Linking technological innovation with high-quality economic development is a complex process.So far,there has been little academic research on the mechanism and internal law of technological innovation related to highquality economic development.After streamlining the research context of technological innovation in the deductive development of economic growth theory,this paper summarizes and extracts the core connotation of high-quality economic development from the concept of high-quality development and at micro,meso and macro dimensions.The internal law of technological innovation promoting high-quality economic development is revealed from six aspects,including total factor productivity,supply of high-quality products and services,industrial structure upgrading,consumption structure upgrading,resources and environment,and promoting social equity.This paper then puts forward policy recommendations for technological innovation promoting high-quality economic development at micro,meso and macro dimensions.Microscopically,organizations including R&D enterprises,universities and research institutes should have their creativity enhanced;mesoscopically,the levels of industrial chain,value chain and regional technological innovation growth pole should be improved;and macroscopically,China should raise its overall technology competitiveness in the world for high-quality economic development driven by technological innovation.This paper proposes six issues on technological innovation related to high-quality development that deserve in-depth discussion,including identifying the standards and boundaries of innovation,capturing the orientation of technological innovation,and raising the rate of transforming technological innovation achievements,etc.

In this paper,we performed an empirical study on the TFP effect of structural transformation based on panel data of economic growth in 169 countries across the world.Our findings are threefold:First,structural transformation has an inverted U-shaped effect on TFP.When the degree of structural transformation is on the left side of the inflection point,structural transformation is conducive to softening industrial structure and inducing TFP;when the degree of structural transformation is on the right side of the inflection point,structural transformation will induce industrial hollowing out and inhibit TFP.Second,since the reform and opening up program was launched in 1978,China’s structural transformation has evolved from the stage of adaptation to the stage of strategic adjustment with an increasingly evident trend towards a service-based economy,but structural transformation remains on the left side of the inflection point of the inverted U-shaped curve,i.***.the TFP effect of structural transformation is positive.Third,TFP improvement lies at the heart of high-quality development.In pursuing high-quality development,China should lower growth rate expectations,attach greater importance to supply-side structural reforms,and accelerate structural transformation to promote TFP improvement.

Small and medium-sized enterprises(SMEs)are key contributors to technological innovation.As China's vanguard for self-reliance and strength in science and technology,specialized,sophisticated,distinctive and novel(SSDN)SMEs have grown into an important motivation for high-quality development,a key stabilizer for the new development paradigm,and a vital force for an innovation-driven China.In recent years,China has been ramping up support for SSDN SMEs,and raised the focus on their development to a new level.At present,some problems and obstacles are befalling the high-quality development of SSDN SMEs,such as imperfect innovation system and mechanism,weak basic research service capabilities,a digital divide in digital transformation,and insuficient vitality of collaboration among players in the innovation ecosystem.In the future,China should promote the high-quality development of SSDN SMEs from system and mechanism,basic input,business environment,and digital empowerment.Specifically,China should increase policy support to consolidate the institutional guarantee for innovative development,build more platforms to form a dynamic innovation ecology,enhance intellectual property protection to spur entrepreneurship,and ramp up upgrading and transformation for the quality and efficiency improvement of traditional enterprises.

Measurement and Evolution of high-quality development Level of Marine Fishery in China

high-quality development of marine fisheries provides an important advantage for China to build itself into a maritime power and implement the Blue Granary Plan effectively.Based on the concepts of‘new development’,‘food security’,and the six dimensions of‘openness,innovation,coordination,green,sharing,and security’,in this study,we established an evaluation index system for the high-quality development of China’s marine fishery sector.We applied the entropy method to evaluate the high-quality development level of China’s marine fishery sector from 2000 to 2016 and explored its spatial and temporal evolution rules.Our results indicated that:1)from 2000 to 2016,China’s marine fishery sector was in the primary stage of high-quality development;2)spatially,the highquality development of marine fisheries showed an upward trend in all provinces,autonomous regions,and municipalities in the country(not including Hong Kong,Macao and Taiwan of China),and with time,the distribution pattern changed from single to multi-polarization;3)temporally,the development level of high-quality marine fisheries fluctuated during the study period.From 2000 to 2010,the growth rate in openness was relatively slow,but after 2010,it increased rapidly.Notably,innovation is the driving force for high-quality development.The green and security factors provide a solid guarantee for high-quality development.In the high-quality development of a region,economic development is better coordinated,and the distribution of benefits is more inclusive.This study provides a theoretical basis to formulate effective marine fishery policies for the high-quality development of the marine fishery sector in China.Exploring the high-quality development and evolution process of marine fishery is conducive to promoting the sustainable development of marine fishery industry,ensuring marine fishery food security,and alleviating global food crisis.

