Within the international human rights circle,Abduliahi AhmedAn-Na’im is regarded as a representative of Southern voices."Under such a circumstance that the confrontation between the West and non-Western countries on human rights has become a routine reality,An-Na’im advocates a contingent universality of human rights or"contingent universality of human rights,"and insists that the universality of human rights be based on the cultural legitimacy of human *** he sees the internal dialogue of human rights in all non-Western countries,including Islamic ones,as a basic way to ensure the international human rights standards be accepted gradually,he also believes the cross-cultural dialogue among different societies can eventually lead to the reconstruction of the legitimacy of international human rights standards or even the standards ***-Na’im’s theory of moderate cultural relativism points a way to achieve universality of human rights for developing countries,but there are a few questions that need to be further addressed.

The liberation of women is the historical process in which women have striven for gender equality, freedom from oppression, confinement and discrimination, and are becoming the masters of the society and their own destinies. According to the diversity in history and the state, the process can be divided into a serial of correlated phases, with each phase focusing on different issues. Sexism order in China had remained stable in the traditional society for centuries through a set of institutions. Women had believed in a sexual order and the rules of propriety, which advocated that men were superior to women. After the People’s Republic of China was founded in 1949, women’s rights in politics, economy, society, and even family were recognized and secured by the Constitution and laws just as men’s during a short period. Women’s liberation in China has made a significant progress.

The reasons behind states＇ ratification of intemational human rights agreements have been the object of extensive investigations. However, it has also been proven that states＇ initial commitment to human rights treaties does not necessarily lead to improved human rights standards. Indeed, a systematic analysis of the annual reports and concluding observations of the committees overseeing compliance with the international human rights instruments shows that, often, states members fall under the scrutiny of the UN treaty based bodies for not abiding by the terms of the agreements. The author contends that, although ratification of human rights treaties is an important component of compliance with human rights, vague international human rights standards and a weak international enforcement system, create meaningless commitments, only enforceable by internationally aligned national legislation. This study proposes a systematic analysis of the UN human rights treaties committees＇ reports and concluding observations to understand what happens within the domestic legislation once states become members of international human rights agreements.

This article presents the research protocol of an interpretative phenomenological study that aims to understand the lived experiences of coercion and human rights-based practices in psychiatry from the perspectives of people living with mental health problems during involuntary hospitalization or *** qualitative study used an interpretative phenomenological analysis ***-depth,one-on-one interviews along with a socio-demographic questionnaire were conducted with approximately 10 *** analysis was followed by an iterative and hermeneutic emergence coding *** centering human rights-based practices on the lived experiences of people living with mental health problems who encountered coercion,this study highlighted the contributing and limiting factors to the recognition of human rights in nursing *** study also promoted the development of nursing knowledge and practices that can significantly contribute to an individual’s recovery process.

Countries in the world lack the ability to maintain internal independence and to cope with new external risks, sov ereign state relations based on respect for diversity are giving way to global solidarity. The concept of a community with a shared future for all mankind emphasizes relative independence along with the integration of human society and the joint liability of states. The basic principle is to recognize and respect diversity so as to maintain and enhance integration. In the discourse of a community with a shared future, we must look at human rights and the promotion and protection of human rights from a relational and symbiotic perspective. The concept of human rights is comprehensive, the universality of human rights does not mean the universality of human rights standards, and the global governance of human rights needs to strengthen both the internal c and external capacities and conditions of countries. In this regard, China’s experience is to form a task-oriented target governance model, enhance the enforceability and evaluability of the legal protection of human rights, substantiate and operationalize human rights principles and proposals at all levels through efforts such as establishing mechanisms and initiating forums, and continue to implement and enhance the external cooperation mechanism. The vulnerability, diversity, and scarcity of individuals and human societies are the roots of the problems of global peace and security, and a community with a shared future is also a community of rights, obligations and responsibilities. Therefore, the promotion and protection of human rights is not a burden to be distributed, but a responsibility to be shared, a collective responsibility based on shared values.

Base on the strategic bombardment to destroy willpower of Chinese Anti-Japanese war, in the Second World War, Japanese aircrafts were nondiscriminatorily bombing China’s cities, which committed crimes against humanity. Actually, the US army nondiscriminatorily bombed Hiroshima and Nagasaki and damaged the human rights too. The US army, however, speeded up Japanese surrender and protected more people’s rights to life. It is never forgotten that the painful game of protecting and damaging human rights between Japanese militarism and anti-fascist alliance.

This article briefly outlines how anti-terrorism struggles became linked and their relationship thereafter with human rights issues in international political life. With equal relevance and value to human development, anti-terrorism efforts and human rights protection are themselves not mutually exclusive or contradictory. Their conflict in everyday life has sometimes resulted from the fact that they are both manipulated in the service of certain political ends. What's more, there has never been p erfect human rights protection in the world so far, which often makes human rights problems an easy charge against almost every government. No anti-terrorist activities in either the US or Europe have been really constrained by the idea of human rights no matter how beautiful their rhetoric has been. Now both human rights and anti-terrorism have been made into a tool of diplomacy and international politics. With the war in Afghanistan over, the United States is enhancing its human rights diplomacy together with its anti-terrorism diplomacy. Truly efficient, comprehensive international cooperation on anti-terrorism is still far away.

To practice the constitutional provision that “The state respects and protects human rights”, we should clarify its connotation. The understanding of human rights is a natural requirement and the key. In domestic academia, human rights are considered natural rights and interpreted as “moral rights that everyone should enjoy as a human being”, hoping to provide theoretical support for the development of the system centered on the basic rights of citizens in *** it reveals the universal moral connotation of human rights, it does not cover the normative connotation of human rights as common international standards. Therefore, it is impossible to fully clarify the functional significance of the provision. It is conducive to scientifically clarifying the relationship between human rights and basic civil rights,better improving the institutional protection of human rights in China,and promoting the building of a community with a shared future for mankind to interpret human rights as common international standards that everyone should enjoy for human dignity based on the development of the international legal order under the Charter of the United Nations since the end of the World War Ⅱ.
