Free vibration of functionally graded (FG) annular sector plates embedded with two piezoelectric layers is studied with a generalized differential quadrature (GDQ) method. Based on the first-order shear deformation (FSD) plate theory and Hamilton’s principle with parameters satisfying Maxwell’s electrostatics equation in the piezoelectric layers, governing equations of motion are developed. Both open and closed circuit (shortly connected) boundary conditions on the piezoelectric surfaces, which are respective conditions for sensors and actuators, are accounted for. It is observed that the open circuit condition gives higher natural frequencies than a shortly connected condition. For the simulation of the potential electric function in piezoelectric layers, a sinusoidal function in the transverse direction is considered. It is assumed that properties of the FG material (FGM) change continuously through the thickness according to a power distribution law. The fast rate convergence and accuracy of the GDQ method with a small number of grid points are demonstrated through some numerical examples. With various combinations of free, clamped, and simply supported boundary conditions, the effects of the thicknesses of piezoelectric layers and host plate, power law index of FGMs, and plate geometrical parameters (e.g., angle and radii of annular sector) on the in-plane and out-of-plane nat-ural frequencies for different FG and piezoelectric materials are also studied. Results can be used to predict the behaviors of FG and piezoelectric materials in mechanical systems.

The study constructs a low-carbon path analysis model of China's power sector based on TIMES model and presents a comparative analysis of carbon emissions under Reference,Low-Carbon and Enhanced Low-Carbon scenarios,and the main difference of the three scenarios is manifested by policy selection and policy strength.The conclusions are drawn as follows:(1)The peak of carbon emission in China's power sector will range from 4.0 GtCO2 to 4.8 GtCO2,which implies an increment of 0.5e1.3 billion or 14%e35%from the 2015 levels.(2)Introducing carbon price is an effective way to inhibit coal power and promote non-fossil fuels and Carbon Capture,Utilization and Storage applications(CCUS).The carbon emission reduction effects will gradually increase with carbon price.When the carbon price attains to CN￥150 t1CO2,the CO2 emission can decrease by 36%than that without carbon price.(3)CCUS is one of important contributing factor to reduce CO2 emission in power sector.Generally speaking,the development of non-fossil fuels and energy efficiency improvement are two main drivers for carbon mitigation,but once the carbon price reaches up to CN￥106 t 1CO2,the CCUS will be required to equip with thermal power units and its contribution on carbon emission reduction will remarkably increase.When carbon price increases to CN￥150 t1CO2 in 2050,the application of CCUS will account for 44%of total emission reduction.(4)In the scenario with carbon price of CN￥150 t1CO2,power sector would be decarbonized significantly,and the CO2 intensity will be 0.22 kgCO2(kW h)1,but power sector is far from the goal that achieving net zero emission.In order to realize the long-term low greenhouse gas emission development goal that proposed by the Paris Agreement,more efforts are needed to be put to further reduce the carbon emission reduction of power sector.Based on the above scenario analysis,the study proposes four recommendations on the low-carbon development of China's power sector:(1)improve the energy efficiency proactively and optimize the ener

As the construction sector is a major energy consumer and thus a significant contributor of CO_2 emissions in China,it is important to consider carbon reduction in this industry.This study analyzed six life-cycle stages and calculated the life-cycle CO_2 emissions of the construction sector in 30 Chinese provincial jurisdictions to understand the disparity among them.Results show that building materials production was the key stage for carbon reduction in the construction sector,followed by the building operation stage.External variables,e.g.,economic growth,industrial structure,urbanization,price fluctuation,and marketization,were significantly correlated with the emission intensity of the construction sector.Specifically,economic growth exhibited an inverted U-shaped relation with CO_2 emissions per capita and per area during the period examined.Secondary industry and land urbanization were negatively correlated with CO_2 emission intensity indicators from the construction sector,whereas tertiary industry and urbanization were positively correlated.Price indices and marketization had negative effects on CO_2 emission intensity.The policy implications of our findings are that cleaner technologies should be encouraged for cement providers,and green purchasing rules for the construction sector should also be established.Pricing tools(e.g.,resource taxes)could help to adjust the demand for raw materials and energy.

Rice is a staple food for the Cameroonian population and is the most consumed cereal after maize. The SNDR (National Rice Development Strategy) document shows that despite the scale of investment to absorb domestic demand for rice, Cameroonian production has only been able to satisfy domestic demand to the tune of 20%. The question is therefore to understand the constraints that prevent the development of local rice production to the level of national need. To obtain results, quantitative and qualitative data from secondary sources were used. The rice sector in Cameroon is managed by the state through the Ministry of Agriculture and Rural Development (MINADER). MINADER designs development policies and strategies and coordinates the development of activities in the field. The state implements its policies and strategies through the projects and supervisory structures under its supervision. The sector is organized from the supervisory authority to the consumer. Each actor who intervenes has very specific missions that are transformed into effective activities in the field. The tracing of the evolution of rice production in Cameroon, from the year 2000 to 2018, shows three phases of evolution. The first phase, from 2000 to 2008, can be described as a recovery phase, with a growth rate of 44.84%, at the rate of 5.6% growth per year. The second phase can be described as the take-off phase, which runs from 2008 to 2016 when production peaked. The growth rate during this period was 79.96% at a rate of 10% growth per year. After the take-off phase, there is a decline between 2016 and 2018 at a rate of −12.7%, at a rate of −6.35% per year. It can be seen that the increase in production is evolving at the same rate as the increase in cultivated areas. However, the level of rice production in Cameroon does not essentially depend on the cultivated areas. Background: Delay in Tuberculosis (TB) diagnosis can contribute to late presentation, severe disease, and continued transmission. KNCV TB Foundation Nigeria through the United States Agency for International Development (USAID) funded the TB Local Organization Network (LON) 1 and 2 projects that explored the availability of Tuberculosis services based on sector and levels of care. Methods: TB Patient Pathway Analysis was carried out in 14 states comprising 92 facilities. It involved primary, secondary, and tertiary levels of health care in both the public and private sectors. This was a cross-sectional study under program implementation. Proforma was used to collect data on the available TB diagnostic services. Results: In public health facilities, GeneXpert was available at 100% in tertiary facilities in 8 (57%) states;up to 82% in 4 (33%) states, 50% available at secondary facilities in 2 states, and There is none at the primary facilities. Smear microscopy was available at 100% in tertiary facilities in 9 (64%) states and 3 (25%) states have 50% to 82%;secondary -10 (71%) states have > 70% at facilities;primary 1 (7%) state has it in 61% of facilities. Loop-mediated isothermal amplification (TB-LAMP) in tertiary 2 (17%) states have 20% and 100% respectively;secondary 4 (sectors and levels of care in Nigeria.