The forest-based wellness industry,as a rapidly growing sector that integrates various business forms with extensive coverage and an extended industrial chain,is undergoing rapid development due to the increasing aging population and people's suboptimal health conditions.As a forerunner in developing the forest-based wellness industry,Sichuan province is known for its early development,proactive efforts,diverse models,and significant impact in this industry.It has achieved certain milestones in terms of top-level design,pilot demonstration,standardized guidance,and public awareness campaigns to promote the development of this industry.Therefore,this paper utilizes Sichuan as a case study to systematically summarize and analyze the key practices made by the province in promoting the rapid development of the industry by investigating the development trajectory of the forest-based wellness industry.Additionally,it examines the development trends of this industry from the perspectives of supply,demand,and consumption.Finally,this paper proposes several measures to facilitate the high-quality development of the forest-based wellness industry.These measures encompass nurturing specialized talent in forest-based wellness,enhancing market players'capabilities in this domain,conducting extensive research on technologies that promote this industry,actively seeking support from relevant policies,and promoting integrated development across diverse sectors.

To achieve high-quality economic development,it is imperative to prioritize the real economy and foster new factors for economic growth.Data,as a new factor of production,plays a pivotal role in facilitating the seamless integration between digital technology and the real economy.It possesses inherent attributes and techno-economic characteristics that enable the extraction of value across various processes,including production,transaction,consumption,and regulatory supervision.The integration with digital technology enhances the productivity and efficiency of the real economy by facilitating service sector digitalization,accelerating the growth of the new real economy,and supporting the virtual economy in its role of serving the real economy.At present,unleashing the value of data is hindered by inadequate fundamental systems for the data,a lack of activity in the transaction market,and the underutilization of the data as a factor of production by enterprises in the real economy.Therefore,it is advised that data be fully utilized to develop the real economy through the four-pronged approach of“enhancing support for the high-quality provision of the data,expediting the integration of the data into the real economy,promoting the high-quality development of the real economy,and enhancing public service and governance systems”.

Dynamic Evaluation and Analysis of Regional Innovation Capability in Eastern China from the Perspective of high-quality development

The economy of China has turned to the stage of high-quality development. In this sense,the connotation of regional innovation capacity should reflect more aspects, such as better economic effectiveness, people-centered philosophy of development and better living conditions. This study aims at establishing the evaluation index system of regional innovation capacity under high-quality perspective.Then the dynamic evaluation method based on gray correlation degree and TOPSIS is improved. And the improved method is applied to evaluate the regional innovation capacity under high-quality development perspective. The results show that: 1) The regional innovation capacity of Jiangsu, Zhejiang,Shanghai and Guangdong under high-quality development perspective is better than other regions,while the regional innovation capacity of Beijing-Tianjin-Hebei is imbalanced. Regional innovation capability of Fujian, Shandong, and Hainan from a high-quality perspective is at the middle and lower levels. 2) From the perspective of development trends, the gap of regional innovation capacity between Beijing, Jiangsu, Zhejiang, Shanghai, Guangdong and Fujian, Hebei, Shandong is gradually narrowing.3) An in-depth analysis of the regional innovation capability of the eastern provinces and cities from the perspective of high-quality development through different dimensions shows that Beijing, Guangdong, Jiangsu perform well in all dimensions, while Fujian and Hainan need to pay more attention to innovation input and the creation of a better innovation environment to enhance innovation output and promote innovation effectiveness. At last, based on above analysis, relevant policy recommendations are proposed.

Industry is the main industry of the real economy,the main body of scientific and technological innovation,and essential support for improving the quality and efficiency of the regional economy.In recent years,Guizhou’s industry has achieved efficiency,motivation,and change by relying on three strategic actions:big data,significant poverty alleviation,and big ecology,which has promoted the development of Guizhou’s s industrial economy.Guided by the ideas and concepts of high-quality development,this paper intends to construct the evaluation index system and evaluation model for the high-quality development of the industrial economy.This paper evaluates the high-quality development of the industrial economy in Guizhou Province from both vertical and horizontal aspects.Vertically,Guizhou in recent years in terms of big data,big ecology,and poverty alleviation strategy under the development trend is good;horizontally,among the four provinces and cities in southwestern China,Guizhou Province has the lowest average score in the past five years,and it is urgent to improve the talent policy and promote the upgrading of industrial structure.Finally,combined with relevant policies,countermeasures and suggestions are put forward for the shortboard of industrial development in Guizhou to promote the high-quality development of Guizhou’s industry.

During the "14^(th) Five-Year Plan" period, consolidating the achievements of poverty alleviation, promoting rural revitalization and the high-quality development of farmers' cooperatives will overlap at the same time in the spatial field of ethnic minority areas, and they have consistency in content and commonality in value. The high-quality development of farmers' cooperatives in ethnic minority areas is an important organizational way to realize the modernization of agricultural industry, and it is also the key to consolidating the achievements of poverty alleviation and promoting rural revitalization at this stage. Because there is a gap between ethnic minority areas and developed areas in key factors of production such as capital, market, labor and technology, the development of farmers' cooperatives in ethnic minority areas faces more difficulties. This paper takes the development status and outstanding problems of farmers' cooperatives in Guizhou Province as the research object, discusses the connotation and significance of the high-quality development of farmers' cooperatives, and puts forward some strategies and suggestions on the governance of hollowing cooperatives, the allocation of key production factors, and the improvement of the quality of cooperatives.
