This paper uses the data of heavy polluting companies listed in China from 2014 to 2018 to test the relationship between environmental uncertainty and corporate debt financing capability, and examines the impacts of environmental responsibility on the relationship between them. The results show that there is a significant negative correlation between environmental uncertainty and corporate debt financing capacity, and the negative impact is the strongest among enterprises with weak debt financing capacity. In addition, environmental responsibility positively regulates the relationship between environmental uncertainty and corporate debt financing capacity, while environmental responsibility has threshold effect on the relationship between environmental uncertainty and corporate debt financing ability.

Corporate social responsibility and its sustainable development based on elimination of outdated industrial capacity——A case study of Hebei Town,Beijing

Corporate social responsibility includes economic responsibility,environmental responsibility and comprehensive responsibility.Economic responsibility is the foundation and premise of the other two.environmental responsibility and comprehensive responsibility are built on economic responsibility.At the same time,these three responsibilities are inherently related because a business or enterprise should perform them simultaneously.This principle also applies to the elimination of outdated industrial capacity.Through investigation and research of the present situation,as well as the process and result of the elimination of outdated industrial capacity in Hebei Town,Fangshan District,Beijing,this paper analyzes the existing problem,determining thereby that the local government puts more emphasis on environmental responsibility than economic responsibility and private enterprises take more environmental responsibility than state-owned enterprises.Consequently,this paper proposes that the government and enterprises should abide by the rule of enterprises’social responsibility in the elimination of outdated industrial capacity,so as to achieve sustainable development in society.

The case for mandatory inclusion of ethics within the zoological sciences curriculum

Traditionally,undergraduate science curricula include little or no“ethics,”either as theory or practice.However,zoologists are currently enjoying considerable media exposure:some of it positive(as in conservation practice),but more often negative(pertaining to issues such as the use of animals for testing of drugs,and genetic engineering).More than ever before,zoologists are being asked to make value judgments,and many of these involve moral assessment;if we accept that zoologists(along with other scientists)are professionals,then we must accept that they are responsible for any decisions they make,and it then follows that they are accountable,which can have serious ramifications in cases of malpractice.Ethics involves the application of morality in a professional setting.In light of this,teaching ethics is mandatory in degree programs such as engineering and medicine.This paper contends that a key output of zoological education is the undergraduate who is cognizant of the ethical framework and constructs within which he/she must function.The paper concludes with comment on the nature and style of delivery of ethics education.

环境问题是影响我国生态经济健康发展的关键，而积极释放环境履责信号来推动绿色技术创新发展则是企业应对经济高质量发展的必然途径，特别是在互联网传媒带来的网络舆论效应凸现的当下，媒介公众的外部舆论压力已成为企业开展绿色创新活动的新驱动力。基于此，本文尝试从环境责任视角，探究公众、媒介外部舆论压力对企业绿色技术创新能力的内在作用机制，引入环保投资作为调节变量，构建相应理论模型，并以2012-2018年重污染上市公司数据为样本，运用固定效应模型开展了实证研究。结果表明：公众关注对企业绿色技术创新具有显著正向影响；媒介关注与企业绿色技术创新间存在“倒U型”关系；公众关注与媒介关注间存在显著的交互作用，且在提高企业绿色技术创新方面存在替代效应；环境责任在媒介关注与企业绿色技术创新的非线性关系中具有完全中介作用；环保投资强化了媒介关注与企业绿色技术创新间的非线性关系，但削弱了公众关注对企业绿色技术创新的影响。

中国碳生产率减排目标分配机制研究

全球化和区域经济一体化已经引起产业分工的深度和广度不断扩大，跨地区的中间产品贸易发展迅速，产品的生产和消费环节在地理位置上分离，因此生产和消费相关的碳排放可以根据产品贸易进行转移，这就意味着不同碳排放责任下的核算，以及基于此制定的省级减排目标（如碳强度和碳生产率目标）的分配将对各省产生不同成本效益和环境责任。本文采用投入产出方法，建立多区域间投入产出模型，分析我国国内贸易和国际贸易中的隐含碳，并与目标优化方法相结合，估计各省在不同环境责任下的减排成本和减排目标调整。结果表明，消费者责任核算能够兼顾效率和公平，将欠发达地区的生产排放责任适当的分配到最终消费的较发达的消费地区，有利于减少区域间碳泄漏，提高欠发达地区的经济竞争力。碳生产率目标强调在能源效率方面重新规划减排目标，并进一步改善欠发达地区的能源效率。政策制定者可以根据能源效率和单位减排成本来分配和增加投资，并随之提高减排效率。最后根据结论提出政策建议。

实施EPR制度是加快我国生态文明建设和资源循环利用的内在要求。基于斯坦伯格博弈方法，探究“征—减—补”EPR制度对供应链双环境责任（产品生态设计责任和回收再利用责任）行为的影响机理。研究结果表明：EPR制度的影响范围在闭环系统下影响更大，“征—减—补”同时影响生产端和回收端决策。EPR制度“征”负面影响企业双环境责任行为，而“减—补”正面影响。当应用于“闭环—再生设计”情境时，EPR制度具有最优的双环境责任引导效应。为此，政府应动态配置EPR制度要素，强化企业环境责任履行的激励约束，并在产业和供应链层面多环节营造有利于企业履行环境责任的市场环境，引导企业加强再生资源产业科技创新。研究可为我国政府完善EPR制度提供新思路，有利于营造企业履行环境责任的市场环境。
