Towards a holistic user innovation policy

This paper aims to synthesize previous user innovation policy proposals into an adapted system of innovation framework,on which a future holistic user innovation policy for the household sector can be *** do this in three ***,we introduce the systems of innovation framework as a comprehensive basis for a holistic approach to innovation ***,we identify and review policy proposals made by user innovation researchers and categorize them according to ten key activities in the systems of innovation ***,from a system of innovation perspective,we synthesize the policy proposals identified into an adapted framework,including determinants specific to user innovation in the household *** synthesized proposals are intended to strengthen the systemic and multi-causal effects of policy on household sector user innovation in a country,region,or *** policies for user innovation may,on this basis,be instrumental in avoiding mono-causality,or the concentration on only a few policy instruments in a proposed policy.

1. Introduction In recent years, the need to face major global challenges has made it necessary to review strategies that address multifaceted contexts. Economic, societal, environnlental, and technological dimensions all act together as major drivers for change, and science and technology （S＆T） programs aimed at research and development （R＆D）-performing communities constitute an impor- tant asset in generating emerging and breakthrough solutions in the international transition toward the knowledge economy.

Transformative innovation policy:A Case-Study from China

Science,technology and innovation policy has been presented as developing through three"frames":innovation for growth;national systems of innovation;and transformative change(Schot and Steinmueller,2018).In this paper,we focus on the third frame by exploring the development of transformative innovation policy in *** specifically,we present a case analysis of the Beautiful China Initiative(BCI).Within this context,we analyse participating actors,activities,and modes of *** conclusion,we discuss three general challenges of transformative innovation policy at a national and international *** first challenge is coordination and interaction between governmental agencies and other actors with different responsibilities and ***,there is a major set of issues related to"development",which must encompass economic development but also societal and environmental ***,BCI fits with a broad understanding of the innovation process,including elements which are not directly commercial in *** this broader approach can be maintained as BCI develops from its still-early stage into full development will represent a significant *** in this paper,we consider the implications of our discussion for future research and practice,and offer three *** particular,we emphasise the importance of scholars’participation across the social sciences rather than leaving this multi-faceted area only to innovation researchers.

Usual recommendations concerning the principles of effective economic policy that were given by international experts, closely connected with the ＂Washington consensus＂ approach, for the transitive countries, especially to Ukraine, do not contain requirements of the active innovation technological policy, stressing importance the measures which provide efficiency of the existing production structure. This article discusses and criticizes such attitude as the strategic methodological platform. The theoretical backgrounds of the presented analysis lay in the Schumpeterian innovation theory of economic development and the Neo-Schumpeterian approaches concerning decisive value of structural and technological change for economic growth. It gives arguments for standpoint that a follow-up economic development can be successful if a country will be able to have expansion of new modem sectors and more innovative structure of production, as investments in the process of innovation must guarantee a permanent structural reform of the national economy on a new technological basis. One of the main means of realization should be the diversification of the organizational forms of the national economy, ensuring the cooperation of small, medium and large companies within the innovation ＂science-technology-production＂ cycle. Conclusion that in transitive countries and in Ukraine the contemporary innovation policy should provide effective mechanisms of investing into large-scale structural changes for the benefit of the sectors of the fifth and sixth technological paradigm.

Additive manufacturing(AM),a revolutionary production technique that will make many previously inconceivable innovations a reality,is transforming the manufacturing *** technologies behind AM have a generic character and possess immense and transformative potential that will be felt across different sectors of the *** paper studies how entrepreneurs can access,exploit,and diffuse this new disruptive knowledge,as well as the potential challenges that lie ***,we examine the magnitude of the knowledge pool created by the Top 10 countries in AM research from 2011 to 2016;specifically,we determine the leading countries,the pattern of organizational and international collaborations,leading disciplines contributing to AM,and the pattern in authors'*** find that the US is clearly the dominant country,while China witnessed a notable acceleration in AM research between 2014 and 2016;we also show that universities are the predominant actor in codified AM knowledge *** this information,we paint a vivid picture of the technological and market opportunities for entrepreneurs and identify the gaps in the current knowledge production environment;we find that the challenges currently faced by entrepreneurs could be overcome through academic entrepreneurship,collective entrepreneurship,and the actions of an entrepreneurial state.

本文构建了一个南北间的静态古诺模型来研究创新激励政策的有效性。研究结论表明，在一定劳动力资源禀赋结构和劳动力市场环境下，发展中国家的出口退税和创新补贴政策能有效激励创新产出，从而提高本国的企业利润、消费者剩余，增加社会福利。但从长远来看，国民教育水平和劳动者素质是决定国家创新产出的根本因素。我们对上述结论还进行了实证检验，发现在我国创新补贴是有效的创新激励措施，而创新补贴政策却不一定有效，其政策效果具有一定的不确定性。

设计服务业作为一种创意产业，不仅是现代服务业的重要组成部分，更是提升我国制造业竞争力水平，建设创新型国家的重要产业。本文对英国、芬兰、美国、日本、印度、韩国等29个国家及地区的设计服务业的政策目标内涵、政策主体构成与政策焦点布局三方面通过归纳总结、具体剖析，并与我国设计服务业的创新政策进行对比研究，从而提出政策目标的构建要注重经济、社会与教育的协同发展，政策焦点的布局要符合设计服务业的发展特征，政策实施要基于多主体联合治理的网络体系，以及政策制定应实现具体产业政策与水平政策的延伸相结合的政策借鉴与启示。
