What Drives Chinese Firms'export sophistication?A Perspective from the Rise of Minimum Wages

This paper re-examines the driving factors behind the upgrading of China s export sophistication.Based on county-level minimum wages and firm-level export data for 2000-2013,this paper finds that the labor cost shocks caused by rising minimum wages have a significant positive impact on Chinese firms'export sophistication.Channel tests show that the positive effect of rising minimum wages on firms'export sophistication derives from the exit of less sophisticated products and the reallocation of the relative share of surviving products,rather than introducing new highly sophisticated products.Heterogeneity analysis reveals that rising minimum wages have a greater impact on export sophistication for low-wage firms,domestic firms,and labor-intensive firms.This paper has implications for developing countries regarding the transition from a low-cost labor trade model to a sophistication-driven trade model.

＜正＞China’s export structure has upgraded rapidly.While some believe that this upgrading is due to foreign direct investment and processing trade,the issue has not been adequately studied.In this paper,we investigate this issue by examining variations in export sophistication across Chinese manufacturing industries.Our results show that export sophistication is positively associated with output share of wholly foreign owned enterprises,but not with that of foreign joint ventures;it is positively associated with processing exports by foreign firms,but is negatively associated with processing exports by indigenous Chinese firms.Evidence from relative export prices of Chinese goods,which measure within-product sophistication, shows a similar pattern.

What’s So Special about China’s exports? A Comment

Dani Rodrik argues that China＇s exports are unusually sophisticated for a country at its income level He also claims that China＇s export sophistication reflects the government＇s successful industrial policy and has been instrumental in the recent acceleration of its economic growth. Although Rodrik＇s interpretation of China＇s economic growth is broadly correct, the accuracy of his empirical analysis is questionable. This note identifies several problems regarding the ＂export sophistication＂ index used in his empirical work and casts doubt on his analysis.

Does Outward Foreign Direct Investment Facilitate China’s export Upgrading?

This paper empirically investigates the impact of China’s outward foreign direct investment(OFDI)on its export sophistication.Using a provincial-level panel dataset and applying fixed effects and instrumental variable regression techniques,the study finds that,on average,OFDI has no significant impact on China s export sophistication.However,after the full sample is divided into different regions,the study finds that OFDI has a positive and significant impact on export sophistication in the developed coastal region,but no such impact is observed in the less developed inland regions.Further investigation using a panel threshold model reveals that only when GDP,per capita GDP,human capital,and the research and development intensity of a home economy reach a certain level can OFDI promote export sophistication.The findings suggest that accelerating economic development and increasing absorptive capacity can facilitate the contribution of OFDI to China’s export sophistication.

数字服务是制造业生产过程中重要的高端中间服务投入。跨境数据流动限制性政策作为数字服务贸易壁垒的重要表现形式，其与数字服务有效投入的结构性矛盾是影响制造业出口升级的重要因素。基于ECIPE-DTE和WIOD-WIOTs数据库分别测算42个经济体的跨境数据流动限制指数和17个制造业的数字服务投入水平，据此展开跨境数据流动限制对制造业出口技术复杂度影响的经验分析。基准回归结果表明，跨境数据流动限制对制造业出口技术复杂度存在显著的负向影响，在数字服务投入越高的行业负向作用越强。该结论在进行一系列稳健性检验后依然成立。异质性分析发现，跨境数据流动限制对制造业出口技术复杂度的负向作用具有政策措施类型、行业类型和国家数据监管模式的显著差异。机制检验显示，网络环境效应、贸易成本效应、配置效应以及技术效应是跨境数据流动限制负向影响制造业出口技术复杂度的重要渠道。研究结论为我国有效制定数字服务贸易开放政策、赋能制造业数字服务化发展进而实现出口升级，提供了经验证据及政策参考。

研究目标：测度和比较中国与美国制造业发展质量。研究方法：从生产制造环节的生产效率、出口贸易环节的价值获取能力与技术含量三个角度进行了测算。研究发现：2000～2014年中国制造业总体TFP增长率高于美国，存在追赶效应，但金融危机后TFP增长率下降形势严峻，追赶效应衰弱；中国TFP仍与美国存在较大差距，且金融危机后差距有拉大趋势，2014年制造业总体是美国的39.89%，高技术产业仅为美国的37.6%；中国制造业GVC经济地位指数呈先下降后上升，但始终低于美国；随着行业技术密集度提高，美国经济地位指数上升，而中国呈下降趋势，中国高技术产业价值增值能力与美国的差距大于制造业总体；增加值出口视角下中国制造业技术复杂度整体呈上升趋势，但始终低于美国、德国和日本；中国高技术产业的出口技术复杂度高于德国和日本，但低于美国。研究创新：从生产制造和出口贸易两个环节，首次采用全要素生产率、全球价值链经济地位与增加值视角下的技术复杂度测度制造业发展质量。研究价值：为实施制造业强国战略提供精准政策依据，为认识中美贸易摩擦提供关键线索。
