我国的新型公共文化空间建设走过了十年历程。图书馆文化馆总分馆制建设直接带动了新型公共文化空间建设。“十四五”以来各级党委政府出台一系列推动公共文化设施和服务提档升级的政策措施，是推动新型公共文化空间建设快速发展的直接动力。目前全国已建成新型公共文化空间33500多个，主要类型包括既有公共文化设施空间的创意性改造、新建“小而美”的新型公共文化空间、城市公共服务空间的综合利用、嵌入式公共文化空间、开放式公共文化空间、城市更新中腾退空间的改造利用、实体书店拓展公共文化服务空间。新型公共文化空间呈现出理念新、形态新、机制新、技术新和服务新的特点。新型公共文化空间的未来发展，需要进一步推进以新空间建设促进公共文化设施的布局优化；转变观念，扎实推进公共文化空间体系建设；坚持提升设施品质与强化服务功能并重；完善社会力量参与新型公共文化空间运营管理机制；推动新型公共文化空间服务融合发展，充实服务业态。

In the context of national governance,public finance is embedded into China’s economic,political,and social systems as a medium between various national subsystems.As such,fiscal sustainable development should be viewed from a systematic and integrated perspective.This paper created an analytical framework consisting of three aspects:fiscal resource adequacy,institutional soundness and effectiveness,and external shocks.Chinese government has a relatively healthy balance sheet with adequate fiscal resources;however,it is faced with implicit debt risks and inefficiencies.China has initially established a basic fiscal framework with Chinese characteristics that are compatible with national governance,but problems remain in terms of fiscal responsibility,lawfulness,efficiency,fairness,and compatibility.When dealing with external shocks,policymakers should establish a clear fiscal policy rationale and approach based on the implications of fiscal sustainability.Fiscal sustainable development requires the strengthening of government capabilities to assess management and operation;thus,expanding available fiscal resources.Fiscal reforms should be expedited in order to create a modern fiscal system.Furthermore,a fiscal policy system should be developed and optimized according to the principles of fiscal sustainability in order to withstand external shocks.

The paper discusses the effects of the digital economy on highquality urban development and its mechanism.Theoretically,the digital economy can empower high-quality development by boosting entrepreneurial vitality.Empirically,the paper measures the overall level of the digital economy and high-quality development of the 222 Chinese cities at and above the prefecture level during 2011-2016,depicts the entrepreneurial vitality of the cities with the microscopic data of the business registration information and makes quantitative analysis on this basis.The result shows:Digital economy has remarkably improved high-quality development and this conclusion still exists after the robustness test selecting historical data as the instrumental variables and the Broadband China pilot policy as the quasi experiment.The analysis of the mechanism of action indicates that encouraging public entrepreneurship is an important mechanism of the digital economy to release the dividend of highquality development.Finally,thanks to the threshold model and the spatial model,it is found that the positive effect of the digital economy has the characteristics of nonlinear increment and spatial spillover of the“marginal effects.”The research of the paper stimulates the reasons for high-quality development and the understanding of the effects,mechanisms and regional differences of high-quality development empowered by the digital economy.

Based on the general high-quality development requirements for railway construction in the new era,combined with the new concept of railway passenger stations of China State Railway Group Co.Ltd,namely"being well-connected,fully-integrated,environmeni-friendlypassenger-oriented,economically-efficient,culturally-rich,intelligent and convenient"and aiming at the construction of exemplary passenger station projects,this paper summarizes the construction experience in construction,decoration furnishing culture and art expression of railway passenger stations,proposes the working patterns of formulating the implementation plans of exemplary railway passenger station projects and the expert reviews in innovative way studies and forms 6 special-subject designs such as for colorshape,space,environment,art and culture,as wellas the specific design requirements for 13 key areas including waiting hall entrance and exit corridor;VIP room,etc.,and summarizes and puts forward the construction management system of railway passenger stations in the new era,so as to ensure the expected exemplary project quality of railway passenger stations.

Wuling Mountain Area of Hubei Province is a key tea-producing area in China,and the tea industry is its agricultural pillar industry.First,this paper introduces the tea industry in Wuling Mountain Area.Then,from traditional knowledge,biological genetic resources,new plant varieties,patents,geographical indications,trademarks,etc.,it studies the intellectual property resources of its tea industry.Next,it analyzes main problems of its intellectual property protection and inheritance,innovation and development.It also discusses the strategy of inheritance,innovation and high-quality development of the tea industry in this ethnic area in the context of the strategy of strengthening the country with intellectual property rights and the strategy of rural revitalization.Finally,it comes up with pertinent recommendations,including implementing the traditional tea production process and technical protection project,protecting the biological genetic resources of tea trees,cultivating new varieties of tea plants bred independently,creating high value patents,building regional public brands,and strengthening intellectual property protection.

