Based on Bloom's taxonomy of educational objectives,this paper puts forward the construction of curriculum system in the primary stage,intermediate stage and advanced stage by promoting teaching using competition,and provides a theoretical and practical basis for the curriculum construction by promoting teaching using competition,which is of great practical significance to promoting the construction of applied universities.

curriculum ideology and politics are critical for colleges and universities to fulfill theirfundamental mission of fostering moral and intellectual development. Specifically, inthe field of study tours, the Study Tour Course Design emerges as a pivotal component for actualizingthe educational objectives of such programs. 传统实体思维以学科、经验或结构范式使课程本体呈“单向度”倾向，关注课程内容本身。怀特海过程哲学突破传统思维，从过程—关系视角关照课程，视课程为事件、旅程及不断生成的文本。课程建构遵循主体的赋权参与性、内容与形式的实践引领性、目标与结果的生成性以及知识建构的境域及审美性原则，强调师生、社区及家长资源的积极参与，注重师生与自我及文本作者的对话，关注不同学科之间的整合及与自然、社会的密切联系。意图使课程实施走出传统由输入到产出的控制模式，而成为情境化的过程，凸显课程的审美、创造及伦理价值。

我国社区教育课程发展大致经历了三个阶段：起步阶段(20 世纪80 年代)、扩展阶段(1993 年以后)、实验创新阶段(1999年至今)。现阶段社区教育课程建设受到进一步重视，社区教育课程内容趋于拓展和丰富，课程呈现特色化。社区教育课程建设今后如何发展，需要在其价值取向上达成共识，因为课程的价值取向是基于人们对课程总的看法和认识，在课程建设上必然表现出一种倾向性的观念。随着全球化时代的发展，多元主义教育价值观等课程价值取向对我国社区教育课程建设影响较大，呈现出实用性取向、民主与公平取向的特征。所以我国社区教育课程建设的总体趋向是，课程建设采取分权为主、协调统整政策，课程设计采用多方参与基本方式，课程实施和评估更加科学规范。
