The Guangdong Provincial government envisages the three cities of Shantou, Chaozhou, and Jieyang co-operation and development. In consequence, it has sought to mobilize the region’s untapped resources through policies and practices encouraging those cities’ integration and growth. However, the rhetoric of inter-city integration has not yielded concordant material outcomes. Instead, the three separate municipal governments have engaged with the policy agenda not in pursuit of co-operation and integration, but rather to take advantage of otherwise unavailable opportunities to boost their individual economic competitiveness. This paper examines the disjuncture between the rhetoric of inter-city co-operation and the material reality of competition in the Shantou-Chaozhou-Jieyang city-region. The paper takes significance first, in its critical exploration of state-city integrative relationships that are increasingly common as regional development policies and projects proliferate in China. Its second point of significance lies in its contribution to broader literatures on city-regionalism and state rescaling.

Territorial Governance in Flux： A Case of the city-regions in England

Answers to challenges in a changing environment highlight the need to work with a more flexible sense of geography, developing institutional reforms in delivering public services. The emerging city regions in England can be regarded as a prime test of what the need for optimal territorial scope and enhanced coordination needs. The aim of this paper is to examine the emerging new forms of territorial governance in the light of the ＂piecemeal＂ approach of reforms launched by the post-2010 Conservative Liberal Government. We argue that the creation of city-regions is an organic part of the new territorial paradigm; an important element of which is an integrated and functional approach that intersects public administrative borders. Since 2010, the uniformed regional model has been replaced by primarily ad hoc, informal, and flexible approaches. The successive governments placed the bigger cities and its hinterland at the centre of English devolution, but wished to implement them in varying forms of ＂deal-making＂ as a means of decentralization, encouraging solutions tailored to local requirements and opportunities, and retaining the fundamental characteristics of the ＂asymmetrical devolution＂. However, in terms of regional governance, the relationship between the new and old regional configurations has seen the creation of a much-debated, malleable framework which, during the process of Brexit could generate new, further interpretations, narratives, and practical solutions

Strengthening of the Territorial Position of Valladolid through Planning Strategies： Networks, Patterns and Centralities

The urban condition of the European territory requires new approaches to explain the current development of cities and to propose new planning tools. The aim of this paper is to demonstrate that we can support an innovative perspective based on intermediate geographical scales, more useful for outlining the specific features of territory. While we analyze the territory, we should overcome the strictly local scale of the administrative boundaries and create new relationship between contemporary urban concepts （metropolization of territory and metapolis） and the regional ecological patterns. In the case of Valladolid （E） urban/metropolitan area, we focus on both causes and process of city growth. We have understood that it could be inefficient for planning forgetting the real spatial configuration （the city is located in an intersection between two territorial corridors） and misunderstanding the territorial role of the city at different scales （the double centrality in the emerging urban area and in the region）. The significance of this case is to reveal the inter-scalar condition of places as generators of constraints in the contemporary urban fabric and, at the same time, to show the quality and the potential of places in the future urban realm.

Materializing the “Urban region” Concept by Integrating Ecological Networks and Central Place Theory

This paper attempts to integrate urban development and ecological conservation by applying and syncretizing the “urban region” concept from landscape ecology and the “city-region” concept from socioeconomics. First, various concepts pertaining to regions are discussed and then, the integration of ecological conservation and urban development on a regional scale is introduced. Subsequently, the Greater Pearl River Delta, in China, is used as a case study area and landscape ecology’s “urban region” concept is applied to produce a landscape spatial arrangement framework for an urban region. This framework is achieved through the following steps: conceiving the study area as a region that consists of two urban regions, arranging ecological conservation landscapes by establishing a regional ecological network within the urban-region rings;and formulating an urban development strategy using central place theory. The resulting landscape spatial arrangement solution includes natural protection areas that cover half of the study area, several key strategic urbanizing locations, and suggestions for the strict protection of certain agricultural land-use areas. We believe that this framework facilitates a feasible exploration of land-use planning on a regional scale, although more in-depth studies are required to refine this approach.

系统回顾西方尺度理论，尤其是尺度生产(尺度重构与尺度政治)理论，借此阐释中国城市区域治理形成的尺度逻辑。研究发现，中国城市区域包括城市群与都市区2个地理尺度；治理尺度是以行政权力为核心，形成自上而下的行政权力金字塔；治理尺度的动态重配并与地理尺度相耦合的过程是中国城市区域治理的尺度建构的本质；改革开放后，中国宏观政治经济在“去中心化—再中心化”过程中持续动态调整；中国城市区域的产生是国家空间选择性的结果，来克服以城市为基础的资本积累模式的体制危机；城市群治理以柔性尺度重构为主，都市区治理以刚性尺度重构为主；城市区域内部产生复杂的多主体间的尺度博弈。
