Safety control program for complex system based on behavior science

To control complex system's safety effectively,safety control program was supported based on the principles of behavioral science that shapes organizational be- havior,and organizational behavior produced individual *** program can be structured into a model that consists of three modules including individual behavior rectifi- cation,organization behavior diagnosis and model of safety *** research result not only reveals the deep cause of complex system accidents but also provides structural descriptions with the accidents cause.

＜正＞Industry safety is the important symbol of society civilization as well as the important guarantee of national economy operation. However, current situation on industry safety is serious, as major accidents happen frequently, heavy lose of life and property. To control and avoid major industry accident effectively, firstly it is necessary to ascertain accident cause. Many research and agree has shown that mainly cause of accident is human unsafe behavior and machine or environment condition, human behavior accounts for 80% among these reasons. Therefore, control human behavior is the key method to prevent accident. However, simply attributing accident cause to human unsafe behavior is abstractly, because these reasons often are not particular and difficult to be applied to prevent total same accident. Meantime, such description of accident cause is not effective because it is only limited to one field or industry and is difficult to inspire professional researcher to go on investigate together. According to psychology, behavior science and large quantity of industry accident precedent, this paper advocates that inadequate safe knowledge, scarce safe conscience and scarce safe habit can be viewed the common cause of all industry accidents. Based on the common cause, this paper supports prevention strategy, which is made up of individual behavior rectification, organization behavior diagnosis and application of safety culture. The purpose of this study is to decrease accident rate and guide industry safety to advanced level.
