The State Logic of Modernizing the governance system

The governance system is the institutional carrier and mechanism guaranteeing the operation of the *** Western governance dilemma and China’s governance practice show that state dominance is the intrinsic logic behind the modernization of the governance *** a worldwide issue,the core question in the logic of state modernization of the governance system is to develop governance rules,procedures and orders that effectively respond to and resolve the problems of the state-society *** other words,state logic is rooted in the historical process of the dynamic evolution of the building of the state-society relationship community,and looks toward practice in solving the issue of balanced national *** advocating a modern governance system led by state logic,China does not simply wish to continue the master page of its history and culture,but to hold fast to being guided by the issues and focusing on the transformation of the principal contradictions of Chinese society to bring about good governance that is oriented toward the people,in order to systematically respond to the major adjustments in national governance variables brought about by IT development and *** the current context in which governance solutions dominated by the logic of capital have difficulty coping with global problems of development,adhering to the logic of the state in modernizing the governance system not only helps us break away from “polycentric governance” and correctly ensures that the state plays an authoritative and leading role in the governance system while also providing an institutional framework and mechanism that achieves social justice,improves market efficiency and fosters social autonomy,thus forging a new type of civilization for national and global governance on a global scale.

As one of the top ten environmental problems to be solved in the world,marine plastic waste and microplastic pollution seriously affect the health of marine ecosystems and the sustainable development of Marine *** is necessary to promote the establishment of a scientific and systematic Marine plastic waste and microplastic pollution control system and take strong measures to fundamentally curb and reverse the trend of marine pollution intensification in *** paper first explains the practical significance of marine plastic waste and microplastic pollution control from three aspects:the sustainable development of the blue economy,the structural upgrading of the pan-plastic industry,and the improvement of public health ***,the particularity of marine plastic waste and microplastic pollution control system is summarized from three aspects of formation mechanism,migration path and damage ***,it identifies domestic and international governance strategies and action plans from the perspectives of mechanism,subject,object,and measures,summarizes existing problems in the existing marine plastic waste and microplastic pollution control system,and gives directions for future ***,some countermeasures and suggestions are put forward to accelerate the construction of China’s marine plastic waste and microplastic pollution control system,including the formation of a cross sectoral integrated land and sea control system,a full life cycle waste management process,a multi-participation model for marine ecological and environmental governance,and a global marine pollution prevention and control system.

A smart society is an advanced form of society following agricultural society,industrial society,and information society,with digital data processing system as its main ***,the governance of a smart society still faces many *** view of this problem,first,this research constructs a smart society governance modernization ***,the innovation mode of a society governance mechanism driven by digital technology is proposed,including the precise intellectual control of a digital twin,the intelligent ubiquitous sensing of the Internet of Things,the empowerment remodeling of a blockchain and the livelihood service of artificial ***,this study systematically explores the practice of smart society governance modernization from the aspects of basic information platform construction,evaluation system construction,application demonstration of epidemic prevention and control driven by big data,support of spatial intelligence and artificial intelligence technology for people’s livelihood,smart campus,public resources,and data governance application demonstration to provide theoretical guidance for promoting digital technology innovation in the process of the governance of a smart society.

Government interventions to manage and improve trade-offs in social and ecological systems are made through various policy *** conditions of the social ecological system(SES)are a function of the cumulatively implemented policy *** both policy instruments and social ecological system frameworks have played important roles in theoretical developments in resource management,they have largely been considered in isolation from each *** including policy instruments into the SES framework,the proposed conceptual model serves as a template to examine how governing takes place by deciphering:1)how the biophysical system has been understood in resource governance;2)how the social system has been set up in resource governance;and 3)how the trade-offbetween dynamic biophysical and social systems has been managed in the governance of *** model can assist identifying any absent,overlapping or contradictory policy instruments in the governance of an SES.

Evolution logic complementary needs and reform path of China’s marine ecological protection system

The issue of marine ecology is an institutional ***’s marine ecological protection system has gone through a process of development from scratch to existence and from less to ***,there are still many problems to be solved,such as whether a variety of complex systems can form a joint force of governance,and whether the rear system failures,deficiencies,and ***,this paper reviews the evolution logic of China’s marine ecological protection system,explores the complementary space of the existing system from the perspective of institutional complementarity,and analyzes the path of institutional reform of supplement,amendment,and coordination,to promote the effective transition of marine ecological protection system emphasizing quality over *** evolution of China’s marine ecological protection system can be divided into three stages:initial establishment,steady progression,and gradual transformation,showing a trend characterized by a changing governance mode from land-sea division to land-sea integration,a changing supervision mode from government only to multi-institution coordination,a changing safeguard mode from standard norms to the legal *** internal motivation of promoting the evolution of the marine ecological protection system is the link age between the long-overdue institutional derived demand and supply,and between institutional cost constraints and institutional income *** ecological protection is a complex and systematic project across regions and departments,and the link age between different ecological protection systems is *** on the theory of institutional complementarity,this study finds that China’s marine ecological protection system has great complementarity needs in three aspects:protection subject,protection means,and protection *** them,the problem of a single unitary protection subject is mainly caused by the lack of system,the low efficiency of protection means is main
