Do Political connections Promote Innovation in Environmentally Polluting Enterprises?

We use an unbalanced panel data analysis to examine the effect of political connections(PCs)in state-owned enterprises(SOE)and non-SOEs on the innovation of Chinese environmentally polluting enterprises listed on the Shanghai and Shenzhen Stock Exchanges from 2007 to 2016.Our sample consists of 792 firms and 4587 firm-year observations.There are several interesting findings.First,SOEs that are politically linked to the central government promote more innovation in general and more environmental innovation than SOEs without these links.Second,privately-owned enterprises(non-SOEs)with PCs promote less environmental innovation than non-SOEs without PCs.Third,environmental regulation does not affect the environmental innovation of SOEs but it drives non-SOEs with PCs to become more environmentally innovative.Our results enable us to better understand how PCs and regulations affect environmental innovation.

Sufficient evidence suggests that enterprises under strong government regulations suffer the economic effects of political connections,which not only leads to competitive disadvantages and loss of innovation,but also less willingness to take risks.This paper explores the relationship between political connections and corporate risk-taking behavior in corporate governance.Specifically,in 2008,the Chinese government announced new policies to regulate government officials concurrently holding the positions of independent directors in firms.We sample publicly listed firms in the Chinese A-share market over the period of 2005-2010 and investigate changes in risk-taking behavior due to the new policies.Our findings indicate that a reduction in politically connected independent directors may encourage risk-taking behavior subject to the factors of state ownership,industry regulations,local government control,and corporate characteristics.

This study investigates the effects of bank equity connections and intellectual property protection on enterprises' innovation behavior,and the regulating effect of intellectual property protection on the relationship between bank equity connections and innovation.In general,bank equity connections and intellectual property protection not only significantly increase innovation input,but also improve innovation performance.However,the efficiency of bank equity connections is influenced by the heterogeneity of enterprises and the value orientation of the subjects.Bank equity connections have a more significantly positive effect on innovation in private and central enterprises,whereas the principal-agent problem and government intervention may weaken the marginal contribution of bank equity connections to the innovation of local state-owned enterprises.Bank equity connections and intellectual property protection are complementary in promoting enterprise innovation.Not only are the combined effects of bank equity connections and intellectual property protection greater than the individual effects,but when the latter is relatively weak,the former's positive effect on innovation is obviously weakened and may even crowd out innovation.

We construct a new measure to capture corporate political connections, which is based on the amount a corporation spends on socializing with government officials. We examine the validity of this measure using the exogenous turnover of top local officials and find that firms increase their political networking expenditures when top local officials are replaced. Compared to state-owned enterprises(SOEs), non-state-owned enterprises(non-SOEs) react more aggressively to changes in local officials, which implies that non-SOEs have stronger incentives to build political connections with officials through social intercourse. We also find that firms located in regions with low levels of marketization react more aggressively to the turnover of local politicians. In addition, we find a positive effect of corporate political socializing expenditures on corporate performance and valuation, which suggests that political connections built through social intercourse benefit corporations.

We analyze data on Chinese non-state-listed firms and find that it is easier for firms with political connections to obtain long-term loans with extended debt maturities than it is for firms without political connections. Our investigation indicates that this phenomenon is significantly less common with increased media monitoring. Houston et al.(2011) find strong evidence that the state ownership of media is associated with higher levels of bank corruption in China, but our study shows that, to a certain extent, media monitoring can curb corruption.

Shear failure in panel zones and plastic hinges in steel beams are the two major failure modes of connections between concrete-filled steel tubular(CFST) columns and steel beams. To investigate the behavior of this type of connection in both modes,two through-diaphragm connections were tested under cyclic and monotonic loadings and the load-carrying capacity,ductility,and strength of degradation of connections were discussed. Using ABAQUS software,we developed nonlinear finite-element models(FEMs) to simulate the load-carrying capacity and failure modes of the connections under monotonic loading. The finite-element(FE) analysis and test results showed reasonable agreement for the through-diaphragm connections,which confirms the accuracy of FEMs in predicting the load-carrying capacity and failure modes of connections. Based on the validated FEM,a parametric study was then conducted to investigate the infl uence of the thicknesses of the tube and diaphragm on the load-carrying capacity and failure modes of these connections. The results indicate that the strength,stiff ness,and load-carrying capacity are infl uenced less by the thickness of the diaphragm,and more by the thickness of the steel tube. According to the FE analysis results,it can be found that the critical condition between the two failure modes is determined by the shear resistance and bending resistance.

A simplified fatigue-life model is proposed for assessing the seismic inelastic rotational capacity of steel connections. First relations are developed for rigid steel connections under lateral loading. Next this is extended to account for the effects of the welded steel moment frame (WSMF) connections of the so-called pre-Northridge type. The seismic fatigue theory is validated against experimental results. The experiments were conducted under increasing ductility amplitudcs until the onset of fracture. Miner' rule was used to convert the test results to given an equivalent constant amplitude cyclic fatigue life. Satisfactory agreement is obtained when comparing the experimental observations with the theoretical predictions.
