Baltic Exchange Dirty tanker Index (BDTI) is an important assessment index in world dirty tanker shipping industry. Actors in the industry sector can gain numerous benefits from accurate forecasting of the BDTI. However, limitations exist in traditional stochastic and econometric explanation modeling techniques used in freight rate forecasting. At the same time research in shipping index forecasting e.g. BDTI applying artificial intelligent techniques is scarce. This analyses the possibilities to forecast the BDTI by applying Wavelet Neural Networks (WNN). Firstly, the characteristics of traditional and artificial intelligent forecasting techniques are discussed and rationales for choosing WNN are explained. Secondly, the components and features of BDTI will be explicated. After that, the authors delve the determinants and influencing factors behind fluctuations of the BDTI in order to set inputs for WNN forecasting model. The paper examines non-linearity and non-stationary features of the BDTI and elaborates WNN model building procedures. Finally, the comparison of forecasting performance between WNN and ARIMA time series models show that WNN has better forecasting accuracy than traditionally used modeling techniques.

A significant amount of world trade has been carried out by maritime transportation. In 2016, world maritime trade volume increased by 2% and reached 10.3 billion tons, 55,057 global ton-miles. There has been a significant increase in quantity and tonnage of tankers, with the requirement for well qualified and experienced personnel in the maritime industry. Therefore, employment has become a serious problem. Major Oil Companies (MOCs), port states, classification societies, and flag states have increased the number of inspections on tankers due to safety concerns. tanker inspections are becoming more difficult and inefficient due to intensive cargo operations. Inefficient, subjective or substandard inspections/evaluations are usually leading to incorrect decisions, and causing an unfair market. In addition, corrective actions cannot be carried out properly, and decision making authorities cannot give the best decisions about vessels and their operator companies due to lack of scientific methods. In this study, details are identified such as finding the root causes, identifying the risks, understanding the possible consequences, and determining the working areas during the ship crews’, operators’, auditors’ and charterers’ working and ship selection periods. Pairwise comparisons were carried out by means of surveys on ship masters (captains), chief officers, deck officers, and superintendents. Five criteria—Crew, Equipment, Company, Structure, and ISM (International Safety Management) were weighted using Analytical Hierarchy Process (AHP). Finally, Bridge Safety Support System (BSSS) was developed according to criteria weights. In this way, best choices can be offered to ship charterers about which ship is better for a company’s interests. And, carrying out bridge inspections and corrective actions will be more reliable and effective for maritime transportation. Statistical data and vessel improvements will be obtained in BSSS. Technology evolution has been a driving factor in the oil tanker industry. The technology breakthroughs and historical data served as the main factor of evo-lution in the industry. Nowadays the oil tankers have been modified and opti-mized according to the requirements of the cargo and the area in which they are supposed to operate. This paper reviews some technological developments in the tanker industry and driving factors behind them. The issues of environmental pollution, failure prediction, and efficient operations are also discussed in mathematical terms.

Marine accidents have caused immense casualties on various parties in shipping and shipbuilding industries, including financial and structural losses. This situation makes ship accident becomes a critical subject in naval architecture and marine structures, as it needs continuous assessment and investigation to broaden insight and data of collision and grounding phenomena. The paper aims to investigate structural conditions of a ship arranged by double hull system under accidental scenario, namely ship grounding. Fundamental concept of structure-rock interaction in poweredhard grounding is adopted to design impact configuration for calculation using finite element(FE)simulation. Involved entities are defined as the structure represented by tanker vessel, and oceanic rock is deployed as the indenter in analysis. Calculation results indicate that the crashworthiness capability of structural part strengthened by longitudinal girder is higher than other selected locations on the structures against rock penetration. Localized flooding of storage oil may occur during raking damage is formed on structural part between two girders.

The Dynamics of Domestic Water Vending in Enugu North L.G.A of Enugu State, Nigeria

The present investigation provides a case study of water vending in Enugu North Local Government Area, Enugu State of South Eastern Nigeria. Questionnaire copies were randomly distributed in the study area to 200 households. Data obtained from the field were analyzed using descriptive statistics and chi-square test. The analysis revealed that almost all the residents of Enugu North L.G.A. obtain their water from independent water vending systems which are operated by the private sector. tanker truck, distributing and small retail water vendors all operate in the study area. There are an estimated number of 250 tanker truck drivers serving Enugu North L.G.A. Approximately 35 tanker trucks serve Hill- top/Udi siding ward, while there are a total of 52 retail vendors in Onuasata ward. Majority of the respondents are low income earners who spend within the ranges of NGN500 ($3.33) and NGN1500 ($10) a month on water on the average. 50.0 percent of these respondents opined that vended water was expensive. Of the respondents, 49.4 percent consumed 91 - 100 litres per capita per day, which is less than the 120 litres per capita per day recommended by the Federal Re- public of Nigeria’s National water supply and sanitation policy document of 2000. This deficit can be attributed to the cost of vended water. From the chi-square test, there is significant difference in the unit cost of water sold by vendors in the various wards in Enugu North L.G.A. In the absence of regular water provision through pipe-connections from the public utility, water vending should be supported but regulated. Meeting the water and sanitation target and optimizing water resources for the Millennium Development Goals (MDGs) by 2015 will require a dramatic scaling up of joint efforts by the state government and the people in ensuring that vendors provide safe water at a low cost.

A Modified Quasi-Static Method for CALM System Analysis

The quasi-static analysis method introduced by API RP 2P is well known and accepted as a very useful mooring analysis method. In the early design stage, this method is widely used for preliminary analysis and mooring parameter selection. However, the quasi-static method of API RP 2P is developed for single-floating-body condition, i. e., only one floating body is considered in the computation procedure. Difficulties arise when it is used for the analysis of a CALM system, which is comprised of two floating bodies (tanker and buoy). This paper presents an analysis procedure for a two-floating-body system based on the quasi-static procedure of API RP 2P with some modifications reflecting special characteristics of the CALM system. Finally, the analysis results of a CALM system are given to illustrate the use of this procedure.