It will be an important task to improve the ability to use and manage the blockchain and facilitate the development of China’s cyber and digital economy in a safe and benign way during the 14th Five-Year Plan period(2021–2025).The synchronous“shock reduction”of the top-level system is needed to escort the safe and benign development of blockchain as the driving force and potential energy of blockchain development is released at a high speed.As an important prerequisite for exploring the design ideas of the top-level system of blockchain,it is necessary to grasp the international and domestic development opportunity of blockchain and identify its internal and external security risks.During the 14th Five-Year Plan period,China should establish the legislative concept of the organic integration of legal governance and technological governance,establish an effective market competition mechanism driven by the coupling of incentives and regulations,and realize the management synergy between government plans and enterprise strategies.For the sake of promoting the safe and benign development of blockchain,it is the fundamental policy to accelerate blockchain technology development by developing key technologies,advancing the industrial innovation process and strengthening the construction of talent pool.Meanwhile,it is the safeguarding policy to strengthen the top-level system design of blockchain through advancing legislation timely,improving market mechanisms and optimizing governance system.

Using the methods of field survey and literature collection,this paper firstly introduces the intellectual property resources of the Wuling Mountain Area in Hubei Province from folk literature and arts,traditional knowledge,biological genetic resources,new plant varieties,patents,geographical indications,and trademarks.Then,it analyzes the main problems in the protection and inheritance,innovation and development of intellectual property rights(IPRs).In addition,it discusses the strategy of inheritance,innovation and high-quality development of this ethnic area in the context of the strategy of strengthening the country with intellectual property rights and the strategy of rural revitalization.Finally,it comes up with recommendations including carrying forward and inheriting folk literature and art,protecting traditional knowledge of traditional craftsmanship,inheriting and innovating to develop traditional Chinese medicine and ethnic medicine,improving the protection and use of geographical indications,and strengthening the IPR protection.

China’s high-quality Economic Growth in the Process of Carbon Neutrality

China has the largest energy system in the world,with fossil energy accounting for 84%.The carbon neutrality target calls for peaking carbon emissions by 2030 and achieving net zero carbon emissions by 2060.By then,the non-fossil energy will account for over 80%of China’s energy mix.Based on China’s national conditions,this paper makes scenario analysis of carbon peaking in 2030.The results of this paper indicate that the peak values of carbon emission in 2030 depends on both the development of clean energy and the growth of energy power demand.Therefore,the growth rate of the two should be balanced to control the peak carbon emission.high-quality economic growth in China in the context of carbon neutrality requires“double decoupling”,namely,decoupling GDP from the consumption of fossil energy and the growth of energy power demand as much as possible.To this end,this paper proposes a systematic solution considering both the demand and supply sides,with market-oriented measures that are workable for it.Ensuring the safe and stable supply of energy(power)is the basic principle of clean and low-carbon economic transformation,as well as a major challenge for energy system transformation.Therefore,it is necessary to develop a path for coal power decommissioning and low-carbon transformation in line with China’s national conditions.

The Guangdong-Hong Kong-Macao Greater Bay Area(the Greater Bay Area,the GBA)aims to facilitate in-depth cooperation among the Guangdong,Hong Kong,and Macao regions to create a worldclass bay area-based urban agglomeration.This endeavor seeks to guide China's economy toward high-quality development and comprehensive opening-up.This paper examines the challenges and obstacles faced by Guangdong,Hong Kong,and Macaoregardinggregionalcoordinated development,thus putting forward the following standpoints.It proposes enhancing infrastructure interconnectivity to establish the GBA 1-hour Express Traffic Circle,thereby driving the construction of a worldclass international shipping and logistics hub.Furthermore,the paper advocates for establishing an industrial collaborative development system in the GBA,jointly creatingapilot zoneeforindustrial transformation and upgrading,and further advancing market integration.Creating an international innovation corridor and innovation center for science and technology(S&T)industry is also essential.This initiative would center around critical sectors,improving S&T innovation chain,and building a talent cooperation demonstration zone.The paper also emphasizes the establishment of a transport and logistics hub for the Belt and Road Initiative,along with the joint development of a cultural,economic,and trade exchange platform under the“Belt and Road”framework.Leveraging the comparative advantages of the three regions,the paper underscores the importance of innovative collaboration models,fostering a mutually beneficial and complementary mechanism for synergistic development.These approaches aim to realize the integrated and innovative development of the GBA.
