arouse the decentralized peasant organizations so as to deal with our rural social contradictions,provide support for bettering life level and solve difficult problems during rural development relying on peasants’ self-management and self-service.

The Effect of TRIZ on Research Institute Innovation

With a background in improving independent innovation capabilities and building a world-class petroleum research institute, scienti fic innovation is the essence and basis of an innovative framework for a research institute, as well as the inexhaustible driving force for sustainable development. By introducing the theory of inventive problem solving(TRIZ) and combining it with CAI(computer aided innovation) technology, the Research Institute of Petroleum Exploration and Development established an adaptive innovative system by making experiments and fanning out from a point to an area gradually. This article takes the example of the innovative practices of the Department of Petroleum Equipment in Research Institute of Petroleum Exploration and Development, and introduces a building method for the innovative system based on technical innovation, enterprise culture,organizational structure, scheme, and people. It also summarizes the experiences and effects of improving innovative system upon scienti fic practice which can provide important guidance and reference signi ficance for accelerating independent innovative capability.
