As the Rural revitalization Strategy is gradually implemented, China’s rural areas are set to have more diverse function requirements. This paper selects the Changsha-Zhuzhou-Xiangtan region(Chang-Zhu-Tan) consisting of 23 county-level units) as a case study and looks at its economic development, agricultural product supply, social security and ecological service functions during 1996–2016. It then constructs an index system to evaluate the temporal evolution of the region’s rural functions. SPSS 19.0 and DPS 7.05 software, as well as Pearson’s correlation coefficient analysis, system clustering, optimal segmentation of ordered samples and other methods, are used to study the evolution traits, regional differentiation characteristics and driving forces of rural functions in the region. The results show, first of all, that the overall evolution trend is increasing in functions with periodic characteristics, the key nodes being 2000 and 2008. Second, there is clear geographical differentiation in the evolution of rural functions. The economic development function shows rapid growth in the urban agglomeration’s center and relatively weak growth at the periphery;the agricultural product supply function and ecological service function are concentrated in county-level units with abundant cultivated and forest land;and the social security function displays similar geographical differentiation to the economic development function. Overall, there is an obvious discrepancy in the degree of development of rural functions among county-level units of the Changsha-Zhuzhou-Xiangtan urban agglomeration;the rural functions of the agglomeration and peripheral county-level units have different development traits;and county-level units display functional differentiation. Third, rural functions have evolved as a result of interactions between various factors, such as natural resources, socio-economic conditions and local transport conditions. Land is the root of rural revitalization, and its core is to reinvigorate land resources through the building up of land capacity. Since the late 1990s, land consolidation efforts have been widely extended to all parts of China. Land consolidation has served as an essential instrument for reinvigorating stock land, strengthening intensive land use, timely supplementing cultivated land, and promoting agricultural modernization, as well as urban-rural integration. This study uses a typical poor village(Dadao Village) in a state-designated impoverished county(Fuping County, Hebei Province), to analyze the socioeconomic benefits and eco-environmental impacts of land consolidation. With the aid of first-hand data from questionnaire surveys, face-to-face interviews and the visual interpretation of land use and land cover changes(LUCC), we found that: 1) the barren hilly land consolidation(BHLC)helps to promote the transformation of resource-advantages into asset-advantages in poverty-stricken areas. In 2017, 60.16% households in the study area gained the additional transferred-income with an annual average of 2843 yuan, while 19.11% households received the wage-income with an annual average of 9871 yuan. 2) Land consolidation inspires farmers' enthusiasm to participate in village government and helps alleviate rural poverty. From 2014 to 2017, land consolidation has helped 585 poor in the village out of poverty. Meanwhile,by land consolidation, most farmers' attitudes towards land consolidation have shifted from"not caring" to "have great concern," and their identity cognition has gradually changed from being bystanders to becoming decision makers and supervisors. 3) Further analysis demonstrated that land consolidation could not only increase the quantity and quality of arable land,but also have a certain impact on eco-environment. During 2014–2016, the BHLC in the study area transformed 242.12 ha unused barren hilly land and open forest land into well-facilitated arable land, and increased the average arable land by

Protection of Intellectual Property and Authenticity of Chinese Herbal Medicine Chrysanthemum morifolium

This paper first introduced Chrysanthemum morifolium Ramat. and its medicinal value. Then, it studied agricultural intellectual property resources such as geographical indications, trademarks, patents, new plant varieties, biological genetic resources, and traditional knowledge related to C. morifolium . Finally, it summarized poverty-stricken areas ecologically suitable for planting C. morifolium , analyzed the GAP certification of C. morifolium , pollution-free agricultural product certification, green food certification, and organic food certification, and discussed the strategies for C. morifolium intellectual property protection and authenticity protection in the context of TCM development strategy and rural revitalization strategy.

In order to better promote the development of grassland husbandry in the Bijie experimental area and promote industrial poverty alleviation and rural revitalization strategies,the development status of grassland agriculture in developed countries( USA,Netherlands and France) and China is summarized. By learning from the successful experience of grassland agricultural development at home and abroad,combined with the survey results of grassland agriculture in Dafang County of Bijie experimental area,the development of grassland agriculture in Dafang County of Bijie experimental area is analyzed,and corresponding development strategies are put forward.

