It is a complicated issue to evaluate comprehensive effect of E-government which has multi-objectives. By far, there is no evaluation index system and method, which can be accepted by all the people. Furthermore, existing researches on this aspect have many defects. For example, they attach too much importance to evaluating economic and governmental interior effect, but make light of social and exterior effect. Besides, evaluation methods are mostly concentrated on qualitative analysis but neglect quantitative study. In this paper, an index system is put forward, and a new model for evaluating the comprehensive effect of E-government is built by fuzzy comprehensive evaluation method. The presented model is proved to be easily operated and can be used to evaluate comprehensive effect of E-government, which may be from different governments or from different periods of a single government.

为了改善建筑外窗带来的建筑能耗问题，人们开始注重研发新型节能玻璃产品，全钢化真空玻璃作为新生的节能玻璃产品，拥有良好的保温隔热性能，其内部真空状态消除了大部分热量对流和传导，而低辐射膜降低了辐射传热。本文以全钢化真空玻璃为研究对象，通过建立传热物理模型对其传热机理进行分析，得到了全钢化真空玻璃传热性能的关键影响因素。在此基础上，运用层次分析法确定评价因素指标权重，利用加权平均模型对五组方案进行模糊综合评价，并通过试验验证模糊综合评价模型的有效性。结果表明：第五组全钢化真空玻璃的传热性能最好，模糊综合评价模型与试验所得结果相一致，为全钢化真空玻璃传热性能方案的优选提供了可行性参考。

The Impact on the Environment and Economy Due to the Introduction of Electric Cars: Based on the fuzzy Synthetical evaluation Method

In this paper, we establish a model to analyze the influence of widespread use of electric vehicle on environment, society and economist based on fuzzy comprehensive evaluation method. We set the fuzzy objects are internal combustion engine vehicles, pure electric vehicles and hybrid electric vehicles. Considering the difference of environment, society and economics, we use of three different kinds to define the fuzzy evaluation factor sets. According to the data and calculating results, we finally obtain fuzzy synthetical evaluation matrix. Through comparing and analysis, we draw such conclusion that the widespread using of electric vehicle is benefit for both environment and economics, while has disadvantageous influence for some aspects on society. In Section 3, we establish a model to estimate the influence of widespread use of electric vehicles on energy saving. According to the proportion of coal resources in the whole energies, we use Linear Regression Model to forecast the development situation in the following several years. Contrasting energy consumptions of electric vehicles and internal combustion engine vehicles, we calculate the whole energies saved by widespread use of electric vehicles. In Section 4, we establish a multi-objective programming model to plan the number and type of power station. Considering the thermal power, hydropower, nuclear power and solar power as four ways, combined with the funds of setting up power station, running funds and the cost of dealing with the pollutants, we find the objective function and four constraints, and finally we reach optimal solution using lingo software.

Research on Market Risk Assessment of Dairy Farms: Taking 75 Dairy Farms in Heilongjiang Province as Examples

Based on the investigation and research on 75 dairy farms in Heilongjiang Province, evaluation index system of dairy farm market risk was set up, and dairy farm market risks were divided into pairing risk, price risk, production risk, contract risk and policy risk, five aspects of a total of 12 assessment indicators. The fuzzy comprehensive evaluation method was used to evaluate the market risk. The evaluation results showed that the market risk of dairy farms in Heilongjiang Province was at low risk; however, the policy risk was high. Finally, according to the results of the assessment, the suggestions was made as the followings： the government should expand the scope of policy insurance for dairy farming, vigorously promote the development of cooperative organizations and intermediary organizations in dairy farms by purchasing services through government, increase their functional roles and establish strict supervision mechanisms, including the establishment of official advice hotline and consultation channel online and improving third-party testing mechanism; government and the department of management industry would improve their abilities of management and do a good job of training and guiding.

Study on Farmers' Satisfaction with the Supply of Public Goods for Disaster Reduction in Agriculture——Based on the Survey Data of Farmers in Two Counties and One District of Hubei Province

According to actual features of public goods for disaster reduction in agriculture,an evaluation indicator system of farmers' satisfaction with the supply of public goods for disaster reduction in agriculture composed of five first-grade indicators containing 18 second-grade indicators was established firstly,and then a fuzzy comprehensive evaluation model of farmers' satisfaction was set up. Finally,farmers' satisfaction with the supply of public goods for disaster reduction in agriculture in two counties and one district of Hubei Province was evaluated by the model. The results show that farmers are satisfied with the supply of public goods for disaster reduction in agriculture on the whole,but farmers' satisfaction with openness about funds for disaster reduction,supply structure of public goods,work attitude and work efficiency is at a general level. Some suggestions about the four aspects were proposed,such as improving supervisory mechanisms to increase funding transparency,making information channels unblocked to improve the supply efficiency of public goods for disaster reduction,and improving the quality of government workers to increase their work efficiency.

Smart Growth Policies:An evaluation of Programs and Outcomes

The principles of smart growth is transferred into seven quantified indicators,which reflact traffic,economy and *** method is used to determine the weight of seven indicators in urban development. Establish membership functions according to the ideal state of the ten principles and fuzzy comprehensive evaluation on the quality of smart *** quantitatively analyze Frederick’s and Newcastle’s current situation,the indicators figured out that the smart growth success rates for the two cities were 73% and 71%.

This paper puts forward a two-step method to evaluate global distributed logistics system. The first step is comprehensive evaluation, and the second one is to evaluate the significant enterprises respectively in supply, production, distribution, and recycling system. Besides, this paper also puts forward a whole set of indexes in global logistics system evaluation, which would supply a gap in this domain and offer references for the construction of globalization-oriented distributed logistics system.

Dust explosion is an important type of accidents in the production of industrial *** conditions for production safety of dust explosion enterprises are generally weak,with the potential of dust explosions,posing a great threat to safety production in the *** on the main contents of potential safety hazard checking and controlling of dust explosion in the industrial enterprise,using security checklist analysis,10 check indexes were selected from the three aspects of planning design,basic management and on-site safety,thus the index hierarchical structure of dust explosion of industrial enterprises was set *** addition,the comprehensive evaluation model is established by the fuzzy mathematics theory and G1 ***,take a wooden furniture manufacturer in Beijing suburbs as an example to verify the model application,and results show that the model can reflect the risk situation of the safe production of the *** is helpful to regulate the safe behavior of dust explosion enterprises,meanwhile provide a new idea for the risk management of the industrial enterprises involving the dust explosion and the safety supervision of the government departments.
