In the 21 stcentury,countries in the world scramble to develop marine industry,and the sea is key to the improvement of core competence of a country. With the development of marine science and technology and marine industry,the construction of marine culture has been paid more attention to gradually at present. In China which has rich marine resources and long marine history and culture,marine cultural industry has been started late,but it has a vast development prospect. Along with the rapid development of marine cultural industry,shortage of Talent in the industry has become increasingly serious and has become one of key factors limiting the development of the industry. In this study,based on the introduction of related concepts,problems of Talent training in China's marine cultural industry were analyzed,and Talent training mechanisms of marine cultural industry were proposed.

Based on the present situation of Talent training in marine cultural industry,the collaborative innovation mechanism of governments,enterprises,colleges,scientific institutions and users was used to construct the mode of Talent training in marine cultural industry. It is needed to give full play to the active roles of governments,enterprises,colleges,scientific institutions and users in the training of marine cultural Talents,develop training mode of innovative scientific and technological Talents,speed up the construction of collaborative innovation ability of marine cultural Talents,and improve the efficiency of Talent training.

In this paper, we conduct research on the effectively building patterns of Talent incentive and cultural atmosphere for modern enterprise management. Targeted incentive direction refers to the motivation, namely, to what kind of content to implement incentive. It has signifi cant effect on incentive effect. According to American psychologist Maslow’s hierarchy of needs theory, people’s behavior motives originated in fi ve kinds of need, namely: the physiological needs, security needs, belonging needs, respect for the needs and the self-actualization needs. People need not set in stone, which is a developing process from low to high, but the process is not a cascade of discontinuous jumping, but a continuous, the evolution of wave. Under this general basis, we propose the cultural atmosphere for modern enterprise management that is novel and innovative.

Under the background of industrial 4.0, due to the emergence of intelligent factory, end-to-end digital network can better service to create intelligent products, procedures and process, and able to manage complex things, and manufacture products more effi ciently. In industrial 4.0 era, people and technology constant interaction becomes possible. People will be the variable instead of constant in the production process. Each producer is likely to provide creative contributions to the fi nal shape of the individualized product, instead of changing mechanically a few innovators design into product. Therefore, exploring the industrial background of applied Talents training mode, cultivating real Talents to meet the needs of the intelligent technology become the priority of the development of advanced manufacturing technology under the background of industrial 4.0.
