The Role of Blockchain in e-governance and Decision-Making in Project and Program Management

This paper discusses the impact of e-governance powered by blockchain in the project and program management industry. With the rise in technological innovations, many countries have turned to e-governance for efficiency in service delivery, transparency, and decision-making. e-governance backed by blockchain technology entails improving the public services provision by implementing structures of information and communication technologies. There are many challenges with the traditional project management approach that causes organizations and its stakeholders’ cost and time. Thus, the introduction of blockchain has given many organizations a new approach to adopt in order to eliminate the challenges associated with the typical project management approach. In spite of the cutting-edge technology of blockchain and its broad applications in program management and e-governance, there are still many challenges that restrain its adoption on a broader scale. The research discusses the challenges of the blockchain deployment in the program management field and e-governance in private and government sectors and it highlights the efforts put by both sectors to make use of the technology. Also, the research covers the opportunities and the advantages of a blockchain adoption in various segments. The paper uses various case studies in the UAe, in both private and government sectors, and a qualitative research approach was implemented. The case studies were on government entities such as Smart Dubai and the Ministry of Health Prevention and also private entities like DP World and emirates NBD. The paper concludes with recommendations and solutions on how to maximize the benefit of blockchain in the program management industry and how it is improving the decision-making process.

The Information and Communication Technologies play an important role in rural development. The empowerment of rural communities is crucial for the development of the rural region. Bringing the people in the rural region in the mainstream of the digital technologies to access and adopt modern technologies is a major concern now. Rural Development implies both, the economic development of the people and greater social transformation using electronic governance (e-governance). In order to provide the rural people in Maharashtra with better prospects and opportunities for economic development, agricultural development and management, marketing management, increased participation of rural people in usage and adoption of information and communication technologies (ICTs) is envisaged. This paper aims to explore the nature, role and relevance of the electronic/Digital governance using ICTs and wireless technologies for agriculture and rural development in the rural regions. It also aims to study the impact of e-governance on rural development and methods for improving local environmental governance having regard particularly to the range of interests and actors involved in e-governance. The paper examines the current status of electronic governance in Jalgaon district in India. It focuses on development of the model using ICTs/wireless technologies for e-governance of Jalgaon district in Maharashtra state, India.

The quality of democracies is known by the way these handle information. Inaccurate and distorted information leads to malfunctions in the system. The notion of e-governance is though attracting such democracies, but linking such information for better governance in the absence or lack of basic infrastructure and human skills makes the task difficult. India - being one of the biggest democracies needs to do much more in terms of e-governance. Central as well as several State governments are targeting their citizens with more access to information technology, however the user groups makes the dead end on the information highway. Their participation is somehow conservative in all such initiatives. The present paper tries to illustrate various such initiatives taken and the problems encountered by India at the micro level. A review based approach followed by multidimensional analysis is resorted to present the facts, figures, comparisons and suggestions that could help decision makers and other interest groups in evolving better e-governance mechanisms.

This paper makes an attempt to analyze current use of social media and their promising advantages for e-governance in government organizations. It discusses potential issues especially issues related to security and privacy of individuals, employees, infrastructure and data that impede successful implementation of social media for e-governance. It examines draft government of India framework for embedding social media in organizational structure and examines issued guidelines for platform to be used, authorization to engage on behalf of government organization, scope and extend of such engagement, etc. It compares these guidelines with similar guidelines of some other nations in terms of employee’s access, account management, acceptable use, employee conduct, content, security, legal issues and citizen conduct and enumerates its merits, demerits and scope for further improvements.

Formalizing Land Administration through e-governance Mechanism in Sri Lanka

This paper proposes a comprehensive and practical approach to implement a land administration act in Sri Lanka followed by setting up a Land Administration Commission (LAC), which is a separate entity to maintain a Land Administration Database Management System in support of the land information collected and maintained by stakeholders who deal with matters related to land and its decision-making under e-governance concept. Also, It describes the operations of the four core functions: land tenure, land valuation, land use, and land development in land administration under a single sustainable national land policy, underpinned by spatial information under the e-governance mechanism. Further, the paper identifies the stakeholders and their main responsibilities in each of the four core functions with the current issues in sharing information across stakeholders. Finally, the paper describes setting up a Land administration entity thereby empowering the LAC and introduces spatial information layers at different resolution levels in a centralized land administration spatial database to keep track of all land transactions carried out by each stakeholder. This approach will enable the top-level decision-making authority (the central level) to manage all land-related activities under one platform to contribute towards the sustainable land development of the country. It is proposed to implement this approach as a pilot activity in the district of Colombo and expand it in the entire country gradually with its output.

