At a basic level, informal organizations differ from the formal institutions such as the UN and the 1MF in a number of key ways： membership structure; foundational or legitimizational character and level of bureaucracy. What are the implications of this phenomenon for global governance？ What does this shift from a hub club to a focal point network imply for innovation in modes of cooperation？ The author has participated in numerous such summits, in his capacity as Prime Minister of ltaly and President of the European Commission, and shares his first-hand thoughts.

The decade of the BRICS is leading to the reanalysis of global relations, encouraged by the simultaneous rise of emerging markets and decline of the eurozone PIIGS. But is the trajectory towards global reorder and/or disorder？ Development like capitalisms and regionalisms is increasingly diverse： heterogeneous transnational networks best approached through a global studies frame？ Together these factors impact the balance between developmental and fragile states in African as elsewhere. And there are debates about what is emerging： companies？ econo- mies？ states？ and/or societies？ Meanwhile, the ＂global＂ increasingly includes informal and illegal economies, especially TOC, including transnational Chinese mafias. Transnational governance continues to widen its scope to include airline and container alliances as well as a trio of commissions on drugs.

governance is a kind of holistic governance and the notion of governing holistically should be established. The holisticity of governance is reflected in the unity and coordination between value rationality and instrumental rationality, normative appeal and practical appeal as well as global governance and state governance. global and state governances are two strategic considerations in contemporary China. Actively participating in global governance and rationally promoting state governance is the rational choice of contemporary China, which plays a unique and significant role in realizing the social transformation and national rejuvenation and modernization of contemporary China. Deepening state governance with the help of global governance and promoting global governance with the support of state governance is the basic idea and dimension of understanding and grasping the interaction, coordination and overall planning between the two. The restrictions and effects of global governance on state governance are mainly reflected in such considerations as objects, mechanisms, concepts and interests of governance, and modernization of state governance system and improvement of governance capacity can promote and deepen global governance in a more effective way.

A remarkable change of the global system is occurring with the rise of civil society and China. The rise of civil society in the international arena and the role of civil society in global politics have received much scholarly attention in recent years. Civil society is playing a role in international development, which has an impact on China in global governance. The vigorous rise of China as a worldwide economic and political player is also a principal theme of present intellectual and political discussions. This paper discusses the rise of civil society in the world and its major contributions, both positive and negative, to world politics, and investigates the implications of the rise of civil society to China in global governance. This study will show that China is engaged actively in international affairs and is promoting good global governance and that China not only plays a constructive role in the international organizations of the United Nations and the World Trade Organization but also plays a part in dealing with some major international challenges. The study argues that the rise of civil society and the rise of China are two important movements in global governance and that these two trends not only serve to increase progressively the effectiveness of the global system, but also will play more important roles in global governance in the future.

global governance is often equated with international institutions such as the United Nations and the World Bank that were established after World War II to address problems transcending national borders. While these institutions incorporate norms of representative democracy that evolved in national societies, their legitimacy is often questioned on grounds of limited effectiveness and remoteness from the citizens they purportedly serve. The arguments of many democratic theorists that deliberation among ordinary citizens can legitimize policies that heed these views thus bear important implications for global governance. In this paper, the possibility and different ways that civil society enhancing public participation, transparency and accountability in global governance are addressed. The empirical focus will be on the world＇s first global deliberation--WWViews （world wide views on global warming） that was held in 38 countries with all inhabited continents in 2009. The social drivers that encourage innovation in global democratic governance are analysed, as the main successes and challenges of WWViews and sketch three scenarios of the future of deliberative global governance are based on the experiences and plans around global citizen participation. The authors argue that despite some challenges, such as ensuring high quality of deliberation in highly variant policy cultural contexts and building policy pathways conducive to political impact, the prospects of deliberation in helping solve global environmental and policy problems are high, and likely to see cumulative progress in the near future.

The human rights cause in the world still faces structural challenges and crises, the factor of which including scarcity of living material resources, global environmental crisis and global terrorism. However, the existing global governance model and governance pattern have made it difficult to deal effectively with the above structural challenges and crises facing the development of human rights in the world. Therefore, it’s necessary to advance and modernize global governance. In order to realize these ends, the Chinese government presents the ideal of a Community with a Shared Future for Human Beings as the modernization of global governance and the Belt and Road Initiative as the proper project for this process of modernization. It calls on all countries to work hand in hand and work together to build a community with a shared future for mankind so as to realize the modernization of global governance and hence the comprehensive development of human beings.
