compensation, given by the authority of factories and industries for environmental pollution or damages which is collected in order to take economic responsibility for natural resources, is the most important factor for the expenses for environmental protection in the regularization of ecological equilibrium, The deposition system of compensation for emission of pollutants, thrown out "by-production" waste, and storage of polluted materials should not only be the compensation for environmental damage for time being, but also should be the source of fund for the regularization of the compensation process. Therefore, compensations to the public fund should be adequate and on the other hand the society should have to know that the compensation given by the industrialists and factory owners is enough for the recovery of the damages of the ecosystem. The public fund should be used following multidisciplinary and complex economic and environmental research and analysis. Complex analysis is the continuation of the research toward the next research and analysis that should count present environmental situation of Ukraine. So, this fund can be used for ecological and economical estimations for selected projects.
