The Local Process of Governance in Integrated water resource Management： An Example of the Wadi El K^bir watershed （Northeast of Algeria）

Alternatives to the sectoral and public policies and regulations of environmental and water resources＇ protection, and the experiments of integrated management have been rapidly multiplied since the year 1990. water constitutes a principal stake of these environmental policies in the majority of the countries and especially in the countries of North Africa as Algeria, where this resource is threatened by repeated dryness and by the impact of the climate change. The integrated water resource management reflects today the world tendency of the governments to exploit and preserve this resource by a way based on a process of governance, which passes by the dialog of diversified actors （various sectors）. According to this policy and to the promulgation of the Algerian National Report on State effective implementation and coordination mechanisms are required. How this principle of integrated water management will be executed with various scenarios in Algeria and what are the main difficulties that can be met？ Or, more exactly, what are the variables that can influence the operation of the local water process governorship？ This analysis will be carried out through the example of the Wadi El K6bir watershed located in the northeast of Algeria, which is real natural area of water supply that feeds the communities, the natural and artificial basins, and preserves the perenniality of the existing natural ecosystems especially the one of the natural park classified by the United Nations Educational Scientific and Cultural Organization （U.N.E.S.C.O） in 1989 as the inheritance of humanity and six other sites classified according to the Ramsar convention as wetlands of international importance to be preserved.

Sustainable utilization state of water resource in Binzhou City was studied by ecological footprint. Results showed that the per capita eco- logical footprints of living water, producing water and ecological water were respectively 0.071, 1. 105 and 0.032 hm^2/person. The total per capita ecological footprint was 1.208 hm^2/person, and the total per capita ecological carrying capacity was 1.357 hm^2/person. The per capita ecological surplus of water resource was 0.149 8 hm^2/person. It illustrated that the development and utilization of water resource in Binzhou City were overall sustainable.

A regional multiple objective water resource and economic optimization model was developed using a quantitative method of systematic analysis. Input to the model includes indexes of economic structure and development, water resource utilization, wastewater and pollutant discharge, and investment in wastewater treatment. The model, which consists of production structure and industrial structure optimization modules, was applied to the Guanzhong region in the middle reaches of the Huanghe (Yellow) River basin in China. By evaluating several alternative production and industrialization schemes, the modal indicate that water pollution will get worsen though wastewater treatment improves if the economy continues to develop at the planned speed without structural adjustment. However, the results also show that not only economic goals but also water resource protection and pollution control targets can be achieved under an alternative, recommended production and industrial structure. This example illustrates that economic development and environmental protection can be improved coordinately by the regional multiple objective water resource and economic optimization model. It provides an operable approach to the simultaneous sustained development of water resources and economic growth.

The affect and importance of the Lichens in the Arid zone conservation and protection of water resource

＜正＞To those managers of Eco-Industrial Parks（EIPs）, it is always puzzled that the problem of proper distribute the supply of water resource, many kinds of methods are being searched. In this paper, we take each enterprise of EIPs as a node of Artificial Neural Network（ ANN）, the supply weight of water resource distribution and the transform factors from subject of enterprise to the final target of EIPs as a connect weight of ANN. As a series of iterative learning process, it will be built up that a water resource distribute mode which is most profit to whole EIPs, by an improved ANN algorithm we can get our object in comparative efficient way, at end of the article, an example is computed by designed program and some analysis are given out for the result.

Lichens not onlyrein force the intensity and depth of the weathering of rocks and formation,accelerate of the mineral weatheringmaking and accumulating the organic compound. at the same time lichens have strongly water protection abili-ties and inestimable role in the prevent soil erosion. In this paper we were according to on-the-spot investigationand analysis of the laboratory from 1985 to now on the middle and west of the Mt. Tianshan and Mt. Altaykanas where mainly probe into the significance of the protection water and conservation water resources of theArid zone. This research works will be provide scientific basis and reference of the government for put into effect＜＜The strategy of the development northwest area＞, improving environment of the mountain region. majorconstruction oasis ecotope and make great efforts for protection desert ecotope.

Climate change has become a major global concern and threatens the security of natural environmental resources, including groundwater, especially for Cambodia. In this study, literature reviews related to climate change and groundwater resources in Cambodia were evaluated to address the impact of climate change on the groundwater environment. In Cambodia, global climate change will likely affect available water resources by driving changes in the groundwater recharge and usage pattern. Despite a general increase in the mean annual rainfall, a reduction in rainfall is anticipated during the dry season, which could lead to shortages of fresh water during the dry season. The impact of climate change on water resource environments can significantly affect national economic development. Thus, strategic management plansfor groundwater in response to climate change should be established to ensure the security of water resources in Cambodia.

The national economy of Lao PDR is highly dependent on water resources. Consequently, the sustainable management of groundwater and successful adaptations to future climate change are major concerns. Climate projections for Lao PDR predict increased rainfall and hot weather, with more intense rainfall events and more frequent and severe droughts and floods. Under climate change, reductions in the amount and quality of groundwater are two critical problems. Reductions of the groundwater level will restrict the access of local people to groundwater resources, thereby posing a threat to food security and livelihoods. Lao PDR suffers from a limited number of human resources with the requisite skills to perform groundwater investigations and provide sustainable management. For the successful implementation of groundwater management plans, limitations associated with funding and technology should be resolved via support from the government and international cooperation. Advanced action plans for capacity building and training courses should be established to strengthen administrative and individual capacities. Technical measures, such as groundwater monitoring, aquifer characterizations, and water treatment systems, should be implemented to manage future climate change and water resource security.

water resources play an important role in supporting the economic and social development of China. The impact of climate change on water resources has become a bottleneck in this process, especially for major projects, with surface water and groundwater systems experiencing considerable impacts. The annual natural recharge of fresh groundwater is 8 840×10~8 m^3, which accounts for approximately 31% of the water resources. Groundwater is the most significant water source for many cities and energy bases, and it is also the main source acting as a buffer against extreme climate events caused by climate change. However, most of the groundwater in China buried deeply and unevenly, which increases the difficulty of investigating and exploiting this *** paper illustrates the general conditions of China water resources and hydrogeological hazards, such as karst sinkholes, surface subsidence, and soil salinization, caused by climate change, El Nino, La Nina, other climate events and human activities and presents the regulatory measures enacted to mitigate these issues in *** China Geological Survey(CGS) has organized professional teams to investigate and evaluate groundwater resources and the environment since 1999. Based on these investigations, the total quantity, expected exploitable quantity and current exploited quantity of groundwater in whole China have been evaluated. In addition, an evaluation of the groundwater pollution caused by climate change throughout China and key areas has been conducted. At present, the CGS is conducting national groundwater monitoring projects and establishing regional engineering and technical measures for water resource exploitation and utilization.

Based on the theory of complex adaptive system(CAS),the optimal allocation model of water resources in sewage irrigation areas was established,which provided new ideas and application value for the rational utilization of agricultural production and waste water *** results demonstrated that the difference of crop energy capture mainly depended on the development *** water with a certain concentration was able to promote crop growth,while excessive concentration inhibited crop *** correlation between water absorption rate and leaf area index was close(R=0.9498,p<0.01).The amount of bad seeds increased at a speed of 34.7·d^-1,when system irrigated randomly in the seedling stage,while it tended to remain stable at a speed of 0.3·d^-1 after plants entering the mature stage which impacted the total yields of crops.
