classification-based forest management reform is the leading force in the promotion of forestry development,thebasis of implementing the"two fundamental transitions"that are from the centrally planned economy to a market economy offorestry and from extensive to intensive management,and the basis of establishing the two forestry systems that are forest ecologicalmanagement system and forest industrial *** order to achieve these goals,an idea of classification is required especially incollective forest *** establishment of a compensation system for non-commercial forest is a top priority in the *** are bound to occur if farmers suffer economic losses when all or part of the forests they manage are converted tonon-commercial *** suggestions and recommendations to further promotion of the reform in this region are made in thepaper.
