Can industrial Structure Upgrading Restrain industrial Land Expansion?Evidence from China

China has made great achievements in industrial development and is transforming into a powerful manufacturing country.Meanwhile,the industrial land scale is also expanding.However,whether industrial structure upgrading achieves the purpose of restraining industrial land expansion remains unanswered.By calculating the industrial land structure index(ILSI)and industrial land expansion scale(ILES),this study analyzed their temporal and spatial distribution characteristics at both regional and city levels from 2007to 2020 in China.Results show that industrial land expansion presents a different trend in the four regions,the ILES in the eastern region is the largest,and the speed of industrial land expansion has declined since 2013,but it has gradually increased since 2016.The ILSI of the eastern and central regions is higher than that of the western and northeastern regions.Furthermore,a spatial Durbin model(SDM)has been established to estimate the spatial effect of industrial structure upgrading on industrial land expansion from 2007 to2020.Notably,industrial structure upgrading has not slowed industrial land expansion.The eastern and western regions require a greater amount of industrial land while upgrading the industrial structure.The improvement of the infrastructure level and international trade level has promoted industrial land expansion.

The interactions among industrial development,land use/cover change (LUCC), and environmentaleffects in Changshu in the eastern coastal China wereanalyzed using high-resolution Landsat TM data in 1990,1995, 2000, and 2006, socio-economic data and waterenvironmental quality monitoring data from researchinstitutes and governmental departments. Three phases ofindustrial development in Changshu were examined (i.e.,the three periods of 1990 to 1995, 1995 to 2000, and 2000to 2006). Besides industrial development and rapidurbanization, land use/cover in Changshu had changeddrastically from 1990 to 2006. This change was characterizedby major replacements of farmland by urban and ruralsettlements, artificial ponds, forested and constructed land.industrialization, urbanization, agricultural structureadjustment, and rural housing construction were themajor socio-economic driving forces of LUCC inChangshu. In addition, the annual value of ecosystemservices in Changshu decreased slightly during 1990-2000, but increased significantly during 2000-2006.Nevertheless, the local environmental quality in Changshu,especially in rural areas, has not yet been improvedsignificantly. Thus, this paper suggests an increasedattention to fully realize the role of land supply inadjustment of environment-friendly industrial structureand urban-rural spatial restructuring, and translating theland management and environmental protection policiesinto an optimized industrial distribution and land-use pattern.

Under the impact of modern life, the traditional culture of Taiwan’s indigenous tribes is not only affected, because the traditional life is not easy and employment is difficult, which also causes the outflow of tribal population. Therefore, after the establishment of the Taiwan Council of indigenous people (TCIP), tourism development has been listed as an important policy, and it wants to use tourism development to improve the lives of indigenous people and enhance the ability of tribal economic development. The purpose of this study is to analyze the advantages and disadvantages of TCIP in developing tribal hot spring demonstration areas in indigenous areas. This study adopts the method of case study to investigate by means of document analysis, field interview and observation. The results of SWOT analysis show that: 1) Advantages: the indigenous tribes are rich in natural resources and have unique cultural characteristics. 2) Weakness: when indigenous people invest in hot spring industry, they will face difficulties in obtaining development funds, lack of land use and hot spring management talents. 3) Opportunities: Because of the prevailing leisure culture in Taiwan, coupled with the relevant laws and policies and plans of the indigenous people, it is guaranteed that the indigenous people can participate in the development plan of the hot spring demonstration area. 4) Threats: The development of the existing hot springs in the indigenous villages and towns is mostly invested by the Han people, so it is difficult for the indigenous people to compete with them. Moreover, they lack the management ability and guidance to enter the competitive market of hot spring development.

Over the past forty years of reform and opening-up,China's industry has sustained rapid and sound development and generated impressive achievements.industrialization has entered the second half of its final stage.This experience of successful industrialization with Chinese characteristics constitutes an important component Chinese wisdom and Chinese approaches,and serves as a reference for other developing countries and countries in transition.The Chinese experience in industrial development during this period includes: progressively promoting industrial and economic system reform adapted to local circumstances; seizing the right moment to firmly integrate into the global system of labor division; pursuing the new path of industrialization featuring coordinated development of the "Five Pillars" in keeping up with the times; and developing an industrialization model with Chinese characteristics with concerted efforts of effective market and enabling government.

Hanyuan Prickly Ash is a type of GI products with very deep cultural essence.From such humanistic factors as name origin,historical origin,fame,cultivation technology,and management measure,and such natural factors as climatic environment and soil conditions,this paper analysis key factors for protection of GI product Hanyuan Prickly Ash.Then it discusses about industrial development of Hanyuan Prickly Ash from suitable planting areas and climate.It proposes that we should gradually raise safety and hygienic indexes,revise and implement local standards,strengthen popularization of harmless production technologies and quality control of product,promote "enterprise + base" industrial model,and implement government marketing of brand and industry.

This paper illustrates the current situation and problems concerning the industrial structure in Huazhong Agricultural High-tech industrial development Zone,and analyzes the internal contradictions that exist in industry: small-scale land operation has become an inherent obstacle to the industrial development in Agricultural High-tech Zone; farmers are always in a passive position in industrial restructuring optimization; government's policy failures and rent-seeking behaviors have hindered industrial development; the research,popularization and application of agricultural science and technology is not suited to industrial development requirements. Finally,this paper makes the corresponding recommendations for industrial development in Huazhong Agricultural High-tech industrial development Zone.

20世纪80年代以来，美国职业教育为提升质量、改善形象，采取了改变就业属性、构建贯通渠道、加强与劳动力市场的相关性等多项举措，但仍面临社会认可度低、经济回报相对有限、学生中断学业比例较高和企业参与积极性不高等诸多困难。这背后有经济、社会和教育三方面的原因。经济方面，去技能化的产业发展渊源和金融化的经济发展路径使得美国的产业对多数劳动者的知识技能要求不高，因而参与职业教育的积极性不足。社会方面，中等收入阶层萎缩、社会不平等加剧和阶级结构固化使得适合职业教育毕业生的工作岗位减少，职业教育的实际收益以及人们选择职业教育的意愿因而降低。教育方面，受制于基础教育的问题，高等职业教育的许多学生面临严重的学习困难，难以完成学业，在毕业后又背负起沉重的经济负担，进一步影响了职业教育的收益。三方面因素的相互作用共同带来了美国职业教育乃至社会变革的困境。
