Expansive fiscal policies and Supply-Demand Imbalance： A Chicken and Egg Problem？

It is generally accepted that governments favor expansive fiscal policies to address an economic scenario in which supply exceeds demand. In other words, economic imbalance is regarded as the cause of the problem and fiscal expansion as the result. However, this paper posits that China＇s expansive fiscal policies may also be a major cause of its economic imbalance, and that fiscal expansion and economic imbalance create cumulative causation. Specifically, China＇s tax system, characterized by a regressive commodity tax, intensifies constraints on domestic consumption while distributing a large proportion of national income to government and enterprises; supply-demand imbalance prompts the government to expand fiscal expenditures and increase taxes, which further exacerbates this imbalance. Thus, even as the country faces a macroeconomic imbalance, the strong measures it adopts in response may stimulate economic growth in the short term, but in the long term, they may do exactly the opposite and create the next economic crisis.

为切实理解财政政策与货币政策协调搭配在拉动地区经济发展中扮演的角色，笔者选择南方沿海省份X进行实地调研，发现：第一，X省份在减税降费、提高专项债比重、践行“补改投”实践、深化事权与支出责任改革、支持“稳就业”方面取得了积极的财政政策效果；第二，X省份在总量型货币政策与信贷政策扩张、加强结构性货币政策工具投入方面取得了良好的货币政策效果。同时，笔者发现两大政策执行面临的困难与挑战：一是X省份财政政策执行面临着减税降费获益不平衡、资金流向不明确，一般债发行规模有限、专项债支撑作用不足，地区财力不平衡，“财政贴息”操作难度大等问题；二是X省份货币政策执行面临着有效信贷需求不足、结构性货币政策工具审批流程繁杂等障碍；三是两大政策协调搭配方面存在着政策性开发性金融工具与专项债、银行贷款之间的替代效应不明晰，财政、产业和金融发展规划间缺乏有效协调的挑战。基于调研结果，笔者分别从优化财政政策执行、优化货币政策执行、促进两大政策协调搭配三个层面提出针对性方案。

Coping with the effects of population ageing on public finances in the European Union and China

The population age structure is changing fast both in the European welfare states and in China,as fertility remains low and longevity continues to *** pressure on public pensions,health care and long-term care expenditures is receiving increased *** public finances in the Euro area call for pension reforms,especially for raising the retirement *** the challenges are qualitatively similar in the EU and China,the quantitative picture is different:GDP per capita in China is about 30%of that in the more advanced states of the EU,and the ageingrelated public expenditures as a percentage of GDP is currently one quarter of this ratio in the EU.A particular factor in China is migration of workers to the cities and factories from rural *** a harmonious society,their rights to social security,including pensions and their children’s access to education,require modernisation of government *** retirement age in practically all EU countries and in China is currently low,lagging behind the increase in *** the ratio of participating in working life to the average years of retirement is a key to moderating the pressures on public finances.

生态创新是促进经济与环境协调发展的驱动力。已有文献对生态创新内涵的界定并不统一，但对生态创新对于绿色发展、循环发展、低碳发展的促进作用却是一致认可的。生态创新具有双重外部性：环境保护的正外部性和知识溢出的正外部性。这使得经济主体缺乏主动生态创新的动力，所以政府监管的推拉效应和制度政策的激励效应对生态创新十分重要，财政政策更是激发生态创新的重要手段。既往研究在研究尺度上更加偏重企业生态创新，相对缺乏对区域生态创新的全面研究；在研究对象上更加偏重单项财政政策，相对缺乏对政策间替代性或互补性关系的深入探讨；在研究方法上则更加偏重定性分析，相对缺乏对定量手段的优化应用。未来研究可将重点放在区域生态创新领域，注重财政政策的组合以及生态创新在区域间的协同，构建促进生态创新的财政政策体系，既在学术研究中寻求突破，又在绿色发展实践中提供支撑。
