In the new era,there is an urgent need to further promote pairing assistance to Tibet,promote the simultaneous construction of a strong agriculture in Tibet and the China's Mainland,and compose a Chinese-style modernization.Southern Tibet,located in the southeastern part of the Tibet Autonomous Region,includes Shannan City and Nyingchi City,is a region assisted by four provincial partners including Hubei Province.This paper introduces the agricultural environment in southern Tibet,studies its agricultural characteristics,and analyzes the main issues of its pairing assistance.Taking forging the strong consciousness of the Chinese national community as the main line,the paper explores strategies for promoting agricultural high-quality development in southern Tibet through pairing assistance to Tibet from the perspective of agricultural power,and proposes some strategies,such as inheriting agricultural cultural heritage,promoting the upgrading of modern seed industry,enhancing the characteristic advantages of highland barley(naked barley)and animal husbandry industries,and developing edible fungi and cold water fish industries.

Traditional exoskeletons have made considerable contributions to people in terms of providing wearable assistance and rehabilitation. However, exoskeletons still have some disadvantages, such as being heavy, bulky, stiff, noisy, and having a fixed center of rotation that can be a burden on elders and patients with weakened muscles. Conversely, artificial muscles based on soft, smart materials possess the attributes of being lightweight, compact, highly flexible, and have mute actuation, for which they are considered to be the most similar to natural muscles. Among these materials, dielectric elastomer(DE) and polyvinyl chloride(PVC) gel exhibit considerable actuation strain, high actuation stress, high response speed, and long life span, which give them great potential for application in wearable assistance and rehabilitation. Unfortunately, there is very little research on the application of these two materials in these fields. In this review, we first introduce the working principles of the DE and PVC gel separately. Next, we summarize the DE materials and the preparation of PVC gel. Then, we review the electrodes and self-sensing systems of the two materials. Lastly, we present the initial applications of these two materials for wearable assistance and rehabilitation.

脱贫攻坚的一个重大制度创新是将国家贫困治理的政策单元缩小至户(即“政策到户”)，从而极大地凸显了户的政策意义。县域脱贫攻坚最重要的工作就是围绕户这一政策单元持续发力，并将“入户”塑造为脱贫攻坚的治理术：作为技术策略的入户，主要表现为由三个政策推展结构形成的入户工作链，即贫困识别政策推展结构、精准帮扶政策推展结构和成效评价政策推展结构；作为制度安排的入户，主要是通过规范入户帮扶的组织与管理，分别从政策和情感上激发贫困户的内生动力。其中，政策激发使贫困户充分感受到国家的可及性，情感激发则塑造出一种帮扶型干群关系。

By using microwave-assisted co-precipitation in aqueous phase, adding surface activation agent PEG-6000 into the mixture of InCl3 solution and SnCl4 solution, and dropping the ammonia solution with the density (volume ratio) of 1-0 to 1-4, ITO precursor was prepared at different reaction system temperatures of 35 ℃-85 ℃, then ITO nano-powder was obtained after it was calcinated at 800 ℃ for 1 h. The morphology of ITO nano-powder was characterized by SEM and its electrical conductivity was determined by conductivity meter. The effects of different temperatures and ammonia concentration in microwave-assisted reaction system on its morphology and electric conductivity were discussed. The experimental results indicate that with the dilution of the ammonia solution or the rise of reacting system temperature, the morphology of ITO particles is transformed from spherical to rod-like one with the decline of its electric conductivity. And the electric conductivity of ITO nano-powders with spherical morphology is higher than that of ITO nano-powders with rod-like morphology.

Driving safety field(DSF) model has been proposed to represent comprehensive driving risk formed by interactions of driver-vehicle-road in mixed traffic environment. In this work, we establish an optimization model based on grey relation degree analysis to calibrate risk coefficients of DSF model. To solve the optimum solution, a genetic algorithm is employed. Finally, the DSF model is verified through a real-world driving experiment. Results show that the DSF model is consistent with driver's hazard perception and more sensitive than TTC. Moreover, the proposed DSF model offers a novel way for criticality assessment and decision-making of advanced driver assistance systems and intelligent connected vehicles.

Provided the travelers join the assistance insurance before a tour. They can receive assistance from the assistance organizations in the countries that are intrusted by the insurance companies when they have difficulties, if they join the assistance insurance. According to the record of China International Travel assistance (CITA), foreign travellers from 23 countries and regions had received assistance from CITA in 25 provinces, cities and autonomous regions in China between January 1993 and August 1995. There were 217 people at 162 cases being helped. The average number of the travellers gaving received assistance was 13.65 per million. Among which 185 people at 137 cases (85%, 137/162) received medical or medical related assistance. The most common cases had been cardiac, encephalic and vascular diseases, respiratory and digestive system diseases, and trauma had taken 18% (25/137). There were six cases of deaths being recorded (one AIDS, one unknown, one sudden cardiac death, one plane crush, one pulmonary cancer, and one traffic accident). These observations support the initiation of programs to develop travel assistance and set up traveller hospitals or clinics for travellers, as well as the emergency medical service and supply articles for health or medical advisement for international travellers.

For developing countries,raising revenues and protecting their tax bases are more important than ever in recovering from the pandemic.As a small developed country,New Zealand endeavours to provide capacity building assistance to developing regions,especially the Pacific Islands.assistance provided encompasses the development of core taxation systems as well as international tax matters such as the establishment of exchange of information programmes and the implementation of international tax standards.Working in partnership with international and regional organisations has proved beneficial,as demonstrated in the Pacific Initiative delivered over the last two years.Cost-effective and well-organised virtual delivery of training courses has functioned particularly well during the pandemic and will continue to feature prominently in future assistance work.

This paper presents the implementation of an embedded automotive system that detects and recognizes traffic signs within a video stream. In addition, it discusses the recent advances in driver assistance technologies and highlights the safety motivations for smart in-car embedded systems. An algorithm is presented that processes RGB image data, extracts relevant pixels, filters the image, labels prospective traffic signs and evaluates them against template traffic sign images. A reconfigurable hardware system is described which uses the Virtex-5 Xilinx FPGA and hardware/software co-design tools in order to create an embedded processor and the necessary hardware IP peripherals. The implementation is shown to have robust performance results, both in terms of timing and accuracy.
