As China’s urbanization enters a transitional period,diversified supply of public service facilities and the improvement of public service facilities from the level of social equity are important themes of urban planning.The core policies and concepts of the planning of public service facilities in Greater London under the framework of the statutory urban planning system were analyzed,and the characteristics were summarized to seek possible references.Greater London takes development planning as the core,and integrates the planning of public service facilities into economic growth,overall spatial development,community construction,and the improvement of residents’ welfare from the regional to the local level under the guidance of the national policy planning framework.Among them,providing diversified infrastructure and services,focusing on diverse population needs and equal choices of different social groups,ensuring the accessibility of facilities and services,and emphasizing barrier-free design are worthy of reference for urban planning in China.

Effect of mold rotation on inclusion distribution in bearing steel during electroslag remelting process

To remove the inclusions in the ingots by conventional electroslag remelting(ESR), the bearing steel was prepared using ESR process but with mold rotation in this study. Experimental results show a reduction in amount of large inclusions when the mold rotation rate is 6 r·min-1, and the inclusions are uniformly distributed in the ESR ingot. As comparison with the electroslag ingots of conventional ESR(stationary mold), the portion of the Al2O3 inclusions smaller than 1 μm in size increase from 38% to 41.4%, whereas that of the SiO2 inclusions increases from 48% to 74% in the ingots when mold rotation is applied. This phenomenon is caused by the decrease in metal droplet size, resulting in large contact area between the slag pool and metal droplets in ESR process with mold rotation. Moreover, the metal droplets have relatively long movement routes, leading to long metal contact time between the slag pool and metal droplets when a relative motion between the consumable electrodes and mold is present. However, when the mold rotation rate is increased to 45 r·min-1, inclusion removing effect decreases. An excessive rotation rate causes wild motion in the slag pool, which drives the molten metal droplets to move violently, and as a result, the slag is entrapped into the metal pool, decreasing the ability of slag absorbing inclusions.

Three dimensional velocity distribution and turbulence energy dissipation of the steel in tundish are calculated. Then, the mathematical model of collision removal and flotation removal is established. In this collision mode,the rate constants of all types of collision are concluded, the change rate of inclusion number density is obtained.The quantitative calculation shows that it is violent turbulence at the inlet area of tundish and that collision is the main removal type to those inclusions with radius from 0 to 25μm.The collision of inclusions has two effect: one is to decrease the number of small inclusions, the other is to increase the number of big inclusions.To calculate the removal of inclusions, both collision and flotation should be considered. At last, the result of industrial experiment proves the collisien model is true.

The drug is rapidly absorbed and pharmacologically acts within30 min to 1 h after oral administration. However, it has a relatively low absolute bioavailability of 41%because its limited solubility in water is the major problem (1)To improve the oral bioavailability of poorly water-soluble drugs.
