In the era of big data,the ways people work,live and think have changed dramatically,and the social governance system is also being *** intelligent social governance has now become a national *** application of big data technology to counterterrorism efforts has become a powerful weapon for all ***,due to the uncertainty,difficulty of interpretation and potential risk of discrimination in big data technology and algorithm models,basic human rights,freedom and even ethics are likely to be impacted and *** a result,there is an urgent need to prioritize basic human rights and regulate the application of big data for counter terrorism *** legislation and law enforcement regarding the use of big data to counter terrorism must be subject to constitutional and other legal reviews,so as to strike a balance between safeguarding national security and protecting basic human rights.

The modern democracy in Mongolia has changed from ideology and desires into the daily actions and real-life needs of achievement of the people. The content of this article aimed to categorize the democracy development process and its challenges and opportunities in promoting democratic governance in Mongolia;such brought specific approaches of the changes and difficulties. The content of research article contextual approaches are characterized by own individual research data on democracy as basis on the use of the work and the independent research findings of the researcher. On the overview of process of uncut democracy consolidation, the democracy development in Mongolia managed to the most consistent principles and fundamental values of democracy up to second half of the 1990s. From the second half of the 1990s till the election in 2004, within this term, the following challenges and difficulties risen to action of slowing down that forming of political parties, grouped into fractional, blockage of post-trafficking, conspiracy, and to be corrupted and bribery as mentioned as newly adverse phenomena have begun to the democracy development.

The concluding observations are comments and recommendations made by the treaty bodies to the country after reviewing the reports of specific State Parties with a view to monitoring the State Parties’*** these opinions are not legally binding,they do have a certain *** deciding whether to endorse this authority and accept the recommendations,the State party will focus on the legality of the concluding *** legality of the concluding observations is influenced by three factors,the first one is the formal relevance between the recommendations and the relevant treaty provisions;the second one is the substantive relevance between them;the third is the extent to which the treaty interpretation rules are *** the concluding observations of treaty bodies against china,we should treat them *** feasible recommendations that are most closely related to treaty obligations should be adopted as far as *** consideration should be given to general policy recommendations,and recommendations that are completely unrelated to treaty obligations can be ignored.

The draft of the Basic Healthcare and Health Promotion Law directly incorporates the concept of the right to health,which will have a positive significance in realizing the constitutional norms of the right to health ***’s Constitution stipulates the general policy,concrete duties and specific obligations of the state to protect citizens’ right to health,which is the most fundamental logical starting point of legislative *** implementation of state obligations requires the legislation to follow the principles as follows:people-centered public welfare,respecting and protecting the principle of citizens’ right to health,equitable access to basic medical and health services and the government responsibility for the purpose of the people’s health.

The joint meeting mechanism for the National Human rights Action Plan(NHRAP)is a multi-faceted mechanism which unifies political,legislative,administrative,judicial and social *** undertakes the responsibility of formulating,implementing,supervising and evaluating the NHRAP,promotes mutual learning,exchange and competition among member units in the protection of human *** the ten years since it was established,it has proved to be a successful innovative mechanism for protecting human rights that is in line with China’s national *** order to improve the operation of the joint meeting mechanism the NHRAP,it is necessary to establish a more effective coordination mechanism within the joint meeting mechanism,and to subdivide the monitoring and evaluation functions into three levels.

The 2019 China-Europe Seminar on Human rights hosted by the China Society for Human rights Studies and Austria-China Friendship Association was successfully held in Austria on June 21,*** this conference,China,as an important representative of Eastern countries of human rights,demonstrated its fruitful theoretical and practical human rights achievements to European *** conference also witnessed lively communication and exchanges on human rights values and the human rights discourse system between China and the West,during which scholars of the East and the West discussed the universality and particularity of human rights,and the evolution of human rights under different historical and cultural *** conference advocated that the concept of a community with a shared future for human beings proposed by China should be incorporated into human rights governance of sovereign states and the international *** convergence and integration of the human rights concepts of the East and the West will inevitably lead human rights practices of the East and the West to embark on a new journey.

The objective of this paper is to propose a conceptual framework stimulating the sustainable management of natural resources in Central Africa. Based on the forest resources, we show how good identification and allocation of property rights strengthen the joint management of forest resources. Cameroon is selected as an example, since the country represents one of the most forest-intense areas in Africa. In doing so, we first evaluate the performance of institutions in fostering sustainable forest management. Second we show how good elaboration and allocation of property rights may contribute to improving efficiency in forest management. Using the New Institutional Economic (NIE) theory we provide an outline of the potential relationships between forest management and property rights allocated to stakeholders involved in forest exploitation. Finally we provide two forms of institutional structures that could improve forest management efficiency: public-private partnership and multi-stakeholder management approaches. Public-private partnerships are joint project management processes operated by both private businesses and public entities in order to combine public prescriptive mechanisms with private operational roles. Multi-stakeholder management approach is also a co-management initiative combining public entities, private actors and local population to increase the involvement of local dwellers living in forest areas in the decision process.
