Poverty alleviation by Helping the Disabled in Impoverished Mountainous Areas of Western China:Taking Luquan Yi and Miao Autonomous County in Yunnan Province as an Example

Disabled people are the poorest in the rural poor with the biggest difficulty in getting rid of poverty and the highest rate of returning to poverty.They are one of the key groups in rural poverty alleviation work.This is the key and difficult point of winning the fight against poverty.Luquan County is a national poverty-stricken county with a large number of disabled people.Since the implementation of the fight against poverty in 2016,the county has introduced a series of policies and measures to help the disabled to get rid of poverty from housing,medical care,schooling for children of the disabled and income increase,and good results have been achieved in poverty alleviation,making important contributions to the poverty alleviation of the county.Based on field research and interviews,this paper analyzes and condenses the specific practices,main results and successful experience of the poverty alleviation model in Luquan County,Yunnan Province to provide necessary reference for the targeted poverty alleviation by helping the disabled in Yunnan Province and other provinces.

The employment problem of graduates has become a common problem faced by colleges and universities in the era of postpopularization of higher education. There are many factors that make it difficult for graduates to find jobs, such as the huge number of employees, the quality of graduates, the development of real economy, and the concept of graduates'choosing jobs, but the fundamental reason is the imbalance between supply and demand of talents. It is an important way for colleges and universities to promote full employment of graduates by establishing a feedback mechanism to track the employment of graduates, grasping the changes of poor talents and adjusting the process of talent training accordingly. And through entrepreneurship and employment to improve poverty, to achieve the goal of precise poverty alleviation.

The integration of party construction and poverty alleviation and development is an important form of achieving poverty alleviation in China. Based on the actual case of the integration of the party branch construction of the Institute of Targeted Poverty alleviation and Development of Yunnan University of Finance and Economics and the construction of a third-party evaluation team for targeted poverty alleviation,this paper elaborated the practical significance and integration path design of the grassroots party construction and targeted poverty alleviation thirdparty evaluation team construction in colleges and universities. Besides,it analyzed the typical case of the party branch in the process of building the party branch of the ' double leader' teachers in the national colleges and universities,and vigorously implementing the development of the party branch construction and the third-party evaluation team for targeted poverty alleviation,and promoting double integration and double promotion. Finally,it came up with recommendations for further strengthening the development of the party branch construction and the thirdparty evaluation team for targeted poverty alleviation( including strengthening the party construction responsibility,promoting the solid foundation,promoting deep integration,strengthening mutual promotion,gathering poverty alleviation talents,and strengthen intellectual support),so as to form a new model of poverty alleviation through party construction and practicing the lofty purpose of serving the poor household wholeheartedly,and provide a useful reference for the grassroots party construction in China to promote poverty alleviation.

On July 31,2019,Voices from the Frontline:China’s War on Poverty,a documentary about China’s poverty alleviation campaign,debuted on U.S.television.The production follows the inside story of China’s race to eradicate all poverty by the end of 2020 through five cases.The host and writer of the documentary,Dr.Robert Lawrence Kuhn,a renowned China expert and recipient of the China Reform Friendship Medal,visited poor households in Guizhou,Gansu,Shanxi,Sichuan and Hainan provinces and the Xinjiang Uygur Autonomous Region.He interviewed government officials at the central,provincial,city,county,township,and village levels and recorded considerable first-hand information about poverty alleviation programs.

The promotion of precise poverty alleviation in poverty-stricken areas will inevitably lead to changes in local folk customs.The economic development may bring about greater development of folk customs,and may also lead to qualitative changes in folk customs.This paper mainly introduced the impact of the precise poverty alleviation on the folk customs.Based on the analysis,it came up with pertinent control measures,to better combine the folk customs with precise poverty alleviation measures,to promote common development of economy and culture in poverty stricken areas.

In order to explore the differences of projects on linking newly-added cropland quotas with the amount of land used for construction in targeted poverty alleviation in different rural areas,this paper selects the social,economic,cultural and ecological evaluation indexes,and introduces the AHP method,to measure the benefits before and after the implementation of the four typical projects on linking newly-added cropland quotas with the amount of land used for construction in Xinjiang. The results show that after the implementation of the project,the social,economic,cultural,ecological and comprehensive benefits of each region have been improved,but the benefits of regions with different economic levels are significantly different. This paper holds that the projects on linking newly-added cropland quotas with the amount of land used for construction in different regions should be considered from the ultimate goal before the establishment and implementation of the project,so as to realize the win-win situation between the urban-rural requisition-compensation balance and the targeted poverty alleviation in rural areas.

Songpan County is a poverty-stricken county in the four provinces of China,one of the concentrated areas in China. This paper analyzes the effectiveness of land consolidation in Songpan County to promote poverty alleviation and development through specific cases. The results show that land remediation has improved agricultural production conditions,promoted agricultural efficiency,increased farmers' income,improved rural living conditions,promoted the development of urban and rural integration,improved the ecological environment,solved the problem that restricts the survival and development of poverty-stricken areas,enhanced the ability of farmers to develop themselves,raised the level of civilization in rural areas,and promoted poverty alleviation and development. The poverty alleviation and development has provided certain financial support for land remediation. It has promoted land remediation,and pointed out key directions for land remediation. It has an indirect promotion effect on land remediation.

The introduction of third-party evaluation system and the implementation of third-party evaluation system in poverty alleviation is a major innovation in the targeted poverty alleviation work in China.In order to improve the third-party evaluation mechanism,further improve the efficiency of third-party evaluation,and enhance the effectiveness of targeted poverty alleviation,this paper analyzes and summarizes the main problems existing in the current third-party evaluation practice.In view of the related problems,this paper puts forward the corresponding policy recommendations,which are believed to play a positive role in further promoting the development and improvement of the third-party evaluation of getting rid of poverty.

As a good mode of getting rid of poverty,poverty alleviation through tourism can transform the advantages of local resources into industrial advantages,mobilize the local economic vitality,and effectively improve the income of farmers.Through the investigation and study of rural poverty alleviation through tourism in Enshi Prefecture,Hubei Province,this paper analyzes the model of poverty alleviation through tourism formed in Enshi Prefecture,and puts forward the corresponding recommendations according to the problems encountered in the process of poverty alleviation through tourism.
