With the implementation of economic reform and open policy, China has expanded her foreign trade, utilized a lot of foreign investment, and thethere its economy has been increasingly integrated into world economy. Because the coastal region is different in the level of socio-economic development, location and accessibility from inland region, the former has got more opporturuties of development. In the coastal region, the ekisting urban clusters are spreading and new ones are appearing. However, a large floating population, traffic jam, sprawl spread in urban land use and environmental pollution have become serious problems in coastal cities.

In the era of agricultural civilization, the city size and layout adapted to nature and natural productivity; while in the era of industrial civilization, the constraints of natural productivity were broken by technological means, and the increasing returns to scale have enabled the urban population size to exceed 10 million and the urban population density to exceed 10,000people/km;. Under the paradigm of industrial civilization, the spatial agglomeration of resources is driven by economic rationality. Besides, China’s urban hierarchy has become a barrier and further strengthened the polarization trend of city size, resulting in an urban system in which the cities at higher administrative levels concentrate a lot of resources while suffering from prominent urban diseases, small-and medium-sized cities lack development vitality, and urban and rural areas are separated from each other. The historical experience that the flow of resource factors between urban and rural areas facilitates a relatively balanced spatial distribution of quality resources is worth learning. Under the paradigm of ecological civilization, it is important to harmonize humans with nature in the transformation and reconstruction by pursuing nature-based solutions, and build a low-carbon, resilient, and coordinated urban system.

The cooperation among cities to promote scientific and technological(sci-tech) innovation is of practical significance to regional coordinated development. Therefore, it is necessary to explore the features of sci-tech cooperation and innovation network in China’s urban system. Based on the recognition that high-level scientific papers are important achievements of sci-tech innovation, the author investigates the status quo of the cooperation on high-level scientific papers among cities,establishes a matrix on sci-tech innovation network in China’s urban system and analyzes its structural features and evolutionary trend during 2000–2010. The results show that: urban sci-tech innovation network is developing rapidly, but the development level remains low; network dominant city pairs are distributed across regions; network connection keys, concentrating in the eastern cities, present clear regional differences in distribution; the structure of network dominant cities is relatively stable, but the first network node city(Beijing) is underdeveloped; cohesive subgroups start to develop, but neither the national nor the regional high-level cohesive subgroups are fully developed; the largest subgroup consists of only 25 cities; and none of the three major urban agglomerations(Beijing–Tianjin–Hebei, Yangtze River Delta, and Pearl River Delta urban agglomerations) forms a complete cohesive subgroup.

Economy is a major force in determining the hierarchy of urban system. As regional economy globalizes, urban systems in many countries are making their transition from the scale-based hierarchy to the networked system, while that in China still maintains an administrative stratification. The paper discussed the triumph of Baigou Town in the East Baoding Sub-center Campaign. It significantly shattered the administrative hierarchy of the urban system in China, which owes largely to the new type of economical development, i.e. government-led fixed assets investment and real estate development, as demonstrated in the urban expansion. Under the pattern of "territory" logic, spatial planning not only lost efficacy, but also stimulated bottom-up over development in local areas. The paper recommended foreign action- and collaboration-oriented urban planning theories, and that the absolute top-down spatial blueprint planning must be abandoned, and a harmonious synergy of planning roles, work content and methodology be facilitated.

Spatial difference features and organization optimization of cities and towns in Tarim River Basin

This paper analyzes the urban spatial structure of Tarim River Basin from the perspectives of urbanization, urban density, grading scales and spatial evolution patterns, using geographical theories and methods, such as fractal theory, principle component analysis, urbanization imbalance index, urban scale imbalance indicator, and urban spatial interaction. The results show that the urban spatial structure displays balanced distribution in the overall pattern, while an imbalanced distribution in each region. The development of town pattern tends to be gathering to the central towns in the oasis of Tarim River Basin and a development axis has begun to form along the southern Xinjiang railway. Based on the division of urban hinterland, and the development characteristics of oasis economy, this paper puts forward an urban spatial organization model. This model uses 'breakpoint model' and divides Tarim River Basin into five urban clusters: Korla urban cluster, Kuqa urban cluster, Aksu urban cluster, Kashgar urban cluster and Hotan urban cluster. As a conclusion, this article puts forward an overall framework of urban spatial organization in Tarim River Basin: 'one axis, double core, and five groups'.

With urbanization and population migration,some Chinese cities fall into decline whereas others prosper.Using nighttime light data,we redefine the city based on economic function and evaluate the city size distribution in representative countries.The results provide evidence not only for Zipfs law,but also for a distortion in China s current city size distribution.This study proposes a feasible method to predict urban population distribution based on the role of geographical factors in regional development,following the idea of spatial equilibrium.This prediction suggests that the divergence of city size in China tends to be pronounced,with inter-regional income disparity being narrowed and the city size distribution following Zipfs law.The Chinese government should further relax restrictions on population inflow into large cities and prepare for more migration in the future.

China has witnessed unprecedented urbanization over the past decades. The rapid expansion of urban population has been dominantly contributed by the floating population from rural areas, of which the spatiotemporal patterns, driving forces, and multidimensional effects are scrutinized and evaluated in this study by using the latest national censuses conducted in 2000 and 2010. Analysis based on the county-level data comes to conclusions as follows. The spatial pattern of floating population has remained stable over the first decade of the new century. The top 1% cities with the largest floating population received 45.5% of all migrants in China. As the rapid development of mega-city regions, the coastal concentration areas of floating population tended to geographically united as a whole, whereas the spatial distribution of migrants within each region varied significantly. The migrant concentration area in the Yangtze River Delta was the largest and its expansion was also the most salient. However, the floating population has growingly moved into provincial capitals and other big cities in the inland regions and its gravity center has moved northward for around 110 km during the study period. The spatial pattern of floating population has been formed jointly by the state and market forces in transitional China and the impacts of state forces have been surpassed by those of market forces in the country as a whole. The attractiveness of coastal cities and counties to the floating population comes mainly from the nonagricultural employment opportunities and public services, reflecting that long-distance and long-term migrants have moved coastward not only to gain employment but also to enjoy city life. By contrast, in the central and western regions, places with a higher economic development level and at a higher administrative level are more attractive to floating populations, demonstrating that the state remains to play an important role in allocating economic resources and promoting regional development in inland

Resistance to unexpected disasters and rapid post-disaster recovery(i.e.,disaster resilience)of cities are extremely necessary owing to the concentrated risk of urbanization.Resilience quantification can adequately reflect the capacity of a city to withstand disasters.Many existing studies have focused on and proposed several frameworks on the quantitative measures of disaster resilience,and the corresponding research objects include different types of disasters(e.g.,earthquake,hurricane,flood,and fire),various domains(e.g.,engineering,social,and economic),and multiple levels(e.g.,city,community,and building).Among these research objects,studies on seismic resilience in civil engineering are relatively comprehensive.Specifically,studies on resilience in civil engineering have paid significant attention to the dynamics of engineering facilities and the engineering-related social and economic functions,including city-scale engineering,social,and economic functionalities,and essential functionalities of building,transportation,lifeline,and nonphysical subsystems of a city.Consequently,based on the review of resilience studies carried out in recent years,the framework and specifications for the quantification of disaster resilience of civil engineering systems subjected to earthquakes and other unexpected disasters are elaborated.Methods of disaster resilience assessment of cities and the corresponding subsystems are discussed.Furthermore,several case studies are reviewed,and resilience limit-state analyses of communities and buildings are performed.
