The impact of the COVID-19 prevention and economic interventions on express delivery industry:Evidence from China

As a fundamental logistics service,the express delivery(ED)industry provides production and consumption activities to maintain efficient supply chain operations.It plays an important role in promoting industrial development and maintaining daily life and consumption.This study examined the effects of COVID-19 on the ED industry using ED package delivery data from 31 provinces(autonomous regions and municipalities)in China.Using a difference-in-differences method,the COVID-19 outbreak was found to have a positive effect and epidemic prevention and control(EPC)policies were found to have negative effects on the development of the ED industry.In addition to EPC policies,the Chinese government has implemented other short-term economic interventions(SEI),such as the resumption of work and production(RWP),policies to balance economic growth,and epidemic prevention.This study divided the pandemic period into three stages to analyze the different impacts of EPC and SEI policy changes on the ED industry.The RWP policies adopted during the pandemic positively impacted the volume and income of packages delivered to the ED industry.The conclusions of this study are significant for the ED industry in addressing public health emergencies and for the Chinese government to formulate EPC and SEI policies during epidemic periods.

全面实施预算绩效管理，对于提升政府治理效能、助力国家治理体系和治理能力现代化发挥着重要作用。本文基于预算绩效管理改革这一准自然实验，以我国31个省、自治区、直辖市和284个地级市2000-2019年的数据为样本，研究了预算绩效管理改革对地方政府行政绩效的影响。结果表明：预算绩效管理改革可以显著提升地方政府行政绩效；机制分析发现，预算绩效管理改革通过强化政府责任意识、提升政府公信力和执行力进而提升地方政府行政绩效；异质性分析发现，预算绩效管理改革对社会公共服务质量较好、地方财政压力水平较小地区的地方政府行政绩效影响更加明显。本文研究表明预算绩效管理改革成效显著，但改革不平衡、不充分等问题依旧存在，未来改革应从绩效理念、绩效评价和绩效监督出发，强化预算绩效的民生导向，对建设服务型政府、提升国家治理体系和治理能力现代化具有一定实践意义。

The wheat canopy reflectance spectrum is affected by many internal and external factors such as diseases and growth stage. Separating the effects of disease stress on the crop from the observed mixed signals is crucial for increasing the precision of remote sensing monitoring of wheat stripe rust. The canopy spectrum of winter wheat infected by stripe rust was processed with the difference-in-differences(DID) algorithm used in econometrics. The monitoring accuracies of wheat stripe rust before and after processing with the DID algorithm were compared in the presence of various external factors, disease severity, and several simulated satellite sensors. The correlation between the normalized difference vegetation index processed by the DID algorithm(NDVI-DID) and the disease severity level(SL) increased in comparison with the NDVI before processing. The increase in precision in the natural disease area in the field in the presence of large differences in growth stage, growth, planting, and management of the crop was greater than that in the controlled experiment. For low disease levels(SL 40%).According to the measured hyperspectral data, the spectral reflectance of three satellite sensor levels was simulated. The wide-band NDVI was calculated. Compared with the wide-band NDVI and vegetation indexes(VI) before DID processing, there were increases in the correlation between SL and the various types of VIS-DID, as well as in the correlation between SL and NDVI-DID. It is feasible to apply the DID algorithm to multispectral satellite data and diverse types of VISfor monitoring wheat stripe rust. Our results improve the quantification of independent effects of stripe rust infection on canopy reflectance spectrum,increase the precision of remote sensing monitoring of wheat stripe rust, and provide a r

China’s Belt and Road Initiative(BRI)presents the world with a new era of inclusive globalization,which will shape urbanization patterns globally.This study considered the launch of BRI as a quasi-experiment,where we evaluated the BRI’s impact on urbanization by way of difference-in-differences(DID)and propensity score matching(PSM)methods.The results showed that the BRI exerted a significantly negative effect on urbanization in its first three years.Its positive effect emerged from the fifth year onwards,indicating that the BRI’s positive effect on urbanization required a period of practical experience.Heterogeneous analysis and placebo test were also conducted to verify the robustness of the model.The effects in low-income countries were revealed to have been much greater than in high-income countries,meaning the BRI had been conducive to promote local urban growth in underdeveloped economies.Finally,the geographical detector model was introduced to discuss the influencing mechanism of urbanization in BRI and non-BRI countries,showing external factors were the prominent driving forces in BRI countries,whereas internal drivers played an important role in non-BRI countries.Our findings indicated that the implementation of the BRI contributed to building global economic growth and supporting a shared future.

This study employed a difference-in-differences design to assess the effect of marketbased environmental regulation on green total factor energy efficiency(GTFEE)in a quasi-natural experiment that investigated China's carbon emissions trading scheme(ETS).The empirical results show that ETS had a positive effect on GTFEE.A series of robustness tests revealed that the results were robust.Potential mechanisms through which ETS can improve GTFEE include the promotion of technological innovation and the upgrading of industrial structure.The positive effects varied in different cities and diferent regions-the result was pronounced in eastern China and developed cities,but it was insignificant in central and western areas and developing cities.This study confirms the satisfactory performance of China's ETS in improving GTFEE,and this is relevant for other emerging countries.

