The human rights cause in the world still faces structural challenges and crises, the factor of which including scarcity of living material resources, global environmental crisis and global terrorism. However, the existing global governance model and governance pattern have made it difficult to deal effectively with the above structural challenges and crises facing the development of human rights in the world. Therefore, it’s necessary to advance and modernize global governance. In order to realize these ends, the Chinese government presents the ideal of a community with a shared future for human beings as the modernization of global governance and the Belt and Road Initiative as the proper project for this process of modernization. It calls on all countries to work hand in hand and work together to build a community with a shared future for mankind so as to realize the modernization of global governance and hence the comprehensive development of human beings.

The UN Charter first of all affirmed the basic concept of international protection of human rights and opened up a broad space for international protection of human rights. The Universal Declaration of human Rights is an important document in the development of the international human rights cause. It established a set of international standards for basic human rights, represents the world’s most important consensus on human rights, and contributes greatly to the creation of an international human rights legal system. The important theory put forward by President Xi Jinping to build a community with a shared future for human beings, as a Chinese program for today s global major issues, also outlines a new blueprint for national human rights protection and will play a major role in promoting the development of China’s human rights and international human rights protection.

Since the founding of the People’s Republic of China70 years ago,the human rights discourse of the Communist Party of China has been constantly *** the early years of the founding of the People’s Republic of China,the CPC spontaneously formed a collective discourse on human rights with the right to subsistence and self-determination as its core;in the 1980 s,in the process of reflection and refutation,the CPC paid more attention to individual rights,and gradually increased the sense of a human rights discourse with Chinese characteristics;since the 1990s,the CPC has combined the specific national conditions and the international environment to form a human rights *** system of human rights discourse has been constructed in terms of the order of priority of human rights protection,path of human rights development,relationship between human rights and sovereignty,and development of the world human rights *** the 18th National Congress of the CPC,the CPC has put forward the idea that"living a happy life is the primary human right"at home and the idea of building a community with a shared future for human beings for the world,and the discourse system of human rights with Chinese characteristics has gradually been *** independent variable of the change of human rights discourse of the CPC is the specific national conditions at different stages and the recognition of national identity formed on this *** other variable is the international environment and external relations that China is facing.

China-Africa cooperation has a long history and a solid foundation of mutual *** the launch of the Forum on China-Africa Cooperation(FOCAC)in 2000,China and African countries have conducted more comprehensive and institutionalized cooperation,and achieved a series of achievements which have attracted the attention of the international *** the perspective of human rights protection,China-Africa cooperation is mainly concentrated in five areas,namely:poverty alleviation,medical and health,the ecological environment,conflict management,education and cultural *** on the practices in each of these fields,it can be summarized that there are five mechanisms,i.e.,the approach mechanism,material support mechanism,capacitybuilding mechanism,system optimization mechanism,and mechanism for breakthroughs on key *** main areas and mechanism of China-Africa cooperation is a potential network structure and has become a powerful impetus to promote the joint building of a community of shared future between China and Africa.

The symposium on the "Progress of human Rights Development in the New Era in China" was jointly hosted by the China Society for human Rights Studies and the Publicity Department of the Guangdong Provincial Central Committee of the Communist Party of China and organized by Guangzhou University Institute for human Rights in Guangzhou on 19 December 2017. Scholars and experts from more than 20 universities and institutes, as well as delegates from over 10 ministries and commissions under the State Council participated in the symposium. The symposium explored four themes: "human Rights Connotations in Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era", "The Progress of human Rights Development in China after the 18 th National Congress of the CPC", "The Prospective of human Rights Development in the New Era in China", as well as "Building a community with a shared future for human beings and the Progress of the human Rights Development of the World". This Paper is a record of the important opinions articulated during the Symposium.

Under the background of the fact that human rights protection has become an important part of the socialist construction with Chinese characteristics in the new era, and with the international background of the strengthened trend of mainstreaming of human rights, Xi Jinping’s series of speeches and the 19 th CPC national Congress reports comprehensively explained the construction of human rights in China and the development of the international human rights. The important discourse on human rights by General Secretary Xi Jinping is people-centered: people’s yearning for a better life is our goal and reveals the source of human rights. Chinese dream is a dream of the country, of the nation, and of everyone in China. The close integration of individual and collective human rights points out that the state and people are important parts of collective human rights and it is an effective response to the "human rights over sovereignty" of Western countries. That there are not the best human rights, but the better ones; fighting for human rights is not always done, but always doing scientifically reveals the operational form of human rights. The right of survival and development is the primary human right; to attach importance to the right of peace conforms to the reality of our country and it has the support of the vast number of developing countries. Building a community with a shared future for human beings is a new vision for the development of the international human rights. only when the perfection and implementation of Constitution and law are paid attention to, and the democratization and legalization of the international human rights cause are promoted, can the guarantee be provided for the realization of human rights.
