There has been increasing research in developing offline web applications. This paper concentrates on developing a new methodology for the online assessment web applications that could be used while offline. It is important to retrieve the critical data collected during an examination without a provision of a backup mechanism. There is a need for an assessment system that can adapt to work uninterruptedly and without loss of critical data while there is intermittent intemet discontinuity. This paper describes architecture and implementation of online assessment system with offline capabilities. Online assessment system with offline capabilities will not interrupt examinee＇s experience while appearing for an assessment test if intemet connection is not available. A development methodology is designed and a compliant framework is implemented to enhance online assessment system with offline capabilities.

Due to the rapid development of modern science and technology, college English teaching has been improved according-ly. With their integration, the teaching method gets constantly updated, and the teaching resources are greatly enriched, which con-spicuously enhances the teaching effect, and is embraced by students. Teaching assessment is a key link in college English teach-ing. Establishing a scientific and perfect assessment system is also an important means to achieve teaching goals, and thus it is im-perative to establish a scientific and reasonable assessment system based on the SPOC platform for college English blended teach-ing. The present paper argues the assessment system from two aspects:establishing assessment criteria and setting up the content of assessment. It aims to establish a scientific and perfect assessment system to promote students'growth, and improve the quality of teaching as well as personnel training.

Health Risk assessment of Groundwater Pollution—A Case Study of Typical City in North China Plain

Through the accumulation of teaching experience, a mount of literature surveys, expert consultation, and questionnaire feedback in recent years, a diversified assessment system combining process evaluation and summative test is constructed, which contains team work, presentation & discussion, inter-evaluation among groups and group members, and teacher evaluation etc. Furthermore, in order to reduce teachers’ workload due to process evaluation, universal assessment software for specialized course examination is developed by Visual Basic which ensures good compatibility and versatility to meet the needs of various evaluations.

This article presents an application of assessing human health risk in typical city of North China *** with water quality and multi-element analysis,Pb,Cd,Cr^6＋,Mn,NO3^-,F^-,and As in groundwater samples were chosen to be used for human health risk assessment of drinking water pathway and dermal contact pathway,and results show a good *** indicate that（1） poor water quality is caused by salinity and hardness overstandard;（2） in noncarcinogenic risk,samples that do not pose noncarcinogenic risk only account for 28.46%;in carcinogenic risk,samples that do not pose carcinogenic risk account for 73.08%;（3） the noncarcinogenic risk in the study area decreased in the following order：NO3^-〉Mn〉As〉F-〉Cr^6＋〉Cd〉Pb and the carcinogenic risk of the study area de-creased in the following order：As〉Cd=NO3^-=Mn=F-=Cr^6＋=Cd=Pb=0,because the slop factors were not available for the other pollutants,except for As;and（4） in terms of whole study area,the main contrib-ute order of drinking water pathway and dermal contact pathway in human body is drinking water pathway〉dermal contact pathway.

The DPSIR assessment method, which implies the relationships among driving force （D）, pressure （P）, status （S）, impact （I）, and response （R）, is widely applied by scholars. This paper aims to establish a comprehensive assessment system for regional energy security in eastern coastal China based on the above model using different indicators. Factor analysis and the SPSS statistical analysis software were used to carry out scientific and quantitative assessments. The results indicated that con- tradictions of energy supply and demand as well as environmental pollution are the critical factors that present great challenges to regional energy security in this area. The authors argued that a sustainable, stable, and safe supply energy supply is crucial in solving the aforesaid dilemma, and improving the energy use efficiency is one of the best choices. Some countermeasures and suggestions regarding regional energy supply stability and utilization security were pointed out.

The strategic position of a country’s central cities in the global city network is mainly embodied by the functions of the service industry and high-end producer services in particular. With a view to enhance the economic control power, building a country with considerable strength in the service industry is to build multi-level national central cities capable of performing service functions according to a strategic layout. By looking back on the law of development of central cities of service industry around the globe, we first dug into the issue from the fundamental principles of new economic geography about the formation of industrial clusters; then incorporated influencing factors, such as factor endowment, outward connections, inward connections,institutional factors, market size, knowledge capital, development cost and consumption, into a uniform analytical framework; and established an indicator system for assessing the competitiveness of service industry cluster centers, whereby we assessed the comprehensive strength of105 cities in building national central cities of service industry. The research results show that it is supposed to enhance China’s leading and controlling capability in the world’s service network by relying on two key cities, i.e. Beijing and Shanghai; and the other 15 cities, including Shenzhen,Guangzhou, Chongqing, Tianjin, Wuhan, Hangzhou, Nanjing, Chengdu, Xi’an, Zhengzhou,Shenyang, Qingdao, Changsha, Kunming and Urumqi, are most likely to become the national central cities of service industry, which can provide comprehensive services or specialized functions.