China attempts to achieve energy conservation,emission reduction and environmental protection through the implementation of the green credit policy,but its implementation impact is still controversial.An important content of the green credit policy is to require banking and financial institutions to tighten the credit exposure of industries of‘high pollution and high energy consumption’and industries with overcapacity,so as to use economic leverage to curb their blind expansion and reduce energy consumption by controlling external financing.This paper examined the impact and the lingering effects of the green credit policy on external financing,economic growth and energy consumption in the manufacturing industry,which was most influenced by the green credit policy,from 2003 to 2016 by using the DID method.Furthermore,this paper estimated the dynamic endogenous relationships among external financing,economic growth and energy consumption with two-step system GMM model to investigate the influential path of the green credit policy.The results showed that:the green credit policy had a significant negative impact on the external financing of manufacturing industry,but its negative impact on the economic growth and energy consumption of manufacturing industry was not statistically significant,and the effect of the green credit policy had a dynamic feature of weakening with time.Additionally,in the manufacturing industry,there was a bilateral causal relationship between the energy consumption and economic growth of the control group industry and the processing group industry.There was a bilateral causal relationship between the economic growth and external financing of the control group industries in the manufacturing industry.There was a unilateral causal relationship between the economic growth and external financing of the processing group industries in the manufacturing industry,while the external causality existed between the control group industries and the processing group industries in the manufacturing industr

This paper develops a theoretical model to describe how exporting firms manage their inventory stocks in response to an exogenous trade policy uncertainty shock.Using firm-level data from China Industrial Enterprise Database and China Customs Database on inventory and exports over the period around China's WTO accession,we show that a reduction in trade policy uncertainty significantly increased exporting firms'inventory holdings.The result wasrobust tovarious robustness checks.This effect was found to be stronger for private and foreign firms than state-owned enterprises and mainly driven by firms from the coastal region.We also found that the reduction in trade policy uncertainty increased the frequency and the average volume of export transactions,and that this was the mechanism behind the effect.This paper helps to understand exporting firms'optimal inventory problem arising from tradepolicyuncertaintyand shocks.

The Impact of the Establishment of National High-tech Zones on Total Factor Productivity of Chinese Enterprises

The National High-tech Zone(NHTZs)is an important strategic platform for cultivating high-tech industries and realizing high-quality economic development in China.Based on the combined data from 2006 to 2014 of the industrial enterprise database,the customs database,and the China Development Zones Audit and Announcement Catalogue(abbreviated asthe Catalogue),this paper systematically investigates the influence of the construction of NHTZs on enterprise’s total factor productivity(TFP).Results show that NHTZs have a positive impact on the TFP of enterprises in the zone,and this conclusion is still valid after considering endogeneity problems.Furthermore,the above productivity effects of NHTZs are heterogeneous in terms of enterprise ownership,external environment and establishment time,and NHTZs have greater stimulation effects on enterprise productivity after comparing with other types of functional zones.An investigation of the specific mechanisms at play shows that NHTZs promote the TFP of enterprises in the zone through the release of preferential policies,strengthening the“technology spillover effects”of imported intermediate goods,enhancing enterprise’s innovation ability and attracting talent.In addition,based on the decomposition of industry productivity,this paper also investigates the impact of NHTZs on changes in industry productivity and finds that NHTZs promote the overall productivity of specific industries mainly by stimulating the productivity improvement of incumbent enterprises and expanding the market share of high-productivity enterprises.Moreover,the preferential policies of NHTZs do not significantly stimulate high-productivity enterprises to enter the zones,nor do they cause low-productivity enterprises to exit.This research is helpful in objectively evaluating the economic effects of the NHTZs in China and in providing a theoretical basis for its further adjustment.

Pain or Gain?Chinese Experience of Capital Account Liberalization

The neoclassical growth model predicts that capital account liberalization could potentially enhance economic performance;however, there is no consistent empirical evidence to support this positive association. Using a novel dataset of Chinese capital account openness, this paper demonstrates a positive relationship between capital account liberalization and aggregate economic performance. The difference-indifferences method is used to capture the causal effect of capital account liberalization on economic performance by taking advantage of variations in both external financial dependence and the progress of capital account openness. We investigate three channels that could strengthen this positive relationship using a firm-level dataset. We find that capital account liberalization could:(i) alleviate the degree of resource misallocation, and this effect is more significant in industries relying heavily on external finance and in regions with more favorable business environments;(ii) enhance firms' total factor productivity;and (iii) promote innovation. Our findings suggest that a strategy of gradual openness will leave some leeway not only for improvement in domestic markets but also to mitigate exposure to unfavorable global shocks.
