E-cigarettes in ten Southeast Asian countries:a comparison of national Regulations

The market and popularity of e-cigarettes are growing rapidly worldwide.However,the research and regulation of this novel products have lagged behind.In this paper,we reviewed and compared the regulatory mechanisms regarding e-cigarettes among ten Association of Southeast Asian Nations(ASEAN)member states.Our findings demonstrated a continuum of the legal Regulations of e-cigarettes in this region:on the one hand,countries such as Brunei,Cambodia,Thailand,and Singapore have prohibited the importation and sale of e-cigarettes with existing tobacco control laws or specific Regulations;on the other,countries such as Myanmar and Vietnam had almost no legal restrictions on e-cigarettes whatsoever.This overview of national Regulations not only clarified the legal status of e-cigarettes in the ASEAN region but also provided informing lessons for countries currently lacking e-cigarette Regulations such as China.

Due to the lack of public order in the international financial arena, asset bubbles and resource misallocations persisted over a long period of time and resulted in global financial crisis in 2008. Global financial rules, which can take on a role like that of WTO in the international trade, are urgently needed for global economic recovery. They will balance the pressure of economic restructuring between large and small countries, and push forward some countries' domestic reforms which may hardly be implemented due to domestic politics.

To lower pharmaceutical expenditure,the Chinese government has replaced the Fixed Percent Markup (FPM) policy with the policies of the Separation of Outpatient Pharmacies from Hospitals (SOPH) and the Zero Markup Drug (ZMD).We build a multistage game theoretic model comprising a hospital and a drugstore to analyze the policies' impacts on the providers' drug selection and pricing behaviors.By comparing the equihibrium outcomes,we draw the following conclusions:(i) FPM,especially for one imposing a strict margin ceiling,actually induces an expensive prescription given patients' great compliance.(ii) Both SOPH and ZMD can conditionally lower patients' expenditure,and their performances rely on the hospital's selection.(iii) A proper rate of insurance coverage and a removal of drug rebate are helpful to improve the policies' performance.

Today,there isn’t a set of Regulations and documents of quality requirements for cosmetics that specifically targets at the special group such as pregnant women,infants,and children,which leads to a great of inconvenience to the technical personnel who engage in cosmetics industry for pregnant women,infants,and children,especially those who just enter the industry but are not completely familiar to it.In view of this,I collect and sort out the current cosmetic laws and Regulations that have been promulgated and implemented,solely integrating the contents related to special requirements on pregnant women,infants,and children,in order to facilitate the technical practitioners in cosmetics industry to consult and comply with national laws and Regulations when producing and developing the products,and to avoid taking a wrong path and the violation of laws and Regulations for the developed products.In addition to the different requirements of laws and Regulations for special groups of pregnant women,infants,and children collated,I also collected the product research and development suggestions from the industry experts involve in the field of pregnant women,infants,and children,who have given suggestions on the safety of the research and development of cosmetics for pregnant women,infants,and children for reference.