Sustainable Development and Restoring the Landscape after Coal Mining in the Northern Part of the Czech Republic

Coal mining has an impact on the countryside and landscape where the exploitation of the mineral occurs, particularly with regard to the way it is mined, the technology used, the surface area, and the shape of the coalfield and extent of mining. The impact of mining, which is predominantly negative, is gradually being eliminated today in accordance with applicable laws by applying knowledge and experience and with the help of a variety of reclamation and revitalization activities. The newly created landscape gives the area new value and opportunity for use. The process of restoring a landscape after coal mining should be primarily guided by the principle of sustainable development to ensure that a balance of the social, economic and environmental aspects is achieved. This article discusses the theoretical basis of the individual possibilities for restoring the landscape in such a way that the anthropogenic formations caused by coal mining are best incorporated into the surrounding landscape and likewise meet the social and economic needs of society. A model area can be found in the northern part of the Czech Republic that has been scarred by coal strip mining for nearly 200 years, but the adverse effects on the landscape have been successfully smoothed over by reclamation methods.

Study on Agricultural Intellectual Property Protection and High-Quality Development of Traditional Chinese Medicine of Ginseng

Agricultural intellectual property has the functions of carrying forward agricultural cultural heritage,encouraging agricultural scientific and technological innovation,cultivating the brand of agricultural products and so on. The protection and application of agricultural intellectual property rights can enhance the vitality,innovation and competitiveness of agricultural economy,and promote the strategy of high-quality agricultural development and rural revitalization. Ginseng is a traditional medicinal variety with superior characteristics in Northeast China,and it is one of the most famous " three treasures" in Northeast China. This paper introduces ginseng( Panax ginseng C. A. Mey.) and its medicinal value,analyzes the traditional knowledge,biological genetic resources,new plant varieties,patents,geographical indications,trademarks and other agricultural intellectual property resources of ginseng,studies the traditional Chinese medicine GAP certification and certification of " Three Agricultural Products" and the construction of the dominant area of agricultural product( Fusong ginseng) with Chinese characteristics,and explores the rural revitalization strategy and traditional Chinese medicine development strategy,ginseng agricultural intellectual property protection and high quality development strategy.

Overcoming the contradiction between promoting economic growth and transforming the economic growth pattern

Promoting economic growth has become the first and foremost objective of macro-control since China experienced a drastic economic downturn in the fourth quarter of 2008. Now China is at a special stage of transition characterized by the transformation of the economic growth mode. While promoting economic growth, the government must effectively coordinate the relationship between economic growth and the transformation of growth mode. This is not a task that can be done easily. To promote economic growth, the central government has selected a number of industries and formulated an industrial revitalization plan for each of these them. Revitalizing these industries helps promote economic growth at the present stage but propelling these industries alone still cannot fully meet the requirements for transforming the economic growth pattern. To coordinate the relationship between promoting economic growth and transforming the economic growth pattern, it is currently imperative to adjust China’s industrial upgrading strategy and to pay attention to intra-industrial upgrading, particularly process upgrading.

Functions, Problems and Countermeasures of China’s Rural Ecosystems

At present,the whole country is fully implementing rural revitalization strategy and actively promoting rural ecosystems development in China.From the perspective of ecology and agroecology,the main functions of rural ecosystem in China,the current outstanding problems,and the corresponding countermeasures and measures are discussed in the paper,in order to provide references for promoting the implementation of the strategy of rural revitalization and the sustainable development of rural ecosystem.China’s rural ecosystem has multi-functions such as carrying population,improving environment,providing products,increasing income,expanding employment and tourism,inheriting culture,popularizing science and technology,educating people,training talents,and providing places for the aged urban residents.Currently,there are still many problems and challenges in rural ecosystem in China,such as ecological destruction,waste of resources,environmental pollution,natural disasters,economic poverty,backward science and education,laggard culture and medical care,lack of public services,bad social morality,loss of villagers and disappearance of villages.In order to promote implementation of rural revitalization strategy and to promote sustainable development of rural ecosystems in China,the following measures should be taken based on the principles of integrating “tri-benefits”(economic,ecological and social benefits),gradual progress,comprehensive governance,adaptation to local conditions and long-term efforts and success.Eventually,the following measures are suggested:① enhancing awareness;② planning well;③ improving environment;④ optimizing ecological structure;⑤ improving ecological functions;⑥ improving ecological conditions;⑦ strengthening public services;⑧ improving laws and regulations;⑨ improving great investment;⑩ accelerating personnel training.
