The New Silk Roads between Asia’s largest economies and regions,like the Persian Gulf,which has until now been militarily dominated by the us,have been accompanied by the consolidation of supranational entities like the Shanghai Cooperation Organization(SCO).With members including China,Russia,India,and Pakistan,some Gulf States are now also interested in *** article raises the question of whether the SCO,in light of its members’growing relevance to the Gulf region,carries the strategic potential to replace the American stability-andcommerce-enabling security umbrella *** answers demonstrate that intra-Asian cooperation in the Gulf is to an extent hostage to a greater intra-Asian rivalry which would likely be perpetuated by the power vacuum following a possible us *** SCO’s greatest strategic value for Gulf politics lies in its mediation *** stands a higher chance of success if the us military remains present and fosters a spirit of cooperation between itself and the SCO in the Gulf.

The change in Egypt is a result of three factors:the autocratic rule of the Mubarak regime being challenged by globalization;the imbalance between economic growth and social development which created severe unemployment and poverty problems,worsened by imported inflation resulting from the global financial crisis;and,the pro-us and pro-Israel foreign policy pursued by the Mubarak regime which caused resentment among the Egyptian people and stimulated *** realize the socioeconomic development,establish a comprehensive development model,and create a stable and sustainable political structure will be formidable tasks for Egyptians in the post-Mubarak ***,change will be a long-run *** would implement a more independent and neutral foreign policy,and will form with some other countries like Turkey a third group,i.e.a group in the middle.A new strategic structure in the middle east would emerge through the change,with pro-us group,anti-us group,and a group in the middle as three main groups,based on competition between the Iranian model and the Turkish model,and us hegemonic power in the region would be weakened correspondingly.

Since the end of the Gulf War in 1991,the us military bases in the GCC states have evolved functionally from the dual containment of Iran and Iraq to the consolidation of its predominance in the Gulf *** the 9/11 terrorist attacks,the us readjustment of its military bases in the GCC states features two ***,the task of the bases has transformed from fighting the Iraq War to the more complex and enduring tasks of maintaining the Gulf security,countering terrorists and containing ***,the major military base deployment has shifted from Saudi Arabia to Qatar,Bahrain and other GCC states,so a multi-faceted security mechanism under the us leadership has taken shape,which has overshadowed the Iranian-proposed collective security *** Obama’s presidency,the deployment of the us military bases in the GCC states has revealed five new and distinct features,*** bases are extending geographically,diminishing in size,increasingly approaching the potential enemies,strong in mobility and being gradually interlinked with other bases in Central Asia,Turkey and Djibouti.

冷战结束后，以色列维持了在中东政治和阿以和平进程中的强势地位，这种地位是冷战后美国在中东独霸地位的单极格局所决定的。全球金融危机的蔓延与伊拉克和阿富汗问题久拖不决消耗了美国霸权赖以生存的硬实力与软实力，奥巴马政府不得不调整政策，转而在阿以之间寻求更加平衡的中东政策，以色列自“9·11”以来的战略优势期恐将终结。随着中东格局由美国单极独霸格局向美、欧、俄、中、印以及伊朗、以色列、沙特、埃及、土耳其等地区大国构成的多元权力格局的演化，政治优势开始向阿拉伯—伊斯兰世界倾斜。在此背景下，以色列、巴勒斯坦和其他阿拉伯国家需转换安全观念，争取在联合国决议的基础上以更加积极的姿态参与阿以和平进程，实现中东持久和平。

从历史上看，美国的兴起在一定意义上是基于其特殊的地缘战略地位。小布什时期，美国的大战略主要是辨认地缘政治的断层线，找出潜在的全球性对手和可能导致重大对抗发生的地点和方式，并且寻求以何种全球性战略安排来应对。同时，小布什时代的安全观念所衍生的全新内涵促发了美国大战略的一再整合，新的国家安全战略直接反映了美国新保守主义关于冷战后世界秩序的帝国统治理念。在美国大战略中，“选择性介入”，既是一个组成部分，也是一大特点。作为“选择性介入”重点的中东地区，小布什政府奉行的是一种既沿承又重塑的双重原则。
