The spatial spillover of air pollution in Beijing-Tianjin-Hebei region makes the territorial governance model inefficient.At the same time,it is facing the contradiction between environmental governance and economic development.So far,there is still no regional long-term mechanism for coordinated governance of air pollution.ecological compensation theory is becoming an effective guiding theory to coordinate economic and environmental benefits.There is relatively little research on ecological compensation mechanism in the coordinated control of regional air pollution.ecological compensation mechanism is an effective tool to promote air pollution control.At the same time,regional cooperation can realize the efficient control of air pollution.Scientifically constructing the cross regional cooperative control model of Beijing,Tianjin and Hebei is a favorable way to implement comprehensive control of air pollution.This paper discusses the necessity of ecological compensation mechanism for regional coordinated control of air pollution.Referring to practical experience of provinces and cities that have implemented the ecological compensation mechanism for air pollution control,and the effective way to distribute the compensation amount,compensation subject and compensation standard determination method that can be implemented in Beijing-Tianjin-Hebei region are analyzed,further proposing an effective way to establish an ecological compensation mechanism for regional air pollution collaborative control according to its reality.

It is crucial to establish a reasonable ecological compensation mechanism for the Yellow River Basin.This study uses a calculating model to estimate the value of the total cost of ecological protection in the upstream.On this basis,an apportion model is used to reach the ecological compensation standard value of each province in the midstream and downstream.The results provide a scientific reference for the ecological compensation standards in the Yellow River Basin.

In view of no generally accepted ecological compensation standards and methods at present,this paper discusses the introduction of the negotiation system to the process of ecological compensation for water source areas.That is,the government in water source areas and the downstream regions of river basins should confirm their respective rights and obligations and then establish their compensation standards through negotiations according to the different purposes of water use.The amount of compensation should be determined in the comprehensive consideration of the quality,quantity and compensation price of water.Through open and fair negotiations,an institutional arrangement will be set up,which can make the water source areas and the downstream regions of river basins fully express their true preferences and their independent choices on the ecological environment.

Understanding the connotation and principles of ecological compensation in water source reserve areas is the basis and guarantee for establishing and improving the ecological compensation mechanism of water source reserve areas.First,this paper reviews the three stages of ecological compensation research progress.Based on the review,using the theory of externality,the ecological environment system of water source reserve areas is then analyzed.This paper argues that the connotation of ecological compensation in water source reserve areas is a kind of institutional arrangement,which is designed to internalize externalities.Finally,based on the understanding of the connotation of ecological compensation in water source reserve areas,five principles for establishing and improving the ecological compensation mechanism are proposed,including the principle of fairness and justice,the principle of equivalence of equality and responsibility,the principle of flexibility and effectiveness,the principle of "earmark funds,and implementation by law," and the principle of government compensation supplemented with market compensation.

ecological compensation plays an important role in implementing the social responsibility of infrastructure mega-projects. Based on the results of a field study, an in-depth interview, and archive data, this paper introduces the ecological compensation for Sousa chinensis(the Indo-Pacific humpbacked dolphin) during the construction of the Hong Kong-Zhuhai-Macao Bridge. It studies the concrete measures, decision-making processes,and organizational collaboration of the ecological compensation, using the method of a case study. The present study not only enriches our understanding of the ecological compensation practice during the construction of infrastructure mega-projects, but also extends the literature on the social responsibility of infrastructure mega-projects.This sheds light on the protection of the environment as well as biodiversity in the construction of future infrastructure mega-projects.

Suggestions on Forest ecological compensation—Taking Mudanjiang City as an Example

The forest ecological compensation is an important factor to balance the interests of different areas for sustainable development and environment protection. Mudanjiang City in Heilongjiang Province of China is rich of forest resources. The forestry coverage rate reached 62.3% in 2014, after forestry conservation program from 2002. The authors explored the factors impacted on forest ecological compensation in Mudanjiang City, which was a demonstration as a case study, through experts＇ evaluation scores and AHP methodology to analyze the forest ecological compensation factors and lay the foundation for the establishment of ecological compensation mechanism. At the same time, we provided an example to explore the effective way and speed up the establishment of ecological compensation mechanism. The study found that the main factors that determined forest ecological compensation in Mudanjiang City were ecology and natural resources. Based on the analyses, some suggestions were put forward to promote the mechanism in a sustainable way.

Family farm is a new type of agricultural operation,and the research on ecological compensation for its production behavior is conducive to consolidating the basic position of agriculture and protecting agricultural resources and environment.By summarizing and drawing lessons from the domestic research results in related fields,the family farm is selected as the object,and the opportunity cost method is used to analyze the setting of the ecological compensation standard of the family farm.The basic framework of ecological compensation mechanism of family farm is constructed from three aspects:ecological compensation responsibility determination mechanism;compensation object establishment mechanism;compensation standard determination and mode selection mechanism.The operation mechanism of ecological compensation of family farm is analyzed from three aspects:farmer;farm production;resources and environment.The results show that the family farms'pursuit of agricultural products and ecological services is the response mechanism of ecological compensation for their production behavior.On the basis of this,this paper puts forward some measures and suggestions to ensure the ecological compensation mechanism of family farms from three aspects:perfecting the land use system;widening the compensation channels;constructing the green GDP accounting.

It is pointed out that it is necessary to speed up the reform of ecological civilization system, promote green development and build a strategic plan for China. ecological compensation is a management measure that regulates the balanced development of economy and ecological environment, and fiscal policy is an important means in ecological compensation. Based on the fiscal and taxation policies of ecological compensation, this paper draws on the current situation and existing problems of current ecological compensation machine in China from three aspects: fiscal expenditure, tax policy and charging policy, based on various theories of ecological compensation taxation policy at home and abroad. In the end, it makes relevant policy recommendations.

The Shitoukoumen Reservoir is one of main drinking water source areas in Changchun City,and there is a contradiction between the protection and the economic development of water source areas. In this paper,the primary and secondary reserves in drinking water source area of the Shitoukoumen Reservoir are taken as research objects. Based on the theory of ecological compensation,the ecological compensation standard is accounted and determined from different perspectives,and the suggestion of the phased ecological compensation in water source areas is proposed.