Design and Development of e-governance Model for Service Quality enhancement

governance is a process of establishing policies or laws and continuously monitoring their implementation in the public. Citizens are the main stakeholders in this process. To make the governance process cost effective, easy and convenient to the citizens, information and communication technologies (ICTs) are playing a vital role. Using ICTs in governance domain can be referred as e-governance. It helps citizen to participate not only in policy making but also in service quality improvements and getting government services over network. Web technology is one of the major technologies that have been used in e-governance as a major contributor. Before invention of web, citizens used to write their opinions and send to concerned body via post mail or local suggestion box for improvements of services. After the invention of the web, it became possible to post or send the opinions/comments over organization’s web sites or portals. As the number of comments increases over the web, it is very difficult to have relevant information for furthering the decision making processes. In these study, text processing and data mining techniques have been used. The prototype system classifies citizen’s opinions in one of six service categories with the precision of 87.3% and recall of 85.8%. Further, the system determines opinions as appreciation with the precision of 100% for both depression and appreciation, and average recall of 90.85% for both depression and appreciation. The results obtained from the prototype system indicate that the techniques that have been applied are promising for real world application in e-governance.

Cloud-enabled e-governance Framework for Citizen Centric Services

In the modern arena, the Information and Communication Technologies (ICTs) have been playing a vital role in every walks of our day to day life. In order to enhance the ICT capacity and align with the global technology transformations, the developing countries have started introducing the computerization and automation processes at different levels of the governments. The several research studies revealed that the existing legacy of governance system and their services in current state have several issues and challenges in terms of timeliness, cost of services, delay in service delivery, time-bound availability of services (24/7/365), inefficiency services, ease of service and discomforts, poor service collaboration, absence of responsiveness, and limited security of sensitive information/documents. A significant question is still unanswered that how to bring the Citizens and Government bodies closer for alleviating the aforementioned issues and challenges of existing government system services. This research paper aims to investigate the issues and challenges in the current status of governance and partial e-governance systems which encompass the computerization or automation process. The research designs a cloud framework for effective delivery of citizen centric services in general and ethiopia as a specific case study. After rigorous analysis of prior research efforts, along with primary survey and interview, it was clearly observed that cloud computing can be an alternative instrumental for significant transformation of governmental service delivery. The research paper used a mix of exploratory and constructive research design and methodology with qualitative & quantitative data analysis approach. Finally, a Cloud Based e-governance (CBeG) Framework is designed for the delivery of ethiopian Citizen Centric Services. Providing government online services can be considered as a kind of citizen-oriented government reform. Information-technology based government online services affect traditional administrative flow, coordination, and the nature of administrative word by altering the working relationship between information and the physical factors of distance, time, and memory. These properties of online services allow government to change the way of providing services to citizens. By using comparative analysis with 13 comparative items, the paper mainly studies how and what several important changes of Taipei’s Online Services from the old to the new administrative process.

One of the greatest factors that affects the economic condition of a country is its *** the model of good governance,the primary elements for stronger institution include efficiency,transparency,and accountability;and technology plays a major role in improving these ***,there are myriad of challenges when it comes to practical integration of technology in these institutions for *** is more challenging when a country is developing and one that is already weak *** is also important to mention that the challenges of digitization in public sector is not limited to developing countries *** is equally challenging,even today,in already developed countries to digitally transform their public institutions for improved policymaking and for responsive service *** factors contribute to the failure of such digitization initiatives,more so within developing *** the purpose of this paper is to identify those factors,to measure the significance of each of those factors,and to realize and overcome *** research considered the case study of Pakistan;however,the results are very likely to match the conditions of other developing regions around the *** questionnaires and interviews,valuable feedback was gathered from up to 25 senior government officers that are closely associated with digitization initiatives in public *** feedback to the questions were overall *** results indicate the most significant of factors that affect government digitization in this developing region,including some factors that were not expected.

Multi-agent system(MAS)models have been increasingly applied to the simulation of complex phenomena in different areas,providing successful and credible *** behavior related to a specific urban activity(i.e.,recreation activities in a park,using bicycle for mobility purposes)can be modeled as an agent(actor)with several affinities and preferences which are dependent on aspects that affect the activity.A particular application of a MAS approach is in area of urban policy design,in which policies should be designed considering citizens needs,preferences and *** an open space in a city is available(i.e.,an industry is moved to an industrial area),a land use policy should contribute to identify the new use for the urban *** are different land use policies that can be applied depending on which services or facilities must be empowered in the *** is important to identify the correct policy in order to satisfy present citizens needs but considering also the future needs in a social changing context.A socio-technological simulation model has been developed to allow citizens to get a better understanding of the urban problem,its dynamics and explore the sustainability of the different solutions.,enhancing citizens to participate in the urban decisions through new technologies(i.e.,e-participation).This paper illustrates an open space MAS simulation model for land use design policies in which citizens can check their opinion and get a better understanding of the different choices and its acceptability by the community considering not only present neighborhood profiles,but also future neighborhood *** is the first step before the development of the final software including a user friendly interface to let citizens with different cultural profiles to perform simulations as an essential and neutral tool to reach consensus during the decision-making process in urban policy design.
