Small and medium-sized enterprises(SMEs)are key contributors to technological innovation.As China's vanguard for self-reliance and strength in science and technology,specialized,sophisticated,distinctive and novel(SSDN)SMEs have grown into an important motivation for high-quality development,a key stabilizer for the new development paradigm,and a vital force for an innovation-driven China.In recent years,China has been ramping up support for SSDN SMEs,and raised the focus on their development to a new level.At present,some problems and obstacles are befalling the high-quality development of SSDN SMEs,such as imperfect innovation system and mechanism,weak basic research service capabilities,a digital divide in digital transformation,and insuficient vitality of collaboration among players in the innovation ecosystem.In the future,China should promote the high-quality development of SSDN SMEs from system and mechanism,basic input,business environment,and digital empowerment.Specifically,China should increase policy support to consolidate the institutional guarantee for innovative development,build more platforms to form a dynamic innovation ecology,enhance intellectual property protection to spur entrepreneurship,and ramp up upgrading and transformation for the quality and efficiency improvement of traditional enterprises.

Inaccuracies in the history of a well-known introduction:a case study of the Australian House Sparrow(Passer domesticus)

Background:Modern ecosystems contain many invasive species as a result of the activity of acclimatisation societies that operated in the second half of the nineteenth century,and these species provide good opportunities for studying invasion biology.However,to gain insight into the ecological and genetic mechanisms that determine the rate of colonization and adaptation to new environments,we need a good understanding of the history of the introduced species,and a knowledge of the source population,timing,and number of individuals introduced is particularly important.However,any inaccuracies in the history of an introduction will affect subsequent assumptions and conclusions.Methods:Focusing on a single well-known species,the House Sparrow(Passer domesticus),we have documented the introduction into Australia using primary sources(e.***.acclimatisation records and newspaper articles).Results:Our revised history differs in a number of significant ways from previous accounts.Our evidence indicates that the House Sparrow was not solely introduced from source populations in England but also from Germany and most strikingly also from India—with the latter birds belonging to a different race.We also clarify the distinction between the number released and the number of founders,due to pre-release captive breeding programs,as well as identifying inaccuracies in a couple of well-cited sources with respect to the range expansion of the introduced populations.Conclusions:Our work suggests that caution is required for those studying introductions using the key sources of historical information and ideally should review original sources of information to verify the accuracy of published accounts.

Electronic commerce has become the mainstream business model of 21st century. With the further promotion and application of e-commerce, the impacts of logistics’ importance on e-commerce activity are increasingly evident and modern logistics has become a key to success for e-commerce. However, so many constrains which lie in the combination of e-commerce and logistics course have a serious impact on the improvement of logistics distribution efficiencies, which also limits the development of e-commerce. This paper first introduces the interaction between e-commerce and logistics, then focuses on discussing the logistics bottlenecks in e-commerce environment and finally puts forward the corresponding countermeasures on this basis.

The present status of biogas technology in Africa was briefly reviewed focusing on biogas market potential, stake-holders, investments and bottlenecks. Africa is endowed with important biomass reserve considered as a potential for anaerobic digestion. However, the over reliance on wood and fossil fuels remains significantly overwhelming. This is due to the number of challenges in the field which led to underestimate at some extent the benefits of biogas technology. Unreliable and inefficient use of biomass fuel, which contributes to the greenhouse gas emissions still, has kept its preference in primary energy balance. Despite the huge potentialities and biomass resources for anaerobic digestion in Africa, the dissemination rate of biogas in Africa is struggling to meet biogas market demand. Nevertheless, there are a number of problems to address especially narrowing down the gap between biogas market demand and supply. This paper consists of an introduction and the status of the energy sector in Africa, and then discusses current dissemination of biogas development, finance and stakeholder contributions, challenges and a conclusion.

Evaluation of Merge Control Strategies at Interstate Work Zones under Peak and Off-Peak Traffic Conditions

Maintenance and rehabilitation projects of interstate facilities typically mandate lane closures. Lane closures require merging maneuvers that often result in reduced speeds and traffic bottlenecks. Work zone impacts on traffic operations are magnified when project durations are extended. Conventionally, work zone traffic control plans are developed to address work zone impacts. This study evaluated various merge control strategies at interstate work zones peak and off-peak traffic conditions and summarized related impacts. A comprehensive microscopic simulation model was developed in full consideration of driver/vehicle behavior at work zones. The analysis of simulation results revealed that merge control strategies, when implemented during peak and off-peak conditions, can preserve the level of service and provide favorable mobility, safety, and environmental impacts. In addition, results indicate that transportation agencies’ practice of scheduling work zone activities during the off-peak may not be the most optimum approach. Overall, the findings of this study highlight the need for evaluation of work zone scheduling practices in full consideration of agency, user, and project costs.

Bottleneck Merge Control Strategies for Work Zones: Available Options and Current Practices

Conventionally, bottleneck merge control plans are developed to address bottlenecks impacts. However, there is a need to better understand the various merge control options and their potential impacts on traffic operations and safety. This study reviewed available options and current practices of bottleneck merge control strategies at work zones, and summarized transportation agencies’ considerations to mitigate adverse impacts. An extensive literature review was performed and a questionnaire survey was developed and used to gather relevant information. Input was solicited from all US State Departments of Transportation. Responses from 27 States revealed that transportation agencies currently rely on experience when selecting a bottleneck merge control strategy and often do not consider influence on construction activities. Thus, a gap was identified between bottleneck merge control and construction plans. Another gap was identified regarding the lack of formal criteria or guidelines for selecting a bottleneck merge control strategy. These gaps need to be addressed through investigating the influence of bottleneck merge control strategies on construction activities, and the development of formal criteria for effective selection of such strategies.

Research on Exception of Meteorological Satellite Ground System Application Based on Resource Bottleneck

Meteorological satellite ground application system resources are limited. Abnormal satellite missions often lead to hopple of system resources. In order to analyze the problem, this paper presents an anomaly analysis method for meteorological satellite ground system based on resource bottleneck. Through the CPU, memory and I/O, several types of resources in-depth were analyzed to find the bottleneck caused by the problem, thus providing recommendations for application optimization. Experimental analysis shows that the proposed method can reasonably analyze the resource bottleneck of CPU, memory and I/O, and draw a good conclusion. To solve the meteorological satellite application system application anomaly caused by the bottleneck of the problem, the application of optimization to a certain extent plays a positive role.

Phylogeographic methods provide the tools to accurately access the geographic origin and diversification of crop species. In the present commentary, I urge the common bean community to face those methods and a tree-thinking mentality with regards to the long standing debate of the origin of common bean. Such efforts will ultimately bring back interest into wild bean studies and reinforce the uniqueness of this species as a system to study diversification, domestication and adaptive processes across the two most diverse hotspots in the world.
