Bid evaluation mechanism is a key factor to the fairness of auction and resource allocation. The current bid evaluation process is usually done by two groups, business expert group and technical expert group, separately. Taking bounded rationality as precondition, it will induce the antagonistic feelings and non-cooperation behavior between two groups. This paper focus on bid evaluation behaviors of referee experts. Firstly, the bid evaluation process and existent problems within the mechanism are described, and a non-cooperative static game model about grouped bid evaluation behaviors is constructed to analyze the conditions how to achieve long-term cooperative equilibrium of two groups, and which is the Pure Strategies Nash Equilibrium. Then, the evolution paths and influencing factors of bid evaluation behaviors are analyzed with the idea of evolutionary game. We also disclose the effect of individuals’ choice of policy on group behaviors. The method of this paper can offer decision support for administrative department of bid evaluation, so that they can take the best management practices and guide the referee experts’ behaviors evolving to the expectative direction, to improve the fairness of bidding evaluation.

Bidding evaluation mechanism is a key factor on the fairness of bidding and resource allocation. In practices, grouped multi-attribute bidding evaluation is the popular mechanism. In this approach, we combine behavior operation management and experimental economics in order to optimize current mechanism. To study the bid evaluation behaviors of grouped referees, we describe the model of grouped multi-attribute auction at first. Then, the existent problems in current bid evaluation mechanism of two groups are discussed and analyzed. We will describe the design of role-playing experiment and the results of an experiment analyzing the referee experts’ behavior. The data from the results of behavior experiment show that it is easy to generate the antagonism with two groups of referee experts, as long as there are strong negative correlations between attributes. To reduce the antagonistic feelings of two referee groups, three improvement measures are proposed finally.

Scientific research, the representative of a university’s comprehensive strengths, is one part of the four significant functions in colleges. management and incentives to scientific research innovation is a key point to build a positive research atmosphere. This paper, on the premise of bounded rationality, initially analyze the factors that have influence on researchers and management administrations decision-making. we construct a game pay-off matrix about the behaviors of researchers and management administrations based on Evolutionary Game Theory(EGT) and build a replicated dynamic equation. Then, we analyze the evolutionary paths of both sides and factors by using EGT, which reveal the impact of individual selection on group behaviors. In order to study innovative behavior of scientific research systematically and quantitatively, the next step is to develop a simulation system related to scientific research innovation and management on Matlab GUI platform. The analytic procedure of this paper can provide decision support for universities and scientific research management departments. Those bodies are able to choose the best incentive strategy and improve the level of scientific research innovation in colleges and universities.
